The Real Story of the Shutdown: 50 Years of GOP Race-Baiting

On the day the Affordable Care Act takes effect, the U.S. government is shut down, and it may be permanently broken. You’ll read lots of explanations for the dysfunction, but the simple truth is this: It’s the culmination of 50 years of evolving yet consistent Republican strategy to depict government as the enemy, an oppressor that works primarily as the protector of and provider for African-Americans, to the detriment of everyone else. The fact that everything came apart under our first African-American president wasn’t an accident, it was probably inevitable.

People talk about the role of race in Richard Nixon’s “Southern Strategy”: how Pat Buchanan and Kevin Phillips helped him lure the old Dixiecrats into the Republican Party permanently. Far less well known was the GOP’s “Northern Strategy,” which targeted so-called white ethnics–many of them from the Catholic “Sidewalks of New York” like my working-class family, in the words of Kevin Phillips. Without a Northern Strategy designed to inflame white-ethnic fears of racial and economic change, Phillips’ imaginary but still influential notion of a “permanent Republican majority” would have been unimaginable.

“The principal force which broke up the Democratic (New Deal) coalition is the Negro socioeconomic revolution and liberal Democratic ideological inability to cope with it,” Phillips wrote. “Democratic ‘Great Society’ programs aligned that party with many Negro demands, but the party was unable to defuse the racial tension sundering the nation.” Phillips was not trying to defuse that tension, far from it–he was trying to lure those white ethnics to the GOP (although he later broke with the party he helped create.) But his Northern Strategy truly came to fruition in 1980, with the election of Ronald Reagan. Where Nixon swept the South, Reagan was able to take much of the North and West, too.


{snip} You didn’t have to be racist to thrill to Reagan’s declaration that “government is not the solution; government is the problem,” though it didn’t hurt. Republican strategist Lee Atwater explained exactly how it worked in a now-infamous 1981 interview that was secret for 30 years. Atwater explained how the GOP dialed down its racial rhetoric for fear of alienating white moderates who might buy the GOP’s anti-government crusade, but be uncomfortable with outright racism.

This is Atwater talking to an academic interviewer in 1981, Year One of the Reagan revolution:

You start out in 1954 by saying, “N–ger, n–ger, n–ger.” By 1968 you can’t say “n–ger” — that hurts you, backfires. So you say stuff like, uh, forced busing, states’ rights, and all that stuff, and you’re getting so abstract. Now, you’re talking about cutting taxes, and all these things you’re talking about are totally economic things and a byproduct of them is, blacks get hurt worse than whites … “We want to cut this,” is much more abstract than even the busing thing, uh, and a hell of a lot more abstract than “N–ger, n–ger.”

And then you say “Defund Obamacare,” and everyone knows why.


Over and over, that’s how things got worse: Republicans who know better, who probably aren’t “racist” in the old-fashioned sense of believing in black inferiority and opposing the equality and integration of the races, nonetheless pander to those who are, for electoral gain. And when the election of our first black president riled up the racists and launched the Tea Party–supposed deficit hawks who tolerated skyrocketing government spending under George W. Bush—too many Republicans went along.

Today, the entire government has been taken hostage by leaders elected by this crazed minority, who see in the face of Barack Obama everything they’ve been taught to fear for 50 years. {snip}

Leading Republicans who know better have demeaned the president with a long list of racially coded slurs. Obama is “the food stamp president,” Newt Gingrich told us. He wants to help “black people” (or was it “blah people”?) “by giving them somebody else’s money,” Rick Santorum said.  Even his so-called GOP “friend” Sen. Tom Coburn insists Obama is spreading “dependency” on government because “it worked so well for him as an African-American male.”


Now we have John Boehner, elected House speaker thanks to the Tea Party wave of 2010, shutting down the government over Obamacare. Boehner has the power to open the government by bringing a clean continuing resolution to the floor and allowing it to pass with the help of Nancy Pelosi and the Democrats. Should we expect such courage?  In one of his first major media appearances after becoming speaker, he refused to rebuke the birthers in his caucus. “It’s not up to me to tell them what to think,” he told NBC’s Brian Williams.

Now he’s kowtowing to the roughly 30 House Republicans from bright red districts that also happen to be almost exclusively white, in a country that is more than one-third non-white. They want to shut down the government to torpedo Obamacare, the signature program of our first black president. Obviously, though he’s the leader, Boehner believes it’s not up to him to tell the GOP suicide caucus what to think. Although the speaker told reporters after Obama’s re-election that Obamacare was the law of the land, and that a government shutdown would be bad for the country, he changed his tune when confronted with an insurrection, and the de facto House speaker who happens to be a senator, Ted Cruz. {snip}

In the end, it’s all about Obama. I keep waiting for John Boehner to have his “Take this job and shove it” moment, since he’s not the House leader, he’s being led by Ted Cruz and the House suicide caucus. But I’ve been waiting a long time for Republicans to do the right thing and repudiate their party’s lunatic fringe, particularly its racist fringe. I assume I’ll be waiting a while longer.

  • Joan Walsh might think it’s about race, (she thinks a hung toenail is about race), and the ObamaDontCare issue might really be about race, but we know for sure the typical average elected Republican doesn’t think it’s about race.

    How do we know that?

        No, it wasn’t and neither is this one. The reason the Republicans are opposing any limiting of the really poor but high profitability of our current system is that they are and always have been the bought shills of the health insurance and pharmaceutical lobby. As a long time, dissenting doctor, I am in favor of any change to that. Let me remind posters that the U.S. is 38th in the world, where health care effectiveness is concerned. The U.S. has as many as 98,000 deaths due to avoidable medical mistakes a year, far beyond any other industrialized nation. One reason for that is that doctors are overwhelmed by sheer numbers they are required to see.

        But there is also another reason; the U.S. probably has more doctors and health care delivery workers from non-homogenous population base, serving an increasingly non-homogenous public for longer than any other in the world. This makes communication poor. I have written before that the record keep, transcription of records is nearly impossible, with so many languages and people involved. The system is going to crash and it will only get worse and likely never get better. The only chance we have it to expand the system this way and through it, sequester racial and ethnic groups with their own. But this is also likely impossible.

        However, the real issue for white realists where Obamacare is concerned is not any of this. What it is and ought to be is that the law carries a provision that intends to fund medical schools that show the most Diversity among its students. This means that medical schools will put the race of its students above qualifications. Personally, I agree that one doesn’t need to be an A+ student to be a good doctor. In fact, a study I read many years ago (1982) said that the best doctors in the field turned out to be the B and C students. That is because they don’t think they know everything and consult their books and studies more often than the whiz kid doctors. But this is different. What I have noticed, is that groups that have learned that they can count on the edicts of law to provide them with opportunities more often lack both personal integrity and professionalism.

        Translation: No matter what happens, we’re in trouble.

    Joan Walsh wrote a book called What’s the Matter With White People? as in “the matter” is that more white people have left the Democratic Party and started voting republican.

White liberal Democrats constantly fume over the fact that they lost the white Southerner, because if they still had them, they would have total political hegemony today. What they don’t realize is that they lost the white Southerner for a reason, because they got blacks into the Democrat Party by means of welfare programs, promising and delivering more than the Republicans ever could. Wherever the blacks are, the white Southerner will be in the opposite place politically. If the Stupid Party somehow convinces blacks to become Republicans once again, white Southerners will go back to being Democrats.

        Meanwhile, the white Southerner is in the Party of Lincoln, ironically, one whose elitists hate them as much as Democrats hate them.

All I had to go on were the HTML color codes that the online encyclopedia of questionable credibility gave me for the off-blue (“strong azure”) and off-yellow (supposedly straight yellow) for the Ukranian flag, and of course I found the lesser coat of arms also on that encyclopedia.

          • The problem with the Welsh flag is that its main solid colors are green and white. I could do white field green St. Andrew’s Cross and the dragon in the middle, but I’d have to do something with the padding between the cross and the field, which is ordinarily white. Can you give an appropriate third color from Welsh history?

            Messes up the symbolism. The blue above is the azure (on rare summer days) of the sky, and the yellow below is the wheat (or sunflowers) growing in the fertile land.

            Moreover, if you were to create a rebel banner, all the rebel stars should be headed west. The Ukrainian-speaking minority (they will never concede as much) lives over towards Hungary, Slovakia and Poland.

            Here they do not so much question diversity as avoid it, quite successfully.

            I’m thinking more along the lines of various ethnic groups in Dixie itself, not necessarily in terms of rebellion qua rebellion.

        Affluent liberals come into contact with few blacks. Those few are exceptional, or they occupy subordinate positions without resentment.

        In order to know what most blacks are really like one usually needs to see them up close every day on terms of approximate equality in an environment where they are in the majority.

        When blacks are in the minority most try to behave. When blacks are in the majority most behave the way they want to behave. Many do not want to behave well.

        Affluent conservatives also come into contact with few blacks. Those few are also not characteristic. That is why conservative commentators find it easy to accept the civil rights legislation passed during the 1960’s.

    Much of the opposition to Obamacare IS racial–because red-blooded Whites know that blacks and browns with their litters of dirty, undisciplined spawn will be flooding doctors’ offices for ingrown toenails, the sniffles, condom breakage, and drug withdrawal. No normal White person wants to deal with that garbage. That is to say nothing of the resulting costs and inefficiencies, most of which will be borne by Whites.

    Universal healthcare would face far less opposition if the US were a homogeneous White country–it would be like taking care of your family, instead of taking care of moochers and invaders who hate your guts. If universal healthcare applied only to Whites, I would support it.

    • It is my belief that the National Health Service here in Britain would never have managed to get established if we were, at the time, a multiracial society.

      I think it depended on a sense of kinship and compassion for our own neighbours, community, and national folks.

      If they had been around to see what it has become, I doubt it would never have got off the ground.

      I am the same as yourself, I would be much happier with a National Health Service that was for whites, by whites.

      There are many who scorn the NHS here and I know there are a lot of scare stories about it in the American press, but I happen to value it. Whether it will survive what is coming, including possible sabotage for the purposes of selling it off piecemeal, I do not know.

      Nor do I think it would be a wise move for America to start it now that the demographics are so stacked from the offset. We slipped into it whilst we were still a 99.8% white demographic and have lingered on with the legacy. In the states, right from the outset, there is a natural “why should I pay for x-group”….

        For blacks sickle cell helped them survive malaria before whitey brought medical knowledge of quinine to them, but it makes them sickly with circulatory and lung problems. If they inherit sickle cell from both sides they will be calling off at least 2 weeks a year with real sickness.

        I think you’re very likely right. Cooperation of any sort requires trust between the parties. Racial, ethnic, and religious differences erode trust and therefore the possibility of success of cooperative activities.

        While I am not enamored of socialism I have to admit that there have been circumstances where socialism has more or less worked. Inevitably those are cases where the society was ethnically highly uniform. People are only willing to make large sacrifices for people they see as like themselves, as part of a family writ large.

      Sounds like the UK that does. The NHS was founded in ’48 when Britain was pretty much all British. Years of immigration and now on a recent visit to the maternity ward I find 1/3 of the people there from a third world background. And everyone is scratching their heads wondering why its such a struggle to keep the service going well. if working whites didn’t have to fund the foreign and feckless it would still be a great service. There are other problems too but originally the welfare state here was funded from our national insurance payments. if we brought that link back and welfare/healthcare was dependent on your contributions then we could have a sustainable system. as it stands the grafter works for the bum.

    Sadly, most Republicans aren’t standing in opposition to the bill in defense of white racial interests, but only because it represents the first step in a government takeover of medicine(it does) among other things, and an overwhelming number of their constituents are adversely affected by it.

    Maybe when the bulk of Federal spending is borrowed money, we need to reconsider adding a new program that will add trillions to Federal spending (national debt).
    Maybe the Congress elected in 2012 has been convinced that Obamacare is extremely unpopular, even with people who voted for Obama in 2012, and might want to be re-elected in 2014.
    Maybe the Obamacare was a huge piece of surprise legislation, that did not get the proper discussion and debate before it was voted on (even as pages were being added on the floor before the vote was held). Like Nancy said…..just vote for it, we will tell you later what is in it.
    Maybe there are 26 new taxes in Obamacare and not everyone appreciates the beauty of the new taxes on medical appliances and real estate sales.
    MAYBE the American people (which includes the GOP) are damned tired of being lied to from the Oval Office on virtually every scandal and issue that comes up.

    Liberals will keep playing the race card against conservatives as long as it keeps making them squirm. The real problem is that most white conservatives believe it is wrong to be explicitly for your own race if you are white. They are part of the problem, but once they realize their mistake they will be part of the solution. Loyalty is a conservative trait. White conservatives are implicitly loyal to their race. Our challenge is to get them to turn this implicit loyalty into explicit loyalty.

      The simplest way is to be outspokenly pro-White yourself. It’s not the easiest thing to do and can have ugly repercussions, but are we not worth fighting for? When a timid fence-straddler hears someone they already respect criticize the anti-White narrative and espouse pro-White views, it makes it easier for them to voice their own verboten feelings about race.

      It starts with each one of us.

        I agree, but there are some things working against that. Differences of opinion on this subject can ruin marriages. You also want to be careful about your reputation if people are in a position to undermine your livelihood.

        Jobs are scarce, and women have the upper hand in family law, since they spend more time with the kids while the father works, generally. The people who backed us into this corner did a very effective job. I think there needs to be networking between people with explicitly pro-white views. They need to look out for each other.

That’s why I was careful to point out that it’s no easy to do and the backlash is potentially devastating. But we can’t let that stop us if we’re serious about saving ourselves. What lifestyle will we have left to protect after we’ve allowed them to take it all?

          When I start to wonder if losing everything is worth it, if speaking the unwavering truth is worth whatever costs I might incur from doing so, I remember the ones who fought and died before us to preserve our way of life–in the US, in Canada, in Europe, in Rhodesia, in our colonial outposts around the globe. My ancestors, and yours. Did they really shed all that blood and spend all that treasure so that I, in my incomparably comfortable 21st Century, First World life, would lie down without a fight and surrender to our grasping, parasitic inferiors? These savages, these barbarians, these scoundrels and usurers and culture destroyers and thieves?

          No. Not while I have breath in my body. But that’s the choice I’ve made, for me. We all have to decide what our priorities are and act accordingly. No one can decide for you what your life is worth, or how far you’d be willing to go to defend yourself and your kin from the evil that threatens to destroy us. I encourage Whites to unite, communicate, network, collaborate–and be wise as serpents and harmless as doves, as the Good Book advises. None of us are in this alone, though our enemies work tirelessly to try and prevent us from figuring that out.

    Where Walsh is correct is that it’s true that most Republican voters don’t like paying for social welfare systems they don’t use or can’t use (like public transportation which is too unsafe for many white people).

    Where Walsh is incorrect is in saying that this behavior is the result of racism. Most Republican voters are good “colorblind conservatives” obeying the “we’re all equal” dogma taught in our churches and in public schools.

    In a way, I wish Walsh was right – if most Republican voters (and thus, most whites) were consciously expressing white racial awareness and white self-interest by voting against paying for social welfare programs that tend to disproportionately benefit non-whites, then it would be a great day in this country!

    Political messages are only effective when they tell people what they want to believe, or what they know to be true from their own lives.

    The GOP’s southern strategy and northern strategy worked because the War on Poverty and the civil rights legislation did not work. The War on Poverty begun in 1964. That, and the Civil Rights Act of 1964 was followed by five years of black ghetto rioting, and more enduring increases in black social pathology. The race gap in academic performance and performance on mental aptitude tests is as wide as it ever was.

    Whites noticed when the black ghetto riots ended with the election of Richard Nixon, and when the crime rate, which had tripled from 1960 to 1980, began to decline because the prison population began to grow.

    When it became clear that ending racial discrimination would not achieve racial equality liberals tried to force racial equality with policies like affirmative action and forced school busing. These policies made white blue collar workers to make sacrifices for blacks that upper middle class white liberals were able to avoid making.

    The same liberals who supported forced school busing sent their children to white private schools, or moved to white school districts if the alternative was to send them to predominantly black public schools.

    I wish that in these situations that people like Ann Coulter (whose polemics I enjoy) and Sean Hannity (not so much) begin to learn that all of the me-tooing about the Civil Rights Act, affirmative action, and school busing that Republicans helped enforce get them nowhere with the true race baiters like Joan Walsh, Al Sharptoon, etc. At this point, any white who is listening should have figured out that all of those measure screwed up white people’s lives. Let’s embrace that the GOP was on its way to nonexistence when it was revived by former Southern democrats who had been dropped by the left, and by northerners who were exposed to sufficient minority crime and dysfunction that they knew something had to be done about it. And no Joan Walsh, the problems of minority crime and dysfunction are not just bogeymen, they are realities that force white folks to move miles away from the neighborhoods they used to inhabit, pay too much for too much minimum zoning requirement land (best way to minimize the number of minorities in the neighborhood), and endure long commutes just so they can protect their families from it. See Detroit, Gary IN, St. Louis MO, Baltimore . . . the lesson to whites is clear, get away from it or get beaten, robbed, raped, and murdered.

      There is not supposed to be a debt problem. In 1980 when Ronald Reagan proposed cutting taxes, and raising defense spending he never said anything about cutting popular middle class entitlements. He did say that his plan would balance the budget by 1983.

      Republicans created the debt problem with their dogma that it is never a good idea to raise taxes, and always a good idea to cut them. Now they are using the debt to attack popular domestic spending programs.

        I believe Reagan had a democratic Congress at the time, so they never cut the spending. Anyone can receive SSI if you paid into the program, poor or rich, but it’s very difficult to opt out if you decide to use alternative retirement strategies. I believe most of the entitlements are given to the poor and rich; whereas, the middle class has limited tax deductions and investment write-offs. Many of us work corporate jobs.

          The way the budgetary process works is the presidential administration composes a budget, and presents it to Congress. Congress adds and subtracts, and returns it to the president, who can sign it or veto it.

          In one of his columns written during the Reagan administration George Will admitted that if every one of Reagan’s budgets had been approved of in its entirety, the increase in the national debt under Reagan would have been only ten percent less than it was.

          In his book “The Triumph of Politics: Why the Reagan Revolution Failed,” David Stockman, who was Reagan’s Director of the Office of Management and Budget from 1981 to 1985 admitted that it was never possible to cut taxes, raise defense spending, and balance the budget without cutting domestic spending programs most Republican voters would have opposed.

          In other words, Reagan’s economic policies were intrinsically fraudulent.

    But I seriously doubt it’s possible to incarcerate that many people, especially since they’re armed to the teeth.

The left uses that fact to paint the GOP as evil white racists. The left wants everyone to believe that a productive, over-taxed white middle class would have no compunctions at all against supporting a growing, shiftless white underclass.

        It’s certainly a way of life with many blacks and browns, but I’m not so sure that “lifestyle choice” is accurate. It’s my impression that many of them are simply unable to conceive of any other way of life. For centuries, blacks in the US have depended on whites to provide them with employment or, when manual labor diminished significantly, with subsistence. The workings of modern, urban, technological life seem almost magical to them, and, without whites, they’re unable to function it, violent crime excepted. I suspect that most Mexicans, with whom I’ve had much less experience, are similar.

        • In the days before the “Great Society”, uneducated, unskilled blacks did menial labor instead of mooching off the taxpayers, so yes, it very much is a lifestyle choice. They choose to drop out of high school with no marketable skills. They choose prosmiscuous, unprotected sex which results in high STD rates and out-of-wedlock pregnancies. The departure of manufacturing jobs from large US cities was partly the result of another lifestyle choice they made: violent crime. They’ve told themselves that there is some magical shortcut to middle-class life that whites are unfairly keeping secret, but the decision on their part to believe this nonsense is also a lifestyle choice.

            We’re talking about a large population with considerable variation; I’m speaking of the average black with the average IQ of 87 and the average capacity for long-term thinking and impulse control. When whites provided them with menial labor, they mostly did it, although not always graciously. When we mechanized or exported most menial labor and gave them welfare, they took that, although not entirely graciously. I think that you’re quite right that they think that the route to a middle-class life is some sort of magic. They don’t have the capacity to comprehend the complex and interrelated behaviors that it takes to get there. They drop out of school at 16 or earlier because they’ve already reached their academic potential. They become substance-addled because they lack to long-range thinking and impulse control to regulate their substance. They copulate willy-nilly because they can’t practice delayed gratification. Perhaps we’re just diputing terminology, but the word “choice” implies that they could all live otherwise. My view is that putting their biology into our complex society is going to lead, more often than not, to the black behavior that we see all around us. Without external controls, they’re largely incapable of controlling themselves.

    By and large I agree. I was raised quite poor and my parents refused to put us on free lunch, food stamps or any other “program”. And back then, I agreed with their position. However, this same position is now working against white Americans. White Americans are being driven down by this very sense of honor. The programs white Americans avoided because of honor and pride have not been reduced by their efforts at all. Instead they are being used to keep the bellies of thugs and “urban youths” filled while proud whites work their backs into lifelong pain. The US government only sees white America as a source of revenue.

    And for that matter I think white Americans should do their best to overwhelm every social program they can get. If that system becomes insolvent, the parasites will be forced to abandon the government and seek their own way. The battle approaches regardless. Why not bring it on while we are prepared instead of waiting to be totally beaten down and THEN dealing with a bankrupt America? Draw every dime you can white America. It’s the only way to drive this thing to it’s ultimate end while we still have a chance.

  • Blacks will disproportionately benefit from Oogaboogacare in large part because due to dietary and drug-use habits, they are more likely to have expensive, lifestyle-related ailments later in life: weight-related diabetes, etc. Expecting whites to pay for these completely-preventable illnesses is as unfair as demanding that non-smokers pay for smokers’ lung-cancer treatments.

    One good strategy is to post explicitly pro-white comments on mainstream conservative sites. I have found that they are generally allowed by moderators if they are not too inflammatory, e.g. using racial epithets.

    Mainstream conservatism is the key to our problem. Loyalty is a conservative trait, and white conservatives would be explicitly pro-white without the confusing messages given to them by mainstream pundits. The anti-whites scored an important coup when they took over the conservative establishment and started blocking explicit expressions of white solidarity in conservative media and politics. (I am talking about the firings that have taken place, for instance.)
