After a class action lawsuit filed against the city of Detroit, the NAACP Legal Defense Fund says that recent water shutoffs to Detroit residents were racially motivated.

Veronica Joice with the NAACP Legal Defense Fund says, “That (the shutoffs are) being done in a discriminatory fashion; and they should at least take a look at whether there’s a better way to do this that doesn’t affect the most vulnerable citizens–the majority of whom are African American here in Detroit.”

Attorney Alice Jennings, who filed the lawsuit on behalf of Detroit residents, said it’s a known fact that there are corporations that owe hundreds of thousands of dollars to the city of Detroit Water and Sewerage Department.

“These companies are basically Caucasian companies,” Jennings said. “The folks who are being cut off are almost one hundred percent African American.”


The Detroit Water and Sewerage Department stopped service to about 7,200 homes and businesses in June, compared to 1,570 in the same month last year. Water was restored to 43 percent after customers paid or worked out payment plans.

At a bankruptcy hearing Monday, federal Judge Steven Rhodes asked the city for an update on the water issue, but fell short of ordering any action.

Rhodes said the people of Detroit “need their water,” but added, “There’s nothing for me to do about that today.”

During the same hearing, water department officials announced they would stop water shutoffs for the next 15 days while working to do a better job getting the word out residents that the city will help poor people pay for water.

Talking to WWJ’s Sandra McNeil shortly after the announcement, water department spokesman Greg Eno admitted there’s no doubt that the department has been lax over the years, letting the bills pile up.

He said people who now owe more than they can afford are being asked to come in and apply for assistance through the Water Affordability Program.


As for the claim that residents are being targeted, but not corporations who are behind on their bills:

“The balances they have accrued–and, yes, some of them are significant, and we’ve made that list public–had been a result of storm water runoff charges; many of which are in dispute right now,” Eno said.

Eno said corporations are being given shutoff notices, too; and some, including Chrysler, have already paid up millions in overdue bills.

Monday’s developments came three days after an estimated 2,000 people took to the streets downtown to protest the water shutoffs. {snip}

    I don’t get it. “Racially motivated” in media speak connotes white people doing bad things to blacks because of their race.

    Detroit is 85% Bantu which means most, if not all, of the people working in the city water dept. are probably black or non-white. Even though there is solid legal grounds for the shut off, that means blacks and non-whites in the water dept. are the culprits and not whites as the media would have you believe.

There might be some ‘Caucasian’ businesses in the city limits (e.g. Chrysler, GM), but I cannot believe they let their utility bills go unpaid (challenging the DPW gougers is believable). More likely, the redoubtable Ms. Jennings includes the bevy of Arabs who operate the majority of mom-and-pop businesses as ‘white’. Ha.

    I thought everybody was supposed to get free water, electricity and natural gas. That’s what they’ve been taught since Massa took care of them in slave days. They really DON’T let go of slavery.

    • We set the heat down to 55F all last winter to save on that bill, as we were replacing a rather extensive VHS movie collection with DVDs-only, after the VCR croaked at the end of last October. The blacks to whom I delivered pizza in 2004-2006 all had their homes set at “sauna” level on their thermostats. The change in heat setting from 65F here made a big difference, to the tune of reducing a $110 utility bill (electricity and natural gas combined) to $65 (ditto).

      I figure we’ll do it again this coming winter. I’m the sissy in the family in this respect; Sayaka is like some sort of Japanese Eskimo when it comes to home heating and Ariadne comes pretty close to her mother in that respect. Sayaka wanted it down at 50F. I’ll be the first to admit that it makes a big difference in the household budget, especially when one wants to replace other things.

      If we budget X amount of money for utilities, and only spend Y amount of that, then if X-Y=Z, we have Z amount of money for other things, instead of whining that it is “racist” that we can’t jack up the heat to unhealthy levels.

      In the meantime, dey apparently gots ta be haben dat, gnome sayin? Nothing will ever be enough for them.

It’s sort of sad that way some people will debase themselves in order to say to someone they see as important, “Hey, look at how terrible this little group of whites can treat us and we can’t do a thing about it except whine and cry!” I suppose the UN people are still laughing.     There you go. Whites are around 10% of the cities population (admittedly lots of white professionals left servicing/exploiting the black population). Detroit hasn’t had a white mayor in over 40 years. The white population of the city has plummeted from 80% of the population to 10% in around 40 years. At one time Detroit was well over 90% white. The city is being sued because it is offensive toward blacks.

    Racially motivated, really? If you were to say that the NAACP is racially motivated, I would agree! But a majority black city targeting it’s majority black citizens who refuse to pay their majority black bills is anything but racially motivated. It’s a simple motivation of economic equality. We all have to pay our bills, EQUALLY! The NAACP apparently thinks that black people, by the fact of their mere existence, are simply above having to equally pay for the equal services they so unequally demand. It’s once again an assault on equality by the racially motivated NAACP! It’s stuff like this that makes me wonder if black racist will ever except the idea of equality?   • I met otherwise intelligent whites as a university undergrad who said that water ought to be free. I always explained – with mixed results – that one is not paying for the water, so much as one is paying to maintain the infrastructure that makes it drinkable, pipes it to one’s home and then treats the resulting wastewater before discharging it somewhere. Someone who insists on free water can always drink it out of a river or lake, melt snow or ice, or put out buckets to collect rain.

    Some of those people were just plain, old-fashioned idiots. One of them was firmly convinced that the wait staff at restaurants should get all the money. That means nothing for the cooks and dishers, nothing to buy the food, nothing to pay rent on the building, nothing for the utility bill, nothing for insurance, nothing for advertising, and nothing for the owner who had to pony up the money to start the business in the first place. He had never considered the logistics involved in operating a restaurant. Not only that, judging by his surly reply, he didn’t care even after he had been told.

    Another whined about how I had a decent car and he didn’t; he wore designer sunglasses and spent all the rest of his money on concert tickets. He then mooched rides whenever possible.

    What passes for thinking among many of these people is that if they need something (or even if they merely want it really badly), then someone else should be forced to pay for it, so they can free up their own money for frivolous “bling” purchases. Dey gots ta be haben dat shiny ting, gnome sayin?

    There are lots of things we want, but can’t afford. I’d like the two-volume encyclopedia of fishing flies by Schmookler, but that’s rare and collectible, and so runs about $1200. Yes, that is six hundred dollars for each volume. My wife got me Greenhalgh & Smalley’s book, hardbound, used from Amazon for $20, instead. The price new, printed on the inside of the cover is 30 British pounds, which works out to $51, so the $31 we saved was a hair over 60% of the retail price. When I found a fly rod – a good two-piece 8.5-foot Cortland graphite model on the road, I shopped online for a reel. Wal Mart had $35 fly reels for $35. Dick’s had high-end stuff we couldn’t even think about. Cabela’s had $50 reels marked down to $25, so that’s what we got. Ariadne’s lightweight spinning rod was $3 at the ARC thrift store. The reel had a nasty tangle inside, but I only had to waste about six feet of line getting things right. The last t-shirts I bought were a big grab-bag of 30 size-L shirts for $6, also from the ARC. That works out to 20 cents a shirt, everything from the Tennessee Tech Tennis Team to US Army to NASCAR to plain colors. My wife sews her own good work clothes. She’s small, even for a Japanese, so while she can get girls’ casual clothes at “back to school sales”, women’s dress clothes in her size are expensive here.

    This is how we save our money *AFTER* we have paid the bills.

    • More than once I’ve heard black people say that since they didn’t receive a given utility bill in a given month, this means they didn’t have to pay a bill.

      As if they’ve never considered that things will get lost in the mail. As if their brains are so feeble that they can’t understand things like accounts payable, accrued liabilities.

    On those occasions when the water customer is cut off, even though their bill is regularly paid in full, and they happen to be black…..then they could claim the shutoffs were racially motivated. Even in such a case, there is always the possibility of a clerical error.
    But there it is…..if you are black and your water was shut off, even though it is regularly paid in full…..then you can scream it is racially motivated. That should eliminate nearly all the claims of discrimination.

    Chrysler is one of them, but Chrysler is owned by Fiat, stock for which is publicly traded on the Borsa Italiana (Italian stock exchange) in Milan. Anyone can thus purchase Fiat stock.

    As for the water shutoffs being “racially motivated”, I very much doubt that any municipal utility anywhere in the United States keeps the race of each of its individual customers on file.
