Latino Poverty Rate Climbs to 28%

While Latinos are gaining in political clout, they are also falling down the economic ladder, new Census numbers show.

Latinos poverty rates climbed to 28 percent after the census reconfigured its algorithm to take into account medical costs and government programs. The Hispanic poverty level rose after the government took into account safety-net programs such as food stamps and housing, which have lower participation among immigrants and non-English speakers.

Overall, the ranks of America’s poor edged up last year to a high of 49.7 million, based on the new census measure.

The numbers released Wednesday by the Census Bureau are part of a newly developed supplemental poverty measure. Devised a year ago, this measure provides a fuller picture of poverty that the government believes can be used to assess safety-net programs by factoring in living expenses and taxpayer-provided benefits that the official formula leaves out.

Based on the revised formula, the number of poor people exceeded the 49 million, or 16 percent of the population, who were living below the poverty line in 2010. That came as more people in the slowly improving economy picked up low-wage jobs last year but still struggled to pay living expenses. The revised poverty rate of 16.1 percent also is higher than the record 46.2 million, or 15 percent, that the government’s official estimate reported in September.


The portrait of poverty broken down by state notably changed. California tops the list, hurt by high housing costs, large numbers of immigrants as well as less generous tax credits and food stamp programs to buoy low-income families. It is followed by the District of Columbia, Arizona, Florida and Georgia.

In the official census tally, it was rural states that were more likely to be near the top of the list, led by Mississippi, New Mexico, Arizona and Louisiana.


Hispanics and Asians also saw much higher rates of poverty, 28 percent and 16.9 percent, respectively, compared with rates of 25.4 percent and 12.3 percent under the official formula. In contrast, African-Americans saw a modest decrease in poverty, from 27.8 percent under the official rate to 25.7 percent based on the revised numbers. Among non-Hispanic whites, poverty rose from 9.9 percent to 11 percent.

Economists long have criticized the official poverty rate as inadequate. Based on a half-century-old government formula, the official rate continues to assume the average family spends one-third of its income on food. Those costs have actually shrunk to a much smaller share, more like one-seventh.

The official formula also fails to account for other expenses such as out-of-pocket medical care, child care and commuting, and it does not consider noncash government aid, such as food stamps and tax credits, when calculating income.

      Here in NYC there’s a Latino trial lawyer named Ginarte who runs ads on Spanish language TV. One ad a few years back showed a hispanic painter falling off a ladder because he was looking at the rear end of a young woman passing by.

      The man then bragged that Ginarte had won him MUCHOS PESOS from his greedy, heartless employer.

    This when–at least here in California–Latinos/Hispanics/Mexicans overwhelmingly dominate in trades that used to employ non-college educated white males. I spend a lot of time around these people and try in a professional way to impart knowledge to them, but after long experience have concluded that the great majority of them just aren’t the sharpest tools in the shed. Planning for a future beyond the next paycheck, thinking in the abstract, determining whether they can afford to provide well for kids before having them… it’s beyond them. Some blame whitey for their poverty and can come up with every excuse but their own shortcomings for their chronic educational underachievement. I think, though, that most of them know their place and that it isn’t at the top of things in any advanced and smoothly functional society.

      While it is in the nature for low IQ cultures to have lots of kids without forethought, I GUARANTEE you they wouldn’t be having all those kids if they were not getting free medical, food, schooling, and housing courtesy of you and me. They may be none to bright, but they know a good deal when they see one.

      And I guarantee that whites would have more kids if they didn’t have so much of their money taxed, didn’t have to pay for private school, and didn’t have to question the wisdom of bringing kids into a country that is turning into a hostile ghetto.

      Also, does this include the white hispanics? Like when latinos commit a hate crime they are classified as white. I’d assume they also didn’t include illegal latinos, too.

    Well, if the above stats hold true into 2012, then whites in poverty amount to about 25 million people, up in just two years from 19.6 million. That’s a staggering increase.

    Since there are roughly 50 million Hispanics in the US with a group poverty rate of 28%, then there are about 14 million poor Hispanics here.

    With 25 million whites in poverty and only 14 million Hispanics it would make somebody who didn’t know wonder why such a huge number like 25 million is never mentioned, but 14 million is regarded as something we should all wring our hands over, especially since all of them migrated here, because they were flat broke or nearly so.
    Obviously they’re concerned about the rate of poverty and not the number, because one has to do with non-whites while the other concerns whites, so it is rate that is important and not the total number of each group.
    Too, isn’t it strange that when they report that Asians and Asian Indians are doing better than blacks and Hispanics they don’t hesitate to give their opinion that it is because they’re high achievers, but when they report white success it is due to racism?

    This is not surprising. Most illegal immigrants do not the education or the job skills to compete with mainstream America. So the only jobs they can take are low wage, low skilled jobs mostly in the service industry. Their only competition for these jobs are high school dropouts.The Asian poverty is such because they comprise of new immigrant groups such the Hmong, the Cambodians and Laotians. These groups are the ones on public assistance.
