‘Stop and Frisk’ Sadly Welcome in Violent Neighborhoods

Chicago’s segregated housing pattern and the race of persons accused of committing most gun crimes make it likely that the Chicago Police Department will bump heads with the American Civil Liberties Union of Illinois.

The ACLU found that the controversial policing strategy is “disproportionately concentrated in the black community,” and that African Americans were “subjected to 72% of all stops, yet constitute just 32% of the city’s population.”

The organization also found that even in majority white police districts, minorities were “stopped disproportionately to the number of minority people living in those districts.”

The ACLU called the number of stops, “shocking,” and claimed that in nearly half of the stops reviewed, officers “either gave an unlawful reason for the stop or failed to provide enough information to justify the stop.”

Chicago Police Supt. Garry McCarthy defended the police department’s use of stop and frisk in an email statement.

“Our chief goal is to ensure that everyone’s neighborhood enjoys the same sense of safety, and the best way to achieve that goal is working with the communities we serve,” McCarthy said.

“People should only be stopped based on crime data and crime information. Nothing else,” he said.

Certainly, there are police officers that stop a black person because that officer doesn’t like the sag of the person’s pants or for some other frivolous reason.

Sadly, too many people in black communities are either perpetrating crimes or are victims of crime. I don’t want to get into the debate about why this is the case. But certainly poverty, high unemployment, drug dealing, and the gang activity that goes on in some predominantly black neighborhoods have created an environment akin to a war zone.

I live in a predominantly black neighborhood and it breaks my heart to see young black men pressed up against police cars being searched.

But it makes me even sadder to know that practically everyday on the South and West Sides of this city a person of color is killed by gunfire.

Last weekend, four people were killed and at least 18 other people were wounded in shootings. Most of those shootings happened in predominantly black neighborhoods, although the gunfire has now made its way to the North Side as well.

But the only sure way to reduce the number of stop and frisks in black communities is to significantly reduce the crime in those neighborhoods.

That’s not on police.

That’s on the people who live there.

I would love to live in a neighborhood where the police only showed up in response to a call for help.

But the truth is, I live in a neighborhood where a police stop and frisk is too often a welcome sight.

  • Again, I’ll say it. The blockbuster news here is that the CPD is doing SQF, when they specifically ruled out ever using it for the longest. I guess they did that for the same reason Israel denied it had a nuclear weapon program, because you want to keep the element of surprise on your side.

    And of course, when it comes to CPD doing SQF and Israel’s nukes, I’m sure Rahm Emanuel was happy about both.

        “The Sampson Option”. I no longer have the link, but they had two jets on ready alert (fueled, armed, engines running) on the runway. They intended to nuke their own territory in response to being overrun by the arabs.

        • China *might* have used a nuke on their own territory during one of their border battles with the Soviets in the late 1960’s. This is unclear, as I while I am a fair hand at finding things out, I have never been Sherlock Holmes and have no official access to that sort of information. Since Mao was certifiably crazy by then, I believe it. They would have announced the explosion as an “above-ground test” over their own territory, though they typically conducted these at their Lop Nor test site.

    By making it difficult for the police to control black criminals the ACLU endangers the majority of blacks, who are not criminals.

      The majority of blacks support their own criminals in their community in any conflict with a policeman or white person. Therefore the majority blacks are at least acccessories to crime.

    Live in a neighborhood that isn’t a war zone or have to go through the trauma of witnessing the cops take action against the people most likely responsible for continuing the violence.

Would Mary Mitchell care to speculate as to exactly who is responsible for this “gunfire”? Of course not, as this would require a level of honesty unseen in African’ts and their libtard enablers.

    When does ACLU know to keep its mouth shut? I’ve done a calculation (my previous post) using the crime rate based on the color of crime. The result shows that black people make up 73.3% of the total number of criminals in Chicago so 72% of all stops is actually not surprising. Chicago Police Department is faithfully on its duty.

    Non-whites are stopped by the police more often because non-whites are more violent than White people and their natural criminal inclinations make them unfit for White society. But I’m actually against stop-and-frisk in minority neighborhoods. I say let them kill each other.

    I think McCarthy is saying, in a roundabout way, that blacks are the ones acting like thugs so they’re the ones getting frisked.

    • Garry McCarthy was sort of a pioneer of data driven law enforcement in his previous stops in New York City and Newark. He calls it CompStat.

      Here’s what he really means when he says that “people should only be stopped based on … data and information … nothing else.”

      What he really means is that data is how we do racial profiling without actually doing racial profiling. Because he knows that Al Sharpton can’t yell and scream at a spreadsheet.

  • I saw both the MSM reports and both of Tommy Sotomayor’s videos on that. The only reason this was discovered was that she was evicted from her public housing hovel. And it’s very very very very very hard for anyone to get evicted from public housing, which tells you a lot about her. Anyway, when the county mounties were there to collect her stuff, that’s when they opened the freezer.
