Labour Plans ‘Blacklist’ to Curb Rising Hate Crime in UK

People convicted of homophobic, transgender or disability hate crime would be put on a “blacklist” to warn future employers of past misdemeanours under new proposals by Labour.

The shadow home secretary, Yvette Cooper, will on Monday unveil a strategy to tackle the UK’s soaring rise in antisemitism, Islamophobia, homophobia and abuse of people with disabilities. The package includes making homophobic and disability hate crimes an aggravated criminal offence, ensuring that police treat such offences in the same way as racist hate crimes.

Cooper will outline changes to the criminal records framework whereby such offences will be clearly marked on the criminal records of perpetrators. Currently, records checks do not highlight homophobia, disability or transgender identity as a motivating factor in a conviction, and do not automatically appear in police data used for vetting applicants in sensitive vocations, such as those working with vulnerable people, including the disabled.

Labour’s move comes as a new breakdown of police figures reveals an escalation in hate crimes since 2012, with a steep rise in abuse reported by the transgender community alongside the well-documented rises in antisemitism and Islamophobia.

Measures to combat the role of social media in disseminating and perpetrating hate crime will also be unveiled. These include a review of police and guidance from the Crown Prosecution Service to ensure that crimes such as antisemitism on social networks such as Twitter are covered. The review follows high-profile online attacks, including abuse targeting prominent British Jews and Muslims.

Hate crimes recorded by police in England and Wales reveal a rise across all five recording categories–race, religion, sexual orientation, disability and transgender–with the number of offences rising from 43,927 in the 12 months to April 2013 to 46,919 in the following 12 months.

Last week it was revealed that antisemitic incidents in the UK had reached their highest-ever level, more than doubling in the past year. Incidences of Islamophobia are reported to have risen since the Charlie Hebdo killings. Cooper said: “Hate crimes have no place in modern Britain. No one should fear being attacked because of their religion, their sexuality, the colour of their skin, or their disability. Much more needs to be done to ensure those who commit these serious crimes are brought to justice, and this includes looking at where the law needs to be strengthened.”

Cooper said companies such as Twitter must do more to tackle repeat offenders and monitor individuals who are the target of repeat abuse. On Thursday, Twitter’s chief executive acknowledged that the company “sucks at dealing with abuse and trolls on the platform, and we’ve sucked at it for years”.

The shadow home secretary said: “Too often industry has been slow to respond to reports of their social media platforms being used to bully and abuse people or spread abhorrent ideology.”

Amid the rise in hate crimes, the coalition government has been accused of failing to respond to a Law Commission report on hate crimes that recommends changes to the criminal records system. Labour would introduce programmes in schools to tackle antisemitism, Islamophobia, homophobic bullying and targeting of disabled children. “We need to look at what more we can do to prevent discrimination, bigotry and hate taking hold in the first place,” said Cooper.

Between April 2013 and April 2014 hate crimes over race in England and Wales rose from 35,889 to 37,484; offences involving sexual orientation increased from 4,261 to 4,622; and transgender hate crime escalated from 361 to 555–a 54% increase. During the same period, disability hate crimes increased from 1,843 to 1,985, while criminal offences linked to religion grew from 1,573 to 2,273, a rise of 45%.

Labour’s special envoy on LGBT issues, Lord Cashman, said: “These wide-ranging measures will signal to everyone that such behaviour is unacceptable in a civilised society.”

    This is scary, considering that “hate crimes” in the UK can be no more than an innocuous statement that someone not involved in a conversation felt uncomfortable overhearing.

    They really need to campaign for a freedom of speech law in the UK.

      I’m in the UK and I totally agree. If anyone posts on any UK site, I’d be really grateful if they’d post something along the lines of the following.

      The UK needs its own version of the US first amendment protecting free speech. I suggest as follows:

      “All speech is freely permitted with only the following exceptions

      (1) Nobody shall use their speech to incite another to any criminal activity

      (2) All individuals have the right to decline to listen to freely expressed speech – therefore courts shall have the right to place orders to prevent persistent harassment of a private individual by another individual

    This is going to backfire on leftists. Muslims are the most prejudiced against homosexuals and transgender people in Britain. They’re probably committing most of the hate crimes against these groups. They may also be committing more than their fair share of disability hate crimes.

    Just wait another five years and this policy will be overturned because it’s “racis” or “Islamophobic” and disproportionately prevents Muslims from getting jobs.

      The disabled (including children) are one of the prime targets of black criminals right up there with old people. What could be easier than robbing / beating up a White person in a wheelchair? Of course it’s never called “hate”; if the disabled child fights back or complains to the police, then the child is the “hater” and must have done something to provoke the attack.

  • Here in the US, we’re not supposed to enquire if applicants have records of violent crime, so it’s only natural that the next step would be to prevent the hiring of people who have said ‘politically inconvenient’ things that tender ears cannot bear to hear.

    This pure Orwellism. Nothing more, nothing less. You note that the ‘favored’ groups of victims are those deemed by Labour to be more ‘worthy’ – apparently this has nothing to do with the gravity of the crime committed against the victim, but only if the victim is deemed ‘worthy’ or ‘more equal’ by the Labour Party.
    Note also how, emotively, they included the ‘disabled’ in the list of the ‘worthy’. Now, attacks on the disabled are exceedingly rare and certainly have not increased recently.

Yvette Cooper, the politician proposing the Bill, belongs to the Labour Party who let all the hating Muslims into our country. Hypocrisy of the highest order.

    Can someone please explain to me why an assault and battery against a heterosexual White male, committed for no real discernable reason by a random stranger, is not as ‘worthy’ as exactly the same assault and battery committed by a stranger, if the victim happens to be homosexual, transgender, non White, female, disabled, transgender or any other privileged and protected characteristic?

    Isn’t the whole point of any legal system, in any modern civilized state is that all citizens are protected under the law, with no fear or favor, equally. Doesn’t favoring certain classes smack of the middle ages, a time when the gentry were more or less exempted from justice?
    Surely, this must be contrary to the Human Rights Act and the UN Convention on Human Rights, that is the legalistic creation of a privileged class and a non privileged class.
    Why isn’t there oppostion from jurists etc to these simply appalling proposals?

      You wouldn’t believe how many people cling to hate crime laws, as if they’re the only way to get justice. Getting it into their heads that harsh punishment across the board for heinous crimes is the answer seems to be lost on them.

    I fought this Orwellian Hate Crime/thought crime legislation with all my might a few years back when the Obamanination Administration finally snuck through the Matthew Shepherd Federal Hate Crime bill.

    I had decent success arguing that I lived in Chicago where we have averaged of 400 murders every year for the last 40 years. How is it possible for a pre meditated murder not to be a “hate crime”? What are these murders “love crimes” – is everything OK if the murderers have PC views on gay marriage equality and mass Muslim immigration?

    Eric Holder lying &$&@& half White buppy from Barbados that he is, was at least honest when he answer Southern patriot Alabama Senator Jeff Session and admitted that regular (White) Americans wouldn’t be covered by the Federal Hate Crime Bill, only historic “victim groups”, which apparently now include Blacks, Gays, Mexicans, Jews and Muslims… This can and will changes Blacks and Muslims will work very hard to make pro Israel Jews in to the bad guy team of oppressors.

    Maybe some folks here saw my videos on the subject posted by “Bikers for Freedom”. I received favorable reviews from Jewcy.

    One thing to do is to simply go with the flow, pretend you are gay, like Saul Goodman in breaking bad, change your name to a Jewish name, or Hispanic name, convert to Islam and then claim hate is being thrown your way.

    Even according to their own remarks, there are all these alleged rises in “hate-crimes”.

    Yet how can this be, after 60 years of conditioning and ‘community cohesion’ indoctrination, television brainwashing, careful silence of various news items, numerous laws and legislations….

    Whenever anybody criticises what is taking place, we are told that everybody else is just getting on fine and it is only we few “hateful” people who are “spoiling it”. Yet all the time, they keep saying things are getting worse and worse. So which is it?

    The answer seems to be whatever is convenient.

    The rise in “anti-Semitism”, I believe, includes data from various Jewish monitors who record the slightest jibe against Israel or Jewish attributes as “anti-Semitism”.

    The vast majority of the rest see, to be from Muslims. The Daily Stormer, if all the trolling of Luciana Berger are counted as individual ‘anti-Semitism” crimes, will have the figures shooting through the roof.

    I was labelled a racist and a hater just last week for stating what are simply facts. Truth is racist. The truth is no longer a defence in our courts of law, apparently, so therefore the truth is irrelevant.

    As I had stated my opposition to what England is becoming and because was critical of immigration and the incremental adoption of Islam into society, such as Halal meats, I was apparently a “hater” with “so much hate” in me I need some kind of medication.

    With potential bans from social media being discussed, blacklist laws, and potential EU laws that criminalise any blanket condemnation of any “group” (protected group, that is!), we are really seeing the state ramp up their efforts to shut people down.

    When you strip it all back though, it should be obvious to all that the very need to be doing this shows that they know they have created a tinderbox that they fear could go up in flames at any moment.

    As such, the stick required to beat everybody into line gets bigger and bigger.

    Taking part in the internet spat last week was actually quite frightening in a way. It has been a while since I took on ‘general society’ with some of our positions.

    What was frightening about it was the level of ignorance, the incapacity for even the most basic levels of logic, the confusing of xenophobia and race, the incapacity to take things to a conclusion (when it comes to democracy, demographics, growth of Islam, open borders, etc) and the inability to even consider that there was such a thing as the white race or that it was important to be saved if there was.

    Furthermore, after merely defending my positions and showing no outright hatred for any group, I was still shouted down as spreading ‘hatred’ and I did wonder if I would be reported to the authorities and be getting a knock at the door. On this occasion, it seems to have died down, but it does make you think.

    When or if the knock ever does come, I know that those doing the knocking will be the same intellectual toddlers stumbling around an area of life they have no insight into other than that which has been spoon fed to them.

    You would then be passed into a system of the state staffed with more such people. For these reasons alone, the future of this country seems to be getting quite a frightening place. The racial and religious transformation is enough, but the sheer retardation of wider society itself is in many ways even more disquieting.
