USDA Partnering with Mexico to Boost Food Stamp Participation

The Mexican government has been working with the United States Department of Agriculture to increase participation in the Supplemental Nutrition Assistance Program (SNAP), or food stamps.

USDA has an agreement with Mexico to promote American food assistance programs, including food stamps, among Mexican Americans, Mexican nationals and migrant communities in America.

“USDA and the government of Mexico have entered into a partnership to help educate eligible Mexican nationals living in the United States about available nutrition assistance,” the USDA explains in a brief paragraph on their “Reaching Low-Income Hispanics With Nutrition Assistance” web page. “Mexico will help disseminate this information through its embassy and network of approximately 50 consular offices.”

The partnership—which was signed by former USDA Secretary Ann M. Veneman and Mexican Secretary of Foreign Affairs Luis Ernesto Derbez Bautista in 2004—sees to it that the Mexican Embassy and Mexican consulates in America provide USDA nutrition assistance program information to Mexican Americans, Mexican nationals working in America and migrant communities in America. The information is specifically focused on eligibility criteria and access.


Some of the materials the USDA encourages the Mexican government to use to educate and promote the benefit programs are available free online for order and download. A partial list of materials include English and Spanish brochures titled “Five Easy Steps To Snap Benefits,” “How To Get Food Help—A Consumer’s Guide to FNCS Programs,” “Ending Hunger Improving Nutrition Combating Obesity,” and posters with slogans like “Food Stamps Make America Stronger.”

When asked for details and to elaborate on the program, USDA stressed it was established in 2004 and not meant for illegal immigrants.

“The partnership with the Mexican embassy was established in 2004,” a USDA spokesman wrote The Daily Caller in an email. “USDA does not perform outreach to immigrants that are undocumented, and therefore not eligible for SNAP.”


Mexico is the only country with which USDA has a nutrition assistance outreach partnership agreement.

    Don’t gloss over that.  Veneman = Bush 43 = Comprehensive immigration reform = Family values don’t stop at the Rio Sewage.  Obama is wrong to continue it, and why wouldn’t he, but Bush started it.

    • When I see those posters of Bush smiling, and underneath a caption that reads: “Miss me yet?” I want to spit on it. He was worthless. To me, Nixon hit it right on the head when he said:

      Indeed he did.  Here is the inimitable George W. Bush the immigration issue:

      “We are a nation of immigrants.”

      “We are a welcoming nation.”

      “Family values don’t stop at the Rio Grande.”

      “Immigrants do jobs Americans won’t do.”

      The rest is history.

      Bush left office with a 25 percent approval rating.  His open borders policies (1), aggressive interventionism/”nation-building” building in primitive lands, his doubling of the federal “education” budget (NCLB), his collapsed economy and the election of Barack Obama are his legacy.

      Bush did, however — almost accidentally — manage to appoint one life-tenured conservative to the the all-powerful Supreme Court,  and one semi-conservative Supreme Court justice.   Mitigating factors in an otherwise catastrophic legacy.


      (1) It is well to  remember that despite Bush’s relentless push for amnesty for illegal aliens in his second term, GOP senators were just as relentless in thwarting him. The GOP continued to block Bush on immigration  even after the Democrats took control of Congress in 2007.

      • The big problem with liberal-moderate Republicans is that Democrats always want to be more left wing.  A lib-mod Republican pushes the center to the left, giving Democrats cover to be even more left wing.  Hence, Obama.

    • Clinton started this fire by not enforcing the border,  Bush ignored the growing fire and Obama threw gas on it.

      • I am of the opinion that Eisenhower was the last President to take immigration law enforcement seriously.

            The first Reagan term took immigration enforcement somewhat seriously, but definitely not the second term.

             And gave the Romanian uranium mines to the Soviets so they could build bombs. The Romanian uranium mines were the only ones known and easily accessible at that time. It would have taken the Soviets another 20 years to produce the bomb if Ike didn’t turn over Romania to the Soviets.

    It will all end when the USA finally goes completely broke. Just wondering, if this is a “partnership” with Mexico will Mexico offer hungry Americans free food at taxpayer expense? You don’t have to answer, we here already know.

    The Rule should be simple- Not a USA Citizen? Then you are not eligible for public assistance in any form. PERIOD

  • This story reminds me of the movie Collapse where Michael Ruppert is talking about how he made his prediction of the coming crisis by taking the headlines and news from around the world and putting the pieces together to draw one big conclusion. This is definitely one of those harbinger stories. One hundred years from now, people will look back in hindsight at stories like this and think ‘How the hell did they not see that coming?’

Seriously, they are “partnering” with the very country responsible for the illegal invasion being inflicted upon us; all so their invading La Raza can take our food stamps! Mexico must think we are pushovers. No wonder they have zero respect for our sovereignty. Our own government does not even respect it. This is what happens when diversity takes over.
