Race and the FBI’s Most-Wanted Criminal Enterprisers

The FBI explains the origin of its “Ten Most Wanted Fugitives” list this way:

[In 1950] A reporter for the International News Service (the predecessor to United Press International) asked the Bureau for the names and descriptions of the “toughest guys” the Bureau would like to capture. The resulting story generated so much publicity and had so much appeal that late FBI Director J. Edgar Hoover implemented the “Ten Most Wanted Fugitives” program.

Since then, the FBI has drawn up lists of “most wanted” toughs for specific crimes, one of which is working for a “criminal enterprise,” even if the “work” itself is not a crime.  A criminal enterprise is an organized group that deals in serious, and usually varied, crimes, such as a transnational gang or mafia. If it is large enough, some of its members, such as secretaries or car mechanics, might not be criminals in the usual sense.

There are 35 people on the current list.
