France Plans Riot Damage Surcharge

European Conservative, September 5, 2025

The French government is considering a 5% surcharge on insurance policies for all French citizens. The proposed measure is intended to help cover the costs of damage resulting from the 2023 riots.

“This government has decidedly no longer any limits to its provocation and contempt for the French people,” Marine Le Pen said on X. ” As I had already requested in 2023, during the presentation of an anti-riot plan, we must strictly apply the ‘rioter pays’ principle. It is up to the rioters to bear the cost of repairs,” she said.

She also added: “There is no question of French people’s taxes being used to pay for damage to public property that they have already financed!”

A 2023 report found that the riots caused €1 billion in damage, with insurance claims reaching €793 million—four times more than in 2005.
