Off Duty, Black Cops in New York Feel Threat from Fellow Police

From the dingy donut shops of Manhattan to the cloistered police watering holes in Brooklyn, a number of black NYPD officers say they have experienced the same racial profiling that cost Eric Garner his life.

Garner, a 43-year-old black man suspected of illegally peddling loose cigarettes, died in July after a white officer put him in a chokehold. His death, and that of an unarmed black teenager in Ferguson, Missouri, has sparked a slew of nationwide protests against police tactics. On Saturday, those tensions escalated after a black gunman, who wrote of avenging the black deaths on social media, shot dead two New York policemen.

What’s emerging now is that, within the thin blue line of the NYPD, there is another divide–between black and white officers.

Reuters interviewed 25 African American male officers on the NYPD, 15 of whom are retired and 10 of whom are still serving. All but one said that, when off duty and out of uniform, they had been victims of racial profiling, which refers to using race or ethnicity as grounds for suspecting someone of having committed a crime.

The officers said this included being pulled over for no reason, having their heads slammed against their cars, getting guns brandished in their faces, being thrown into prison vans and experiencing stop and frisks while shopping. The majority of the officers said they had been pulled over multiple times while driving. Five had had guns pulled on them.

Desmond Blaize, who retired two years ago as a sergeant in the 41st Precinct in the Bronx, said he once got stopped while taking a jog through Brooklyn’s upmarket Prospect Park. “I had my ID on me so it didn’t escalate,” said Blaize, who has sued the department alleging he was racially harassed on the job. “But what’s suspicious about a jogger? In jogging clothes?”

“It makes good headlines to say this is occurring, but I don’t think you can validate it until you look into the circumstances they were stopped in,” said Bernard Parks, the former chief of the Los Angeles Police Department, who is African American.

“Now if you want to get into the essence of why certain groups are stopped more than others, then you only need to go to the crime reports and see which ethnic groups are listed more as suspects. That’s the crime data the officers are living with.”

Blacks made up 73 percent of the shooting perpetrators in New York in 2011 and were 23 percent of the population.

A number of academics believe those statistics are potentially skewed because police over-focus on black communities, while ignoring crime in other areas. They also note that being stopped as a suspect does not automatically equate to criminality. Nearly 90 percent of blacks stopped by the NYPD, for example, are found not to be engaged in any crime.

The black officers interviewed said they had been racially profiled by white officers exclusively, and about one third said they made some form of complaint to a supervisor.

All but one said their supervisors either dismissed the complaints or retaliated against them by denying them overtime, choice assignments, or promotions. The remaining officers who made no complaints said they refrained from doing so either because they feared retribution or because they saw racial profiling as part of the system.

White officers were not the only ones accused of wrongdoing. Civilian complaints against police officers are in direct proportion to their demographic makeup on the force, according to the NYPD’s Civilian Complaint Review Board.

Indeed, some of the officers Reuters interviewed acknowledged that they themselves had been defendants in lawsuits, with allegations ranging from making a false arrest to use of excessive force. Such claims against police are not uncommon in New York, say veterans.

Police misconduct claims–including lawsuits against police for using the kind of excessive force that killed Garner–have risen 214 percent since 2000, while the amount the city paid out has risen 75 percent in the same period, to $64.4 million in fiscal year 2012, the last year for which data is available.

        Know what’s really sad?

        My dad could have been a Detroit cop back in the 60s. He passed all their tests and everything. The only thing that kept him from being accepted onto the force was lack of a high school diploma (he’d gone to the 6th grade and his parents threw him out).

    Don’t ever expect blacks to turn on their own race as whites commonly do (most of the protesters on 5th Avenue right now are white). For blacks, race trumps everything. Most whites just can’t get this. You will never see large numbers of blacks protesting other blacks for anything done to non-blacks. They have less altruistic empathy than any other race on the planet. This article is far from surprising. I wouldn’t trust a black cop as far as I could throw one.

    The facts tell us why blacks are given a second look.

    Of course, few of these black cops file reports because, you know, they’re black and no one will believe them. So there’s no proof that anything ever happened. Just black cops telling each other stories.

      Not only that, but the NYPD is majority non white now…So in all probability they were most likely stopped by non white cops.

        It was a huge mistake to start letting non-whites onto police forces. They had to lower standards just to qualify them and they carry the same racial chip on their shoulder as the criminals.

      1st cops stop people for suspicious behavior which may not be in a commission of a crime and sometimes doesn’t lead to an arrest!

      2nd. Since blacks commit virtually all the crime in NYC, those blacks who are stopped not to be engaged in a crime may fit the description of a perpetrator.

      I read a lot of this article by correcting the words with hidden truths, estimating numbers.”90 percent of blacks stopped were not found guilty” = “10 percent of blacks were so, obviously guilty they could not get off, 40 percent were let go because evidence was little and cops were afraid of being accused of racism, 40 percent were clever enough to hide the evidence of their crimes, and 10 percent were innocent”.

    And yet, for all this police ‘oppression’ on full display here, and for all these ‘profiling’ efforts, monitoring black activity, black men and black neighborhoods, all this problems with white privilege, bias at police departments and in the justice system, and even if one considers the ‘school to prison pipeline’, blacks who commit crimes all across the board are less likely to be caught and apprehended than are white criminals.

      Why do reporters get off with fanning flames & using words stubborn protesters use, like “excessive force” and “chokehold” when the officer was found by a jury to have followed protocol, used reasonable force, used a “headlock” he was trained to do which did not inhibit breathing, as well as that Garner was proven NOT to have died suffocating from this reason?

      Even a broken clock can be right twice a day, and even Abraham Lincoln was right when he said, “…there is a physical difference between the white and black races which I believe will forever forbid the two races living together on terms of social and political equality. And inasmuch as they cannot so live, while they do remain together there must be the position of superior and inferior, …” Blacks are now in the superior position. Demanding forced integration, while simultaneously demanding exemption from our laws, is their way of demonstrating their superiority.

    This tells me that black cops are no different than the rest of the black mobs. They all think alike or rather they can’t think very well at all, and certainly they can’t reach logical conclusions or understand abstract concepts.

    Neither incident had anything to do with race.

    It also tells me that having people in law enforcement who reason as they do is extremely dangerous and, when they become more numerous, we’ll complete the transition to third world levels in most of the urban areas around the country. If civil war doesn’t erupt in the next twenty years, they will all be close to no go zones for white people, especially after dark, just as the black areas are right now.

    Pardon my colloquialism, but, ‘Huh??’

    If there are 100 perpetrators of a given crime, and on average, 73 of them are black, give or take a few numbers, then — voila — about 73 percent of your perpetrators are….black!

    And if there are 1mm people in a locale, 230,000 of whom are black, meaning 77% are non-black, but their crime rates are beyond just “proportionally” higher, then perhaps the police should be concentrating their policing in higher crime areas. Seems logical to me.

    When black St. Louis Rams’ players entered the game doing the “Hands Up” gesture, St’ Louis’ black cops sided with the players over white cops’ objections.

    After the Ferguson verdict, many legal scholars and pundits wrote that the grand jury reached the correct decision. The national black bar association, however, requested that Darren Wilson’s police license be suspended.

    Despite countless assurances by the “elites” that blacks would think likes whites once the became accepted in society, we see countless examples of educated blacks throwing aside their professional allegiances to side with even the most ghetto blacks.

    We’ve been lied to. Race trumps all.

    come from black victims, so obviously that’s what the police are out searching

      By a 4-to-1 vote, the Board of Los Angeles Police Commissioners opted not to reappoint LA Police Chief Bernard Parks to a second five-year term.

      I remember hearing police officers on Larry Elder’s radio show saying the exact same thing officers in NY are saying about DeBlasio: They did NOT want him to attend their funeral.

    Good. They should all be scared. Hundreds of top military officers have been “relieved” of their duty for basically the same reason. Obama (and his people) know they’ve poked the bear too many times. They only have balls if no one fights back. We had a name for that once.

    3-4% of the population commits 52% of all crimes committed in this country and 46% of all violent crimes. When set down in the stark reality of numbers, one can hardly deny that something is terribly, terribly wrong with something in this country–and I don’t think it’s the police. The policemen, black and white know the numbers and the black ones understand that this is because of how the rest of their community acts. But despite knowing the very valid reason for this, they’d rather whine and cry about racism and stuff, just like the criminal element they are supposed to be trying to put a stop to.

We would be able to use the mass transit systems we pay for. We could live in the big cities we built, instead of wasting hours a day commuting in traffic to escape the jungle.

    cops stop people for suspicious behavior which may

      I was stopped by police outside my office after work. I was in the parking lot near my car. It was a little later than regular office hours but still daylight. Not only did they search me they searched my car as well. It was the second time my car had been searched under contrived pretenses. It’s always a little insulting but I view it similar to a clerk asking for ID when you use a credit card. It’s a small convenience that benefits everyone in society including the person being inconvenienced. The problem is blacks don’t have any respect for society so they don’t give a damn. They’re so angry and belligerent that all they can think is, “Ain’t no h0nky cop gonna tell me what to do!”

        Back when i used to act like a fool they ALWAYS searched my car, at least 10 time from age 18 to maybe 23. Then I realized that if I don’t speed around and behave recklessly they will leave me alone, for the most part and they have.

    I’ve heard that 90% figure in regards to stop and frisk a couple of times. I know it also happens in London. But it also seems to deter the scum living in the boon community and other communities with high crime rates. If there is a high likelihood that you are going to be stopped and searched, you probably are not going to carry weapons or drugs on your person. Standing on corners becomes less and less appealing, i would imagine, if you’re going to be searched every other week.

    I have seen encounters between black off duty cops and white cops on video. The black cop acts rudely then lashes out and the whites have to defend their lives, it’s just TNB, they can’t help but act out.

    What killed Eric Garner was resisting arrest. If he was profiled it is only because of black criminality, their propensity to commit crimes way out proportion of their percentage of the population. Whether you are a gang banger or not if you dress like one and look like one then don’t whine when you get treated like one. Do you think that the cops know your biography when they stop you?

        With 30 previous arrests I would say that he fit the profile of a criminal. Should they stop 70 year old white grandmothers to “balance” the books. It is the black communities propensity for criminal behavior that causes all blacks to be viewed with a prejudiced eye. I’m not saying that is OK but it is one heck of a legitimate concern to non blacks and probably the blacks that just want to work and raise a family.

    I was pulled over once and the officer had his hand on the pistol when approaching the vehicle. I was courteous and did everything right – had no problems. I didn’t get my phone out to record him doing his job nor I acted like a crazy person. At the end of the day that officer is going home to his family. Most cops are normal citizens.

    I listen to some “right wing radio”. I’ve heard at least three of these geniuses state that Ferguson police composition needs to match the “community”. You know, 67% negroes, therefore it’s just normal that you should have 67% negro cops. This seems perfectly normal to them. Why then do I have a negro President, a negro Attorney General, a negro head of the Dept. of Homeland Security? And why are most government agencies composed of about 38% negroes? I mean I like the principle, but how do we get negroes back into the 13% box they belong in, if they can pass a basic test and all?
