Washington Sues Florida City over Firefighter Tests

The Justice Department sued the city of Jacksonville, Florida, on Monday, claiming its use of written tests to determine promotions in the city’s fire department discriminates against African-Americans.

It [the lawsuit] came after a separate lawsuit filed last year by two dozen Jacksonville firefighters challenging the city’s promotional process. In the lawsuit, the firefighters alleged union officials unfairly shared exam questions with white workers but not with black workers ahead of the test.

“This complaint should send a clear message to all public employers that employment practices that have the effect of excluding qualified candidates on account of race will not be tolerated,” Thomas Perez, a U.S. assistant attorney general for civil rights, said in a statement.

The complaint by the Justice Department alleges the exams are “not job related for the positions in question.”

The complaint said use of the tests “has resulted in a disparate impact upon black candidates” because African-Americans pass the examinations at significantly lower rates than white candidates.

The Justice Department said black employees who do pass the tests rarely are promoted since their scores are generally lower than white workers.

“At best, these tests measure only a slice of what is necessary to be a supervisor, but they stand in the way of qualified African-Americans advancing in the fire department,” the statement said.

    If they are qualified, why did they not pass the test?? They don’t sound too qualified to me.

  • What is wrong with hitting the books? Instead of crying about not being able to pass the test. Turn off the television and the video game console and study. Blacks do a lot of double speak. They claim that they are equal to whites but complain when they can’t measure up.

      •  Funny thing is that everyone else that passes the test will have studied for it. Firefighting is a mixture of brains and brawn. If you have one without the other, that spells disaster.

          There is just one problem. While an intelligent person can be unfit and therefore not suitable for firefighting; they can still go to gym and become fit and then become a firefighter, if they so want.

          However, there’s no fix for the mentally ungifted I’m afraid.

            Except it isn’t like the firefighting tests are like trying to get into medical school.  You wouldn’t want someone who couldn’t even pass such an easy test as the person who has to make decisions in a stressful situation if your life depended on it.

    What the hell?! Written tests discriminates against blacks? What, can’t they freaking read? Oh wait, never mind… Any task, job or career that requires a functional brain seems to discriminate against blacks. Oh sorry, that’s racist. What I mean to say is that blacks seem to lack the appropriate level of intelligence to hold a job that requires reading comprehension, thinking logically or a basic level of mathematics. Oh shoot, that be ressit too, I’m so sorry not so radical7, I will be serious about this issue next time, I promise.

    Simply solution and I give it freely to the No Justice Department. Why not take all these blacks who are being discriminated against by evil whitey, give them a free pass on the tests and then send them to Detroit to play firefighters?

    NBA try-outs have also resulted in a disparate impact upon WHITE candidates.   I think creative essay writing, math story problems or finger painting should be added to the NBA tryouts.  This will result in more whites and Asians making the team and that will be “social justice” for all.

    Even if the allegations are true, I doubt it would have done much good to give Blacks the questions ahead of time.

    The end game to all of this is to get police and fire departments to give up on written tests and rely on education for entrance and promotion.  A real test can be “discriminatory,” but there will always be a way for incompetent blacks to get a piece of paper to indicate that he or she is “edumacated.”

    Rule of thumb:  Replacing written tests with educational credentials isn’t a lateral move, it’s a sop to affirmative action.

      Not just police and fire departments. The goal of the left is to get rid of all civil service tests. Municipal, county and state governments will be able to hire, promote and fire anyone as they see fit. There will be no requirement or test for any job. All public sector jobs will be based on patronage. Black controlled cities and counties can fire all their White workers and replace them with their relatives and friends (something that they can’t do now). The Republicans will go along with it because it will break the civil service unions and result in lower wages and less benifits for most public employees. The U.S.  will continue its decline into becoming a corrupt inefficient third world swamp.

    What this boils down to, any way you look at it, is that the DOJ is shouting to the world that blacks are too stupid to pass a test. It really IS that plain and simple.

    I have come to the conclusion that there is collusion going on here.

    While I understand that blacks have ‘difficulty’ passing tests, I suspect they may be deliberately scoring low to challenge tests in general.

    I asked, ‘When is this going to end?’ The fact is this should have ended long ago. Tests have been re-written numerous time to make it easier for blacks to pass and yet they still fail. Why?

    The answer seems increasingly obvious to me.

  • Since negroes score the lowest on the MCAT, LSAT, GMAT etc. will the DOJ sue grad schools for using them?   You have to believe that if a fireman does not pass a firefighter exam, they are not fit for the job, the questions cannot be that eclectic, but since they are for upper management they do have to demostrate the candidates intelligence and not simply their ability  to put out a fire

  • A real question from a St. Louis Fire Department promotion test that was deemed (five, six, seven, eight…) RACIST:

    You are 90 feet from the fire.  All of your hoses are 30 feet long.  How many hoses must you string together to reach the fire?

    And it wasn’t at trick question, either!  90 divided by 30.  A question that SLFD officers needed to know, but is beyond the intellect of line-level firefighters.

    This nonsense isn’t about actual discrimination.  I seriously doubt that there was any intentional discrimination.  It’s about disparate impact.  Holder is using the legal process to apply political pressure on the City to promote blacks in the Fire Department and any other department they can work out in a settlement.  It’s a shakedown and an abuse of power.  But what else would you expect from Holder or Obama.

     What negroes have been able to do across the country is  force  cities to minimize the objective tests that measure intelligence and cognitive skills  and emphasize the subjective “interview test”. This allows cities to  meet the qoutas

    Probably. I would imagine they’re called something like “textbooks” or “study guides.” They only work if you actually read them. Perhaps herein lies our problem. Hmm…

  •  what negoes didn’t comprehend was that everytime the city lowers the difficulty of the test, more whites pass the test with higher scores.  When they figured this out, they forced cities to give more weight to the interview side of the exam, knowing the city could use it to get negroes in the backdoor of the dept

    Although we are aware that the system is rigged and that Mitt Romney is an establishment puppet, I will hold my nose and vote for him in hopes of getting this blatantly anti-white administration out of office. My only hope is that this 4 year experiment woke some white people up to what life is like when we put a black man at the helm.
