Obama Quietly Expands Government’s ‘Watchlist’

The Obama administration has quietly rewritten the rules on how it goes about designating Americans as terrorists, according to a new report by Glenn Greenwald’s Intercept online investigations project.

The report details how Obama has expanded the terrorist watchlist system, “authorizing a secret process that requires neither ‘concrete facts’ nor ‘irrefutable evidence’ to designate an American or foreigner as a terrorist,” according to a key government document obtained by the Intercept.

Instead of actual evidence, all the government needs is the nebulous “reasonable suspicion,” which is considered one of the lowest standards of proof in the American legal system. It’s less than “probable cause,” which is required to make an arrest.

Greenwald, a former investigative reporter for the U.K.-based Guardian who broke the Edward Snowden story about NSA spying on Americans, left the newspaper late last year to start the Intercept.

A 166-page document obtained by Intercept titled “March 2013 Watchlisting Guidance” was issued last year by the National Counterterrorism Center. It identifies for the first time the government’s secret rules for placing people on its main terrorist database, as well as the no-fly list and the selectee list, which triggers enhanced screening at airports and border crossings.

The federal government shares its watchlist data with local law enforcement, foreign governments and “private entities,” Intercept reported.

WND reported in 2011 that the Department of Homeland Security issued a new public service announcement encouraging Americans to look at their neighbors with a wary eye and report them to authorities if they see any suspicious behaviors.

The DHS suggests a typical woman terrorist would be a Caucasian in her late 20s or early 30s, with brunette hair, stylish clothing, high heels and a shoulder bag. A man? About the same age, short hair, wearing a shirt and slacks and familiar with technology, as he’s wearing an earpiece cellphone. Also Caucasian. This despite the fact that nearly every major act of terrorism in the United States has been carried out by non-Christians from the Middle East or North Africa.


But the new rules, exposed by the Intercept report, allow people to be designated as representatives of terror organizations “without any evidence they are actually connected to such organizations.” At the same time giving a single White House official the unilateral authority to place entire “categories” of people the government is tracking onto the no-fly and selectee lists.


Both the Obama administration, and the Bush administration before it, have resisted disclosing the criteria for placing names into the databases, even though the guidelines are unclassified.

In May, Attorney General Eric Holder even invoked the state secrets privilege to prevent watchlisting guidelines from being disclosed in litigation launched by an American who was put on the no-fly list. In an affidavit, Intercept reports that Holder called them a “clear roadmap” to the government’s terrorist-tracking apparatus, adding: “The Watchlisting Guidance, although unclassified, contains national security information that, if disclosed . . . could cause significant harm to national security.”


The consequences for people who end up on the U.S. government watchlist can be severe.

“Once the government secretly labels you a terrorist or terrorist suspect, other institutions tend to treat you as one,” Intercept reports. “It can become difficult to get a job (or simply to stay out of jail). It can become burdensome–or impossible–to travel. And routine encounters with law enforcement can turn into ordeals.”

          I think you are way off. There will be no need to bomb whites in cities, the breeding out campaign is working well enough, any bombing would also affect the non-whites living with whites in those cities (no Chinese farmers yet), and on top of all that, it will require a complete capitulation of the three branches of government and the military for the actual bombing of American ground by a U.S. military to occur. In other words, “It ain’t gonna happen.”

          White Millennials will realize their mistakes too late if they ever do, the country will be run by people who only know how to demand favors, not preserve or perpetuate a state and the country will collapse into anarchy. The rest of the world will follow due to the world wide economic collapse that will have to follow. Diseases like Ebola and other water carried kinds will run rampant when municipalities loose control and one nut or another sabotages water supplies, food supplies, etc. Whether there will be any survivors and what race they will be is up to chance as much as anything.

      As FEMA camps are liberated our power will increase. Just remember that these FEMA camps that were build to house people in an emergency have barbed and razor wire surrounding them to keep people in. These FEMA camps do not have hospitals, stock piles of food, stock piles of medical supplies but they do have very large incinerators.

My mother’s dad started doing the home movies thing in the early 1930s, before that was trendy, and also quit smoking at about the same time, before it was cool. My wife’s great-grandfather was one of the first to wreck a US aircraft carrier THAT way, and did it after writing a letter to his superiors complaining about the way the war was being conducted, signing it in his own blood. They couldn’t do anything about it later, because he was already dead.

            Garett, this is possibly true. Our only hope will be the young people that refuse to carry the burden of the guilt of their grand and great-grant parents. That said, a German passport gives one (at least for the moment) the freedom to live anywhere in the EU, including some Eastern European countries, and Switzerland. It really opens up some options.

    Actually, if by “Caucasian,” they meant “someone from the Caucasus,” they would not be unreasonable (Boston Marathon bombers.) More seriously, Muslims and Arabs are not particularly distinguishable in appearance, especially those from the Balkans and the Levant. So many conquering armies marched through the region over the centuries that you have a huge racial admixture albeit primarily of the Armenid and Orientalid subraces using John Baker’s classification scheme. Both of these are subraces of the Caucasian race.

    The police are looking for people who are on those terror lists. At a road block no one knows if motorists are taken into custody for being on Obama’s list. The police would not even know or care why someone is on a list.

Don’t think for a moment the U.S. elite didn’t learn from the Nazis and Soviets too when it comes to how to disappear large numbers of people. They no longer need the vaunted gas chambers and ovens, they have tissue digesters that will turn whatever remains put in them into a liquid that can be discharged into any sewer. No bones, no teeth, NO DNA, no nothing.

        And our government is good at staging “accidents”. Had one particular person relate to me what almost happened to her father-in-law. His previous colleagues were already killed in “accidents”. This father-in-law was prepared and his wife called a number and an antidote was given to him.

    • I’d be the first in one of those camps, if there were any. My FBI file says “firearms expert”, “explosives expert”, “chemist” and “ex-mercenary”. I do not believe there are any FEMA camps because I’m the proverbial canary in a coal mine in that respect; I’d already be there.
