Austria Passes Reforms to 1912 Islam Law

The new law, which the Austrian government says could serve as a model for the rest of Europe, seeks to reduce outside meddling by prohibiting foreign funding for mosques, imams and Muslim organizations in Austria. It also stresses that Austrian law must take precedence over Islamic Sharia law for Muslims living in the country.

The Turkish government has expressed outrage at the financing ban, which it says amounts to “Islamophobia.”

The massive demographic and religious shift underway in Austria, traditionally a Roman Catholic country, appears irreversible. In Vienna, Muslim students already outnumber Catholic students at middle and secondary schools and are on the verge of overtaking Catholics in elementary schools.

At the same, time Austria has emerged as a major base for radical Islam.

The Austrian parliament has approved controversial reforms to the country’s century-old Islam Law (Islamgesetz), governing the status of Muslims in the country.

The new law, which was passed on February 25, is aimed at integrating Muslims and fighting Islamic radicalism by promoting an “Islam with an Austrian character.”

Among other changes, the new law seeks to reduce outside meddling by prohibiting foreign funding for mosques, imams and Muslim organizations in Austria. It also stresses that Austrian law must take precedence over Islamic Sharia law for Muslims living in the country.

The Austrian government says the new law is a milestone and could serve as a model for the rest of Europe. But Muslim groups say it is discriminatory and have vowed to challenge it in court.

The new law overhauls the original Islam Law, which dates back to 1912. The original law was passed in order to help integrate Muslim soldiers into the Habsburg Imperial Army after the Austro-Hungarian Empire annexed Bosnia-Herzegovina in 1908. The law recognized Islam as an official religion in Austria, and allowed Muslims to practice their religion in accordance with the laws of the state.

After the Austro-Hungarian Empire collapsed in the aftermath of World War I, the number of Muslims in Austria was reduced to just a few hundred people. After World War II, however, Austria’s Muslim population increased rapidly with the arrival of “guest workers” from Turkey and the Balkans in the 1960s, and refugees from Bosnia in the 1990s.

According to data compiled by the University of Vienna, the Muslim population in Austria now exceeds 574,000 (or roughly 7% of the total population), up from an estimated 340,000 (or 4.25%) in 2001 and 150,000 (or 2%) in 1990.

The massive demographic and religious shift underway in Austria, traditionally a Roman Catholic country, appears irreversible. In Vienna, where the Muslim population now exceeds 12.5%, Muslim students already outnumber Catholic students at middle and secondary schools. Muslim students are also on the verge of overtaking Catholics in Viennese elementary schools.

At the same time, Austria has emerged as a major base for radical Islam. A recent report by Austria’s Agency for State Protection and Counterterrorism (BVT) warned of the “exploding radicalization of the Salafist scene in Austria.” Salafism is an anti-Western ideology that seeks to impose Islamic sharia law.

Due to its geographic location, Austria has also become a central hub for European jihadists seeking to fight in Syria. In addition to being a transit point for foreigners going to fight with the Islamic State, at least 190 Austrian citizens have become jihadists in Syria and Iraq.

In an interview with Austrian Public Radio Ö1-Morgenjournal, Austria’s Minister for Integration and Foreign Affairs, Sebastian Kurz, said the rapid rise of Islam in Austria has rendered the old Islam Law obsolete. A new law is needed, he said, to stipulate more clearly the rights and responsibilities of Muslims living in the country.

The new law (nine-page text in German here) regulates at least a dozen separate issues, including relatively non-controversial matters such as Muslim holidays, Muslim cemeteries, Muslim dietary practices and the activities of Muslim clergy in hospitals, prisons and the army. In this respect, the government has met all of the demands put forth by Muslim groups in the country.

The new law, however, goes far beyond what Muslims had wanted. For example, the law seeks to prevent the growth of a parallel Islamic society in Austria by regulating mosques and the training of imams, who will now be required to be proficient in German. The new law also requires Muslim organizations and groups to terminate the employment of clerics who have criminal records or who “pose a threat to public safety, order, health and morals or the rights and freedoms of others.”

More significantly, Paragraph 6.2 of the law seeks to limit the religious and political influence of foreign governments within the Austrian Muslim community by prohibiting foreign countries–presumably Turkey, Saudi Arabia and the Arab Gulf states–from financing Islamic centers and mosques in Austria.

The new restrictions–including an employment ban for foreign clerics in Austria as of March 31, 2016–would apply especially to Turkey: 60 of the 300 Muslim clerics working in Austria are Turkish civil servants whose salaries are being paid for by the Turkish government’s Religious Affairs Directorate, the Diyanet.

In an interview with the BBC, Kurz said the reforms were a “milestone” for Austria and were aimed at preventing certain Muslim countries from using financial means to exert “political influence.” He said:

“What we want is to reduce the political influence and control from abroad and we want to give Islam the chance to develop freely within our society and in line with our common European values.”

The Turkish government has expressed outrage at the financing ban, which it says amounts to “Islamophobia.” The head of the Diyanet, Mehmet Görmez, said it was a “huge mistake” that would throw Austria’s tradition of tolerance towards Islam “back 100 years.” He added:

“Countries come together from time to time on the grounds of security concerns and try to construct a version of Islam peculiar to their own countries, rather than increase the freedoms that would lead to unity and remove obstacles before the religious education and services, and make an effort to remove anti-Islamic sentiments and Islamophobia.

“Countries cannot have their own version of Islam. Islam is universal and its sources are clear. Therefore, religion is not a matter of engineering. I would like to restate that efforts taken by state leaders to create a version of Islam that is particular to their own countries are futile.”

For many, however, the most contentious part of the law involves Paragraph 4.2, which states that Muslim organizations “must have a positive attitude toward society and state” or be shut down. According to the government, this formulation makes it clear that Austrian civil law has priority over Islamic Sharia law. Muslim groups say this is unfair because it casts a “veil of general suspicion” over the entire community.

Kurz has defended the clause: “In Austria there must be no contradiction between being a self-conscious Austrian, while at the same time also being a devout Muslim. That was always the intention behind this law.”

Some say the law does not go far enough. The leader of the anti-immigration Freedom Party of Austria, Heinz-Christian Strache, says that the law is full of loopholes will be difficult if not impossible to enforce. He also expressed dismay that the law does not include a ban on minarets and burkas.

A spokesperson for the Austrian People’s Party, Johann Rädler, said the law is the result of compromises that were made on both sides. He added:

“The goal of this law is to promote an Islam with an Austrian character, without being patronizing and without being dependent upon contributions from abroad. On the one hand, this law guarantees Muslims more rights, and on the other hand it serves to counteract undesirable developments.”

        The elections are a ways off, but according to polls right now the Freedom Party is within the margin of error of being the lead party along with two others. It is a three-way tie.

    Sounds reasonable but in practice it will have almost zero effect with globalization of communications. Muslims are as big liars and blacks and they will dissemble for form’s sake. Threal solution is to kick the invaders out of Austria and all western countries.

      While I wholeheartedly agree with you, at least it’s a step in the right direction. Seven percent of the population isn’t that much, and this issue could be crushed in an instant if the Austrians were willing to do so.

      Some of the younger Austrians I know have lost their rosy outlook on immigration, or flat-out hate it. Before I always sensed a feeling of indifference when the subject arose.

      I can only hope.

    “Islam is universal” and must not be controlled by national governments in the House of Conflict (i.e. the “West”). The enforcement of laws similar to but stronger than those of Austria will require Muslims either to return to the House of Submission (Islam) or to assimilate. The nettle of terrorism and the fatwas to kill apostates in the House of Conflict must be grasped, and not only if and when Bibi tells us to.

    There are 50 Muslim-dominate countries in the world including 22 that are Arab. Why on earth do they have to infest Europe? For one reason and one reason only; they want to conquer the Western Christian world and they will do it through politically-correct policies and tactics.

    They will over-populate the Western world through immigration and birthrate. Western nations better wake up. Austria should also include harsh deportation language in their new laws to expel all criminals, troublemakers and jihadists.

      What you miss is that Christianity also makes the West weak. The contest for “souls” between the two makes Christianity tend to be tolerant in hopes of ultimate conversion, believing they have the ultimate truth. Besides that, Christianity simply does not support exclusivity of any one race or people, including Jews; the New Testament declares that “In Christ, there is no Jew or Gentile, no…” etc. It is useless to attempt to apply Old Testament Judaic exclusivity to Christianity because it is anti-scriptual as well as being frankly un-Christian.

      I am deeply committed to the idea that white Christians who care about their European heritage and future need to recognize that their insistence on a martial, exclusive Christianity is actually a case of insisting on a Christian veneer over the remnants of actual, genuine, racial and ethnic spirituality and practices that existed before Christianity invaded Europe and which held for thousands of years, engraving itself deeply into all European genetics (re – transgenetics). This is why Christianity had to be created from the outset with the ability to morph with cultures by absorbing the local believes through managed tolerance (in older times, to frank liberalism in more modern times). Christianity is a chameleon that has and always will change when its earthly power is either in danger or opportunities for conversions require “a tweak here and there.” I guarantee you that no Christian living today, not even the Pope, could survive the medieval inquisition.

    This sounds dire, but I have some questions about this figure. How many Protestant or atheist children go to Vienna schools? If there’s a lot of ethnic Austrians attending these schools who simply aren’t Catholic, then this may not be as bad as it sounds.

    But if those Catholic students really are the only ethnic Austrians in Vienna public schools, that’s a bad thing indeed.

    And how are they going to prevent such funding if it is channeled via private individuals and laundered through legitimate businesses in Austria?

    And good luck on enforcing a law that requires imams or anybody else to speak German.

    How do they plan to do that?

    If the Austrian government was smart it would introduce agents provocateurs into the Muslim population to get them fighting each other then deport them as undesirable aliens.

    But anybody who let them in in the first place can’t be very smart, especially since they were aware that Islam has never stopped their efforts to conquer Europe in 1400 years and that there is no evidence they intend to stop now.

    As the society awakens, we should make more concrete laws, systems and expose the violent nature of Islam through media and propaganda.
    1. A state law should be over Sharia law. And furthermore, we should declare “Sharia law” is illegal, anyone or any group practicing it publicly or privately should be punished according to our law.
    2. We should implement a new policy that replaces Muslim’s citizenship with limited version of citizenship (e.g. the welfare they receive is the same as that in their country of origin), and if they commit crimes, deport them immediately and revoke the citizenship.
    3. We should expose the violence bigotry, and ignorance in Qur’an and spread them to the world. Since Qur’an is a solid evidence of Islam, this will strengthen the determination of non-Muslims to fight Islam and weaken the faith of average Muslims, causing their own contradictions.

      I find this interesting, not for muslims, who i think should be eradicated, but for immigrants in general. I think we NEED a halt on all immigration till we get things under control in the country, but this would be a very interesting sort of … middle ground.

      Limit immigrants to only being eligible for whatever welfare they would be eligible for in their country of origin may very well cause a more or less complete halt in immigration, since the benefits are literally the ONLY reason so many of them come here in the first place.

      It would be hard to argue against such a law, because to argue that it would be “unfair” to immigrants, you would have to admit that those immigrants are coming here, not to be a contributing member of society, but to leech off the system.

      Hopefully that makes some sense, I’ve been lucky enough to get some kind of respiratory infection which has me a bit loopy.

        The policy is currently the best one for general public and potentially attracts a large number of supporters since it logically makes sense. If we just implement some radical actions like killing thousands of Muslims in our country, history will only repeat and we and our offspring are going to bear the name of “killer”.

        As for eradicating Muslims, what exactly do you want to eradicate? People (believers, leaders)? Race (Arabs, Somalians, North Africans)? Religion (Islam)? Culture (Islamic culture)? where do you want them to be eradicated? Deport them all from Western countries? Or kill them in the name of military operation in their countries?

        I would not say radical methods cannot be carried out. However, if things are not ready and we stubbornly insist, the side effect only harms ourselves.

        I hope people spending time at AR are not the ones who just want to escape from the reality and type some words and complain to make them feel better. I hope people here must realize the power of execution. Learn if you feel empty. Do it if you see it fits. Correct it if you think it is wrong. Don’t be afraid even your influence is small. Rome wasn’t built in a day. Influence yourself, your family, your friends, your circle. Using media to influence people in the country, other countries, even the world. Gain leadership in order to response people’s expectation.

        I am a young adult below my thirty. I came up ideas using the knowledge of logic, politics, laws, economy, even psychology. One day if I have resources, I would denote to AR to make it not only just a publisher but also something like private political entity. And that’s the way to reverse the decline of Western civilization in the name of “Renaissance”.

        • To clarify, in brief, i think anything and everything with the slightest taint of being “muslim” needs to be wiped from the slate of history. I don’t say this lightly, nor do i think it will ever happen, or at least, not in my lifetime, but islams very few redeeming qualities are utterly crushed by the dangers it poses to everything which is not islam.

          I said I would keep this brief, so i’ll leave it at that for now, and add only that my point of view is forged by having spent time in their countries, studying their religion, and coming to the firsthand conclusion that they are quite simply the greatest danger to mankind, merely by existing. And i say eradicated because this is no longer a stone age world where travel and interaction is limited by time and distance, we cannot simply “leave them alone” in their countries, because they will not stop coming, they CANNOT stop coming. They MUST conquer all, because that is what their god demands.

            If so, here is our way to think:
            1. To reduce a population, we need to lower the birth rate and rise the death rate. Anything possible to reach the above two is worth considering.
            2. To destroy a belief, we need to expose the contradiction within the belief system, and let it self destruct. As some people grow awareness, they will confront other believers. Of course, conflicts are inevitable, but it shows the beginning of the collapse of a belief.
            3. Even in middle east, Muslims are actually not homogenous as we thought in terms of their views. For example, Turkey is a secular Muslim country (not that secular in Western standard). Iran is a Shia Muslim State, which is different from its neighbor (Sunni Muslim). If we wish to divide them (all Muslims) and send propaganda to them, these two countries are more likely to be penetrated.
            4. Finally, make sure we send most Jews back to Israel and make them our gambit to influence middle east. They can do some dirty jobs for us and let them bear the side effect.

            The oroblem with number 2 is that islam is a stone age religion for a stone age people. The arabs, blacks, indians, etc. Which are drawn to islam are drawn to it precisely because they are too stupid, too backwards, too infantile as a race, to understand or ever hope to grasp the multitude of flaws in islam.

            We can point out the contradictions, errors, logical fallacies, etc. In islam all day long, but the fanatical believers of islam will not beswayed by these things because they cannot understand them. That is, again, why I use the despicable word “eradicated”. To be a believer in islam, even more than any other religion, requires a fanaticism, not merely faith or blind belief, you have to give yourself over completely to islam, anything less and the punishment is death.

            And put quite simply, you cannot defeat a fanatic with anything less than utter decimation. You cannot bargain, you cannot plead with them, you cannot sway them with logic or reason. The only two remaining courses of action are to fight them back, or wipe them out.

            The problem with fighting them back, keeping them at bay, is twofold, 1. As i said previously, in this modern world, it’s simply impossible to hold them back, all it takes is one muslim with sufficient skills and knowledge to poison a large city’s water supply, or detonate Vehicle Borne IED’s, or, god forbid, a smuggled in nuclear weapon. Given enough time, all these and more WILL happen, because allah commands it to happen.

            And 2. to fight a fanatical enemy driven by the conviction that HIS god is the one true god, requires that YOU have your own God which you utterly believe in, and must defend. America once had a relatively firm base in Christianity, and that could have been something of a rallying cry, but this is no longer the case. We have no unifying thing with which to rally ourselves as a people in order to fight back, and therefore, we cannot “stand our ground”.

            And thus, again, eradication. But of course, we won’t ever be the ones to do that, as we have become incredibly weak as a people. Too civilized for our own good.

            (Also, you may want to be careful about saying anything at all about Jews, unless of course you’re singing their praises. Posts which are anything other than prostrate worship of the semitic people tend to get deleted here.)

            Again this religious fanatic is deeply rooted in their genes according to your opinion, right? Consider the fact that we are not the ones controlling the country or military, it is almost impossible to eradicate them with force or nuke. Even the person in power cannot freely use weapons if all factors are not ready. So how to eradicate them? Given the fact that we are regular citizens, we have access to genetics knowledge and chance to start up an agrochemical and agricultural biotechnology company like Monsanto. Export our GM crops to the 3rd world in demand with their growing population (just look at the statistics, it’s impossible to feed the future-born people using their current agricultural resources). However, they don’t know the crops have been genetically modified to identified specific genes (e.g. Africans have specific haplogroup) to make them sterilized. Within 100 years, their population will be totally wiped out, if not (DNA is dynamic in human body), at least over 90% of them will disappear. Today’s biotechnology has already received some satisfactory result from the experiment on animals. To apply this on humans is not far away.

            Here are some important things:
            1. Someone must have exceptional knowledge of genetics and race, genetic method of sterilization, and implant them in crops.
            2. If our money is not enough, financial support and sponsorship are needed. You can search for how a small company gains its fund.
            3. Exporting such products to certain places require special approach.
            4. Provide incentive to encourage local farmers to adopt our crops, giving them competitive advantage so more farmers join our network.
            5. The sterilization plan must be kept secret.

            Hope you get some inspirations and search how Monsanto affects the agriculture in the 3rd world.

  • With demographics changing as they are, measures such as these are like useless twitching during the throes of death. At best, they are a minor inconvenience to the forces of evil that are taking over Europe. The only real hope for countries like Austria, is mass-deportations, or making life so unbearable for non-whites that they leave on their own – and this does NOT qualify.

  • Turkey says it: There is only one Muslim religion. If even the most secular Muslim country does not support the Austrian law, it probably is doomed.

    The other possibility is: the Austrians buy 30 more years of peace, while Muslims pretend to adapt and integrate.

    Then they are a majority and can correct and mend their ways and return to their one and only religion.
