Head Start’s Sad and Costly Secret—What Washington Doesn’t Want You to Know

Head Start is an $8 billion per year federal preschool program, designed to improve the kindergarten readiness of low-income children. Since its inception in1965, taxpayers have spent more than $180 billion on the program.

But HHS’ [Department of Health and Human Services] latest Head Start Impact Study found taxpayers aren’t getting a good return on this “investment.” According to the congressionally-mandated report, Head Start has little to no impact on cognitive, social-emotional, health, or parenting practices of its participants. In fact, on a few measures, access to the program actually produced negative effects.

The HHS’ scientifically-rigorous study tracked 5,000 children who were randomly assigned to either a group receiving Head Start services or a group that did not participate in Head Start. It followed their progression from ages three or four through the end of third grade. The third-grade evaluation is a continuation to HHS’ first-grade study, which followed children through the end of first grade.

The first-grade evaluation found that any benefits the children may have accrued while in the Head Start program had dissipated by the time they reached first grade.

The study also revealed that Head Start failed to improve the literacy, math and language skills of the four year-old cohort and had a negative impact on the teacher-assessed math ability of the three-year-old cohort.

Based on this track record, HHS and Head Start devotees should not have been surprised to learn that the results of the third-grade evaluation were even worse. If the impacts of Head Start had all but disappeared by first grade, how could they suddenly reappear by the end of third grade?

Not only were the third-grade evaluation results poor, so was the department’s handling of the study. HHS sat on the results for four years. All that time, taxpayers were kept in the dark while their tax dollars continued to fund a completely ineffective program.

HHS had finished collecting all the data in 2008. Despite persistent prodding by members of Congress, the Department did not make the report (coyly dated October 2012) public until the Friday before Christmas. {snip}


The third-grade follow-up study found that access to Head Start had no statistically measurable effects on cognitive ability, including numerous measures of reading, language and math ability.

The evaluation also examined the program’s effect on social-emotional development. It found that children in the 4-year-old group actually reported worse peer relations in third grade than their non-Head Start counterparts.

There was also no statistically significant effect on teacher-reported, social-emotional development of children. Alarmingly, there was a negative effect on the 4-year-old cohort. Teachers reported “strong evidence of an unfavorable impact on the incidence of children’s emotional symptoms.” Moreover, Head Start also failed to improve the parenting outcomes and child-health outcomes of participants.

The bottom line: Washington’s 48-year experiment with federal preschool has failed to deliver long-lasting, positive developments for its participants. Still, many in Congress argue that the way to fix this is to increase funding for Head Start.

And that’s exactly what they did in the Hurricane Sandy relief bill. It contains $100 million in new funding for Head Start—ostensibly to provide funds to Head Start centers in the Northeast affected by the storm. {snip}

Head Start fails children and costs taxpayers exorbitant amounts of money every year. And it’s just one of 69 federal preschool programs.

    Under a rational government which saw itself as spending the citizenry’s money only in areas that were of some benefit to society, this would be a death sentence for the program. Of course we all know the liberal’s mind well enough to understand these results will probably cause the opposite reaction–that a little more money will magically make everyone equally smart.

  • I thought that Head Start was the miracle cure for inequities between children from poor and middle class families. At the same time, it is not surprising that these kids are still performing behind their peers who did not attend Head Start.

      In Georgia the program is strictly a government funded day care operation. They make no attempt to teach anything. They tried to do a little teaching in the past but discovered that blacks can’t be educated. (You know that low-IQ-thing kept getting in the way). Since they think intelligence is entirely caused by environment, it must be that they aren’t getting these children soon enough, before they are mentally stunted from being around their own parents.     I wonder how little you have to earn to qualify for Head Start.

    See, I’m of the belief that teachers and schools barely matter, that the kid’s parents influence the culture of the kid, the values, the respect for learning, especially learning for the sake of learning, like watching the news or reading books, websites, news, etc.

    I noticed in my lily white small town growing up, all of the kid’s in the upper level classes were full almost only (almost) of upper middle class kids, the middle level with middle class/lower middle class kids, and the remedial class with the lower middle class and “poor” kids.

    LOWER CLASS WHITES EVEN HAVE A LOWER CLASS CULTURE. Of course, Blacks are majority lower class, and have even less.

    There’s little anyone can do to modify other human beings from these different social classes other than to steal their kids and raise them… and even then, genetics?

    Anecdote time: In the late nineties a colleague of mine, a social worker, who supervised a Head Start program in a predominantly white school district said it was “a free day care center for lazy, fat, single welfare women”. And she was on the liberal side, politically. She also agreed with the findings of the study in the article, that it did no good over time since the same children attended kindergarten in the same building the HS program was located, and thus they could be tracked. The HS kids basically modeled mom’s approach to education which could have been called, the “Who-Gives-A-Crap?” method.

    The funny thing is that Blacks in segregated schools in the old days did much better than Blacks today. They scored as well as working class Whites do today. Maybe it would be better for Blacks to go to Black schools, run by Blacks and taught by Blacks with a curriculum tailored for them such as learning the basics by rote as they did in the old days. The Black schools could also be segregated by sex with Black male teachers handling Black boys and good security.

      You’re right. My mother taught over 30 years in Petersburg, VA, a black school system, and I met many of her fellow teachers who were black and had themselves been educated in segregated schools. They all spoke well and were dedicated to their jobs. My mom actually enjoyed her first two decades in the school system. It wasn’t till the mid-90s when the first group of students who were crack babies showed up (she taught 6th grade) that she started bringing home horror stories. She finally retired 3 years ago after her health declined and she couldn’t put up with the bullshit anymore. The last decade they’ve had some really incompetent people running the school system.

        Because the motivation for teachers and administrations to cheat was far less then than it is today. There was no such thing as NCLB. No one then would lose his or her job because a Black school did not perform as well as a nearby White school.

      While I agree that blacks would be better off in segregated schools, they still would not do as well as the blacks of 60 years ago. Studies may say otherwise, but the blacks of today are less intelligent than those of 60 years ago. The war on poverty has had dysgenic effects on all groups in the United States. Blacks probably have been most affected though.

    I believe much of this has to do with the fact that children at three years of age belong at home with Mom or a loving ,caring care giver rather than one of many. Parental involvement is quite important for anyone to achieve the best possible outcome but on average, even malnourished orphans from Asia who make it to America are more successful than black children raised in middle-class families in America from birth. But then, it would be called Head Replace. A “head start” refers to providing someone with an advantage to make a race “even”. Even with a “head start” minorities cannot compete. The truth of the matter is this: Whites could in fact win the 100 meter dash in the Olympics with a substantial “head start”, but Blacks can never win an I.Q. race, no matter any “head start”.

    2. Black pupils are too stupid to learn.

    Solution: Spend $180 Billion to solve. (I read the U.S spent more on Head start than the Apollo Space Program-I guess its easier to reach the moon 40 years ago than it is to teach black kids the BASICS 40 years later. Is there a term for ‘sad and funny’? Tragicomic?

    I can easily understand why this is. I can assume that Head Start is “taught” by a bunch of overweight black female Marxists, and getting children and parents into it gives them an earlier and more profound sense of grievance and entitlement. They’re not going to be nice to be around no matter what, but starting them off with a head start of Marxist victimology is going to make a bad outcome even worse.

    We live only a few miles from the Alabama Black Belt where Headstart Programs are everywhere. It has been common knowledge for decades that these programs are nothing but expensive daycare centers that make it easier for the baby mamas to get pregnant, again and again and again.

    A few years ago at the all-black Livingston High School in Sumter County Alabama, every senior class girl was already a single mother, some with multiple children. All were on public assistance and all their kids were in Headstart. Probably most of these girls were Headstart alumni themselves.

        It wasn’t a large school…I think there were about 40 graduating girls (not counting the single mothers who dropped out earlier). That school has since been closed and consolidated into a larger all-black county wide school known as Sumter Central.

      180 billion dollars works out to $576.92 for every American man, woman and child, spent since the programme’s launch. Has there been value for money? The $12,27 every American is taxed every year to fund Head Start could and should be used in other ways:

      Cutting taxes or deficit spending, decreasing the tax burden on our grandchildren. $12.27 might not sound like much of a cut, but when combined with other, equally ineffective programmes, the spending cuts would be tangible.

      Subsidising proper daycare for low-income people *to work*, rather than rely on Welfare

      Additional U.S. Border Patrol agents to help quell the tidal wave of human dross floodin America.

      The creation of a SSN-based national Voter Registration system to eliminate (Democrat) voter fraud. Include a means of creating an acceptable ID for non-driving citizens, or cover the costs of a Sheriff’s ID for low income citizens, thus negating the Left’s claim that such a system will adversely affect poor (minorities).

      Any other ideas how the government, or We The People could better spend the money currently being squandered?

    It doesn’t matter a bit that Head Start didn’t do do what they promoted it as being able to do. Watch for it being promoted next as good childcare for poor people and as providing proper nutrition for “at risk for obesity” children (read Mexican and Black).

    These programs are not really meant to elevate non-Whites, just to destroy Whites. Thus when it is shown that they do not do what they were “supposed to” do, no one seriously considers stopping them.

Since many jobs (and votes) are now dependent upon programs like Head Start, they don’t care whether it actually helps children. All they care about is continuing the gravy train.

      212,000 paid personnel.

      Nearly a quarter of a million affirmative action hires on this particular gravy train, Reuben. How can I claim they’re AA hires? The average real teacher in the US is paid around $43,000 per annum. The average Head Start teacher was paid $29,000 in 2009. Worth less? Worthless? You make the call.

    The government knew back in the 70s when the first reports came out about the effectiveness of the Head Start program that it didn’t work. Government’s answer: Sink more money into it, massive amounts of money.

    Which leads me to believe that the billions spent on Head Start aren’t about “closing the achievement gap at an early age” or giving “disadvantaged children a leg up” — it is about an employment program for poor mothers and a baby-sitting program for hood rats.

    At least on the surface.

    I wonder how many billions were disappeared into Democrat candidates’ war chests or used to puff up union coffers.

    But a comprehensive, rigorous evaluation published by the DHS in 2010 found that:

      The only social program that has worked since 1980 has been the increase in the prison population. Since 1980 the prison population has tripled. The crime rate has declined by one third.



      No one but a huckster for Charles Atlas pretends that it is possible to take a sickly, fifteen year old “ninety-seven pound weakling” and turn him to an award winning athlete.

      Nevertheless, liberals continue to pretend that that we can take the illegitimate child of an unmarried welfare mother and a violent street criminal and turn that child into an honor student headed for a lucrative profession.

      Because all of the relevant evidence indicates that this is not possible, those who point to the evidence do at the risk of their careers.

    Even if they are ultimately concede that it is a failure they will not concede that it is because the target group is uneducable. It MUST be something else.

  • I am a retired Federal worker who worked with the Head Start program for over twenty years. In the early days, Head Start provided children from low-income families with experiences (such as brushing their teeth, learning their colors, basic social skills, etc.) which they would not have had at home. Nowadays, it is more of a Federal social engineering program, which these children, and their parents, could just as well do without.

    The original goal of Head Start was laudable: provide the means for children from poor backgrounds some of the basics. This would help these children achieve more academically. We would then need to spend less on social programming and incarceration as fewer poor kids would drop out of school.

    As we have seen (and as race realists could have told anyone who cared to ask) there is a limit to academic ability for blacks and hispanics. The charts on p.279 of The Bell Curve provide all the details one needs, but the Minnesota experiments are also worth examining.

    The goal was good. The experiment was an abject failure.

    Since the experiment has failed, it should be stopped. Not replaced by ‘Race to the Top’ (read in to *that* name what you will). When a line of scientific inquiry consistently fails to produce positive results, no amount of tinkering will change the outcome. In other words, stop flagellating the deceased equine.

    My daughter turns six this spring, and can read at a high school level and write better than normal for her age in both English and Japanese. Sayaka took her out to fly the RC pterodacyl this afternoon – the first nice day we’ve had in about ten – while I got the other car running. They had a good day, and I got the 331 ci.d. V-6 and the adapted tranny into the Dark Child Saturn, so the old 1995 Saturn “Green Machine” now runs like a raped ape again. It’ll be the only 1995 Saturn convertible sedan in the world. It runs again, but hadn’t since 2008.

    I had dinner going while they played, but the Green Machine got rubber in all five gears.

    Ariadne will never be sent to a public school, but the Dumb-O-Crats always double-down on their proven failures.

    Why do people try to still pretend head start is a education program? It is a jobs program to give ghetto black women pretend work for hefty salaries raising unwanted kids that their single moms don’t care about.

      Head Start employs 212,000 affirmative action hires nationwide.

      How can we tell they’re AA? Well, the average Head Start teacher is paid $29,000 per annum, whereas the average real teacher is paid $43,000.

      So, are the Head Start employees underpaid? Or are they being paid what they are worth?

      In that they have no appreciable results to which they can point and say ‘I did that’, it’s the latter. And very, very few self-respecting, otherwise capable people will put themselves in that position. Who is left? Juanita and LaShaunda. They’re the ones benefitting from Head Start.

    Arthur Jensen reportedly supported Head Start–at least for a time after his 1969 bombshell
    HER article re compensatory education. It does not axiomatically follow that a program should
    be disbanded, or even appreciably altered, simply because it does not accomplish what Congress aimed for it to. A program may serendipitously justify itself for results not
    foreseen while failing to attain those it was designed for. Head Start has provided tens of
    thousands of low income children an enviornment at least for several hours a day within which
    they are safe, well nourished ( relative to their home circumstances) etc. Part of American
    idealism is based on giving everyone an opportunity–quite apart from the fact that perhaps, say, 85% of them “strike out”.

      You’re quite right. America is a land of opportunity.

      This study, however, by the HHS itself, indicates quite clearly that Head Start does not do anything effective in giving that opportunity to poor (mainly minority) children. The $7,222 spent per participating child every year results in ZERO improved outcomes, and some NEGATIVE outcomes.

      Surely, there are better things that could be done with that money. Things that *would* improve outcomes. Perhaps making AFDC, Sec 8 Housing, Medicare, etc, dependent on the recipient finding and keeping a job? Spend the 7 grand subsidising daycare so babymamma can be forced to work? (‘Oh, you can’t find a job at all? Fine. Bring 1,000 cigarette butts to this office every day by 5:30pm until you DO find paid employment’).

      In most cases, I would agree with your statement about the ones that don’t ‘strike out’. The reality is, though, that the majority of blacks and hispanics have proven themselves completely incapable of functioning in a modern society, particularly one that provides a bevy of social programmes that will take care of them when they fail.

      With what is spent on Head Start, free lunches, food stamps, Sec 8, etc, if we *must* be taxed to pay for the underclass, why not end all those special programmes, and build orphanages? Let the welfare-orphans be educated and socialised in an environment that preaches conservative, traditional white values — inability to provide lawfully for yourself and your family means you are a failure. YOU are the only one responsible for your own success or failure. The greatest shame one can face is being convicted of a felony or applying for welfare. Your mother was a failure. She couldn’t care for you. Don’t be like her.

    I know someone who works as an aide at one of these Head start centers and the BRA affiliated supervisors actually took home some of the new furnishings meant for the preschool to replace those damaged by the hurricane. I was income eligible, but never sent my kids because I did not want them picking up bad habits. Now they are taking infants as young as 6 months. Why even have kids if you are farming them out to socialist programs?
