U.S. to Expand Rules Limiting Use of Profiling by Federal Agents

The Justice Department will significantly expand its definition of racial profiling to prohibit federal agents from considering religion, national origin, gender and sexual orientation in their investigations, a government official said Wednesday.

The move addresses a decade of criticism from civil rights groups that say federal authorities have in particular singled out Muslims in counterterrorism investigations and Latinos for immigration investigations.

The Bush administration banned profiling in 2003, but with two caveats: It did not apply to national security cases, and it covered only race, not religion, ancestry or other factors.

Since taking office, Attorney General Eric H. Holder Jr. has been under pressure from Democrats in Congress to eliminate those provisions. “These exceptions are a license to profile American Muslims and Hispanic-Americans,” Senator Richard J. Durbin, Democrat of Illinois, said in 2012.

President George W. Bush said in 2001 that racial profiling was wrong and promised “to end it in America.” But that was before the terrorist attacks of Sept. 11. After those attacks, federal agents arrested and detained dozens of Muslim men who had no ties to terrorism. The government also began a program known as special registration, which required tens of thousands of Arab and Muslim men to register with the authorities because of their nationalities.

It is not clear whether Mr. Holder also intends to make the rules apply to national security investigations, which would further respond to complaints from Muslim groups.

“Adding religion and national origin is huge,” said Linda Sarsour, advocacy director for the National Network for Arab American Communities. “But if they don’t close the national security loophole, then it’s really irrelevant.”

Ms. Sarsour said she also hoped that Mr. Holder would declare that surveillance, not just traffic stops and arrests, was prohibited based on religion.

The Justice Department has been reviewing the rules for several years and has not publicly signaled how it might change them. Mr. Holder disclosed his plans in a meeting on Wednesday with Mayor Bill de Blasio of New York, according to an official briefed on the meeting who spoke on the condition of anonymity because the conversation was private.

As written, the Justice Department’s rules prohibit federal agents from using race as a factor in their investigations unless there is specific, credible information that makes race relevant to a case.

The rules cover federal law enforcement agencies such as the F.B.I. They do not cover local or state police departments.

    “Profiling” is just good police procedure. Banning it will waste resources and allow bad things to happen, such as terrorist attacks. As crime increases, most of the sheeple won’t have a clue as to why since this ruling will be forgotten. My theory is that the actions we’ve read about on Amren recently that promote more crime are deliberate, intended to provoke violence by fed-up citizens to provide an excuse for martial law.

    It’s called “criminal profiling” and the criminals hate it. By the way, if I recall correctly, an FBI agent said that they had identified possible arab muslim threats taking pilot training. But because of political correctness, they didn’t take any action.

            The Chinese are playing catch up. When they catch up, I doubt we will be able to catch them.

            IQ testing in itself has limitations. Compare White IQ to east Asian IQ. Why have Whites created so much more with a lower IQ? Being very smart in limited areas is one answer. Also IQ isn’t a very good guage for creativity. If race doesn’t matter why do you quote Taylor?

          By every criterion I think Taiwan – AKA Nationalist China – is a better country than Communist China. Taiwan demonstrates what the Chinese are capable of, as does the performance and behavior of Chinese on other countries, including our own.

            Also, the Chinese make significantly less than whites in Australia. They are an impoverished underclass.

    Young black men are more likely to commit violent street crimes than middle aged white women. Young Arab men are more likely to commit acts of terrorism. I do not care if race profiling hurts the feelings of completely innocent young black black and Arab men. I am all for it.

        The eating of dogs and cats is repulsive to me. Nevertheless, the vast majority of Orientals do not do it in their countries. They certainly do not do it in the United States.

        • I’ve had dog and cat. The eating of other animals is not repulsive to me because I understand that as an apex-predator I am an animal myself. My favorite food is raw fish. I’ve eaten live octopus before. One bites off the tentacles, which writhe and grab while one swallows them. One of them bit me, which seemed completely fair.

          As for “it ain’t happening here”, there were some quite ugly confrontations in the late 1970s and early 1980s between Hispanics and Hmong in Denver when stray pets started disappearing. Of course the Hmong were eating the dogs and cats; that’s what Hmong do. There was a near-riot between Hmong and Mexican inmates in prison in Texas when I was there. The Hmong were trapping and killing pigeons and selling the meat to the greasers, telling them it was chicken they’d stolen from the chow hall. I had earlier noticed trash cans full of feathers, so I knew what was going on.

            I don’t know if they were Hmong, but the Chinese workers we had here sure had it in for cats. I’ve never seen one trap a cat personally, but accounts have it they used to break their necks and then cook them.

            They did rid us of the cat overpopulation in the city though, which was a good thing.

            If an Oriental restaurant served dog or cat meat, or if an Oriental grocery store sold them, it would be firebombed before the police had time to close it down and arrest the owner.

            Orientals eat less meat than Americans. My diet is largely vegetarian. I buy tofu from a nearby Chinese grocery store.

  • I’m going to the next 26 mile marathon during the summer in Florida, wearing a white winter jacket concealing a bulky life preserver underneath. Then I’ll wear dark sunglasses, sandels, a turban, and attach a fake 2 ft long grey beard like all the imams wear.

    Of course I’ll be sweating profusely and I’ll blunder into people in the densest part of the crowd. I’ll hold a Nintendo Numchuck controller in one hand with the wire leading up & into my sleeve. When the authorities want to search me I’ll sue them for false profiling and donate all my winnings to AmRen.

      Make sure no white skin is showing under all that gear or you’ll be shot on sight, and not donating anything to anybody. (And that’s if you don’t have a heart attack somewhere along the way, either natural or “induced” by the fine upstanding police in Florida.     You can not “racially” profile someone. Race is a trait of a person, an immutable trait. Age and sex are traits. People who posses certain traits are more likely to commit certain crimes. To get the most bang for your buck you need to keep a closer eye on people who posses the same traits as those who commit the majority of a certain crime. Should we ignore the woman in a burka? No, because the muslims sometimes use women as bombers, or dress as women themselves. But the fact remains that if you see several wigs, for instance, laying in a parking lot it was a couple of black chicks who got into a fight and left them there, not a couple of old white ladies.

    Profiling is a social science, not unlike hard science, where conclusions are drawn from observation of cause and effect. Why do scientist search for signs of water in the universe? Because on this planet it seems, if nothing else, water is necessary for life and therefore will most probably be needed elsewhere. Do they ignore other spacial bodies like Phobos and Demos? No, but they don’t spend as much time on these two tiny moons as they do on Mars and its polar ice cap regions. Simply because they aren’t as likely to hold life.

    The head of NJ’s state Police, Rick Fuentes, did his PhD on profiling. He had to repudiate his own thesis to be confirmed as NJ top cop. Sad country we have become.

    So, according to The Injustice Dept.’s, (and the sick, twisted ideology of contemporary anti-white liberalism,) protocol, the next plane that’s hijacked or the next open fire from a guy yelling Allah Akh Bar, it is with equal probability that a guy named Doug Robertson and a guy named Allah Al-Hassan Housi Muhammed el Assrir commited the crime.
