US Minority Engagement Strategy in France

Wikileaks, July 12, 2012

Classified By: Ambassador Charles H. Rivkin, Reasons 1.4(b),(d).1. (C/NF)

SUMMARY: In keeping with France’s unique history and circumstances, Embassy Paris has created a Minority Engagement Strategy that encompasses, among other groups, the French Muslim population and responds to the goals outlined in reftel A. Our aim is to engage the French population at all levels in order to amplify France’s efforts to realize its own egalitarian ideals, thereby advancing U.S. national interests. While France is justifiably proud of its leading role in conceiving democratic ideals and championing human rights and the rule of law, French institutions have not proven themselves flexible enough to adjust to an increasingly heterodox demography. We believe that if France, over the long run, does not successfully increase opportunity and provide genuine political representation for its minority populations, France could become a weaker, more divided country, perhaps more crisis-prone and inward-looking, and consequently a less capable ally. To support French efforts to provide equal opportunity for minority populations, we will engage in positive discourse; set a strong example; implement an aggressive youth outreach strategy; encourage moderate voices; propagate best practices; and deepen our understanding of the underlying causes of inequality in France. We will also integrate the efforts of various Embassy sections, target influential leaders among our primary audiences, and evaluate both tangible and intangible indicators of the success of our strategy. END SUMMARY.

  • No wonder the French hate us.

    You have my apologies, France.

Do you get the feeling that this is all one big State/CIA slush fund to keep the FN from winning elections?

  • The underlying causes of inequality in France – millions of low-IQ immigrants who are not in fact equal. Only on paper.

“We believe that if France, over the long run, does not successfully increase opportunity and provide genuine political representation for its minority populations, France could become a weaker, more divided country, perhaps more crisis-prone and inward-looking, and consequently a less capable ally.”

The mental illness of the left has no limits. Impossible to read this without laughing.

    • bbshaw

It’s impossible to read this without crying.

  • What a diabolical, you may even say a demonic plan

  • ” While France is justifiably proud of its leading role in conceiving democratic ideals and championing human rights and the rule of law, French institutions have not proven themselves ”

    How patronizing.

    •  I guess they need to to elect a black prime minister in order to be considered rehabilitated

  • ” To support French efforts to provide equal opportunity for minority populations, we will engage in positive discourse; set a strong example; implement an aggressive youth outreach strategy.”

With friends like theses who needs enemies.

  • SintiriNikos

It’s amazing how they insult our intelligence. They pretend they don’t want France to become weak (France, who over centuries was always a powerhouse and a world leader with (shocker) a monoracial makeup), and that Washington is benevolently looking after their ‘close ally’.

I don’t think there is any word for this type of hubris, but ‘satanic’ is a good start.

    • Washington is benevolently looking after their ‘close ally’

“Close Ally.”  I remember some effort awhile back to rename French Fries “freedom fries,” though I can’t remember the exact motivation.

Now, if we’re going to rename them, we should do it for the right reason, because fries aren’t French.  But we weren’t doing it for the right reason.

      • SintiriNikos

Absolutely! How ridiculous was that campaign (freedom toast, freedom fries, why not freedom kiss too while you’re at it ya douchebag neocons?

You’re right that fries are not even French (they’re Belgian). But all that nonsense was ostensibly to punish the French for not joining us in the folly of The Iraq war. That’ll show ’em! Yeah, right. Just like all the douches who decided to spill their Bordeaux down the drain to make some statement, whatever that might be.

After that $3 trillion misadventure, which actually ain’t even over yet, who looks stupid now, us or the Frenchies? There is a special place in hell for neocons, and I think it’s a lot hotter than that reserved for most liberals.

      • France didn’t agree with our second invasion of Iraq. The one where we went in to disarm them of the weapons of mass destruction they didn’t have.

      • Le Gaulois

        ” …because fries aren’t French”.

Fries aren’t from France indeed, but they sure are from the French side of Belgium (aka Wallonia).   Indigenous Belgians are either local French (Wallons) or Dutch (Flemish)…

  • How dumb, the ambassador’s strategy will create exactly the kind of nation they claim they want to avoid.
“France could become a weaker, more divided country, perhaps more
crisis-prone and inward-looking, and consequently a less capable ally. ”
More divided? like the “no go zones” for whites? (they already have them in France)More divided like having a permanent poverty class that blames the normal class for all their failings
More “crisis prone”? you mean like Detroit and Chicago crisis? or more like a 9/11 crisis? Maybe the state depts. real strategy is to weigh France down with the same multiracial baggage the US is burdened with to level the playing field.

  • Global Minority

No wonder the French can’t stand America and think we are arrgoant. Our government certaintly is.

  • According to the  ambassador’s wiki bio, he appears to be a true white guilt liberal, and very afro-centric
The ambassador’s godfather is Hubert H Humpfrey, which is all you need to know his politics.

  • Oil Can Harry

Not only arrogance but breathtaking hypocrisy!

How can we lecture France for not assimilating Muslims who’ve been there a few decades when we’ve never assimilated (and never will) a black population that’s been here 400 years?

  • Whirlwinder

The state department is ‘all in’ for Islam, the ‘minority peoples’ of France.  Ambassador Rivkin spouts the usual socialist-marxist drivel that state is known for and he is oblivious of the fact that Islam is not in France for work opportunities but to dominate France and ultimately convert it to Islam. So Rivkin is seemingly ignorant of Islam’s plan for France/Europe and gives stunningly stupid advice to France.

  • “We believe France has not benefited fully from the energy, drive and ideas of it’s minorities”

I would like to see the Ambassador cite some examples of how the US has benefited from the energy, drive and ideas of our minorities. Maybe he could start with Detroit and Chicago, and our own nations capital and  Marion Barry, and then  Maxine Waters and the forward thinking congressional black caucus, always at the forefront (center?) of govt . ethics. Maybe he could highlight the fine job the Atlanta public school system is doing. He could remind France of the remarkable success that is Haiti, a success that could only be achieved once all the French on the island had been murdered. Then he could bring out the shining example of how the energy, drive and ideas of the black race  can transform a nation, Zimbabwe. Yes France, you are truly missing out.

People of France, the fact is our ambassador cannot cite a single example of “drive, ideas or energy” from our black and brown residents that benefits the US, they are simply opportunists looking to grab as much as possible and contribute nothing to this country. They are a burden financially and socially, costing huge amounts of tax dollars and creating a culture of crime and violence where ever they settle. If you had just one word to describe the effect of blacks and mexicans and muslims on America it would be cancerous.

Perhaps someday Rivkin will experience the drive and energy of some non-white minority while he is walking down the street late on some future night….

  •  Here’s what she should say:

“Si vous choisissez moi Président, je vais mettre fin à des relations diplomatiques avec les États-Unis d’Amérique, jusqu’à ce qu’ils mettre fin à cette trahison.”

  • Euro4ever

“Rivkin” says it all. The Tribe never sleeps in its destruction of the European people.

  • alltoohuman

The French have always been the most negrophilic of the European races.  In the 20s Parisians were obsessed with black arists and musicians.  The French are a naturally degenerate, sick people, and they have no future.

    • IstvanIN

A bit rough, wouldn’t you say.  Who knows, even they may wake up.

  • NYB

Rivkin’s motivations seem to be world-class ass kissing to his masters, the Obama Democrat administration.

Careerists will spout whatever message they think will advance them. They are without convictions, morals, or any leadership backbone.

The comments show a justifiable horror at the arrogant self-righteousness hiding behind brute self-interest that is in American foreign policy. However, this has long been American policy. Let us not forget that the primary culprit for overthrowing white rule throughout the ENTIRE world was not the Soviet Union, but the United States. America from the 1920’s onward used its banking and industrial might to hobble the European financial sectors and break down the European colonial barriers. Standard Oil was a primary culprit in funding the various insurgencies and coup de etats which overthrew the Hashemite monarchy in Iraq and established Sadaam Hussein and took Iraqi oil away from the British. American corporate interests worked solidly to expand their interests in the Congo and when the Europeans proved recalcritrant funded the overthrow of the Belgium Congo and the establishment of Mobutu. America under Eisenhower put both a financial and oil blockade on the British and French Empires in 1956 when they militarily intervened in the Egypt to take back control of the Suez from Nasser, thereby allowing that most strategic canal to fall into the hands of anti-Western forces. These same corporate-racketeer interests worked to end segregation and protectionism in the US, open up America to cheap labor immigration, and eventually outsource our mightiest industries to their kleptocratic power centers overseas.  Its highly likely that these criminal interests based in the US were behind the effort to push Caribbean colonization on the UK during the 1950’s. Now these same forces are working to RAINBOW-PUSH multiculturalism on France and Europe. Sarkozy was their original point man. But lets not confuse the criminal interests in control of our governing institutions with America itself. What we have are Robber-Baron elite and their racketeer minions running amok across the glob to self-aggrandize themselves at the expense of the world’s and especially Western Civilization’s long term future using America’s still potent might. The story of the Atlanta elite are the modern day example of how this group operates domestically and internationally.
