Detroit Files for Bankruptcy

The city of Detroit filed the largest municipal bankruptcy case in U.S. history Thursday afternoon, culminating a decades-long slide that transformed the nation’s iconic industrial town into a model of urban decline crippled by population loss, a dwindling tax base and financial problems.

The 16-page petition was filed in U.S. Bankruptcy Court in Detroit.

Under state law, [Gov. Rick] Snyder is required to approve a Chapter 9 filing. As of Wednesday, Snyder said he had not received any such request from Detroit Emergency Manager Kevyn Orr. Sources close to the governor said the situation is fluid, adding that Snyder intends to study Orr’s recommendations and related documents “for a couple of days” before making his decision.

The bankruptcy filing comes as an Ingham County judge is preparing Monday to hear arguments from retirees seeking to stop the bankruptcy filing, which produced an automatic stay of all pending litigation and capped a month of intense talks between Orr’s team and creditors, which largely have failed to restructure as much as $20 billion in debt and long-term liabilities.

News of an imminent filing prompted lawyers for the city’s pension funds to request an emergency hearing this afternoon in Ingham County Circuit Court to block a bankruptcy authorization.

The Chapter 9 filing could take years, experts say, despite hopes by the governor and Orr that the case can be wrapped up in a year. A bankruptcy judge could trump the state constitution by slashing retiree pensions, ripping up contracts and paying creditors roughly a dime on the dollar for unsecured claims worth $11.45 billion.

The bankruptcy plan was expected to closely follow Orr’s restructuring proposal that was unveiled to creditors on June 14—a proposal that drew criticism from some creditors who said the cuts were too deep and did not include the sale of city assets, including Belle Isle and a Detroit Institute of Arts collection worth billions. He proposed paying most of the money owed to secured creditors while pension funds, unions and unsecured bondholders would receive, in some cases, 10 cents on the dollar.

The filing is expected to trigger a costly, long and precedent-setting battle by creditors and Detroit’s bankruptcy case could become a template for the treatment of pensions in the largely uncharted world of municipal bankruptcies.

Unsecured creditors could take the biggest hit in bankruptcy court. Orr wants them to share a $2 billion payout on approximately $11.5 billion worth of debt, which includes an estimated $9.2 billion in health and pension benefits and $530 million in general-obligation bonds.

Instead of paying creditors in full, Orr would use $1.25 billion over the next decade to buy police cars and fire trucks, replace broken street lights, tear down burned-out homes, fight blight and improve city services.

Once the nation’s fourth largest city, Detroit was hailed as an industrial hub with nearly 2 million people. Today, after a half-century of residential flight, high unemployment, a significant reduction in state funding, plummeting income and property taxes, corruption and chronic mismanagement, the bankruptcy filing solidifies the city’s standing as a model of urban decline.

            As usual, your comment is a mindless slogan rather than something steeped in logic, history or fact. I have worked for over 30-yrs in a city government and watched first-hand the transformation of a city when Leftist/Liberal Democrats are allowed to take the reins.

            Your statement infers that Democrats are on their best behavior and keep corporations at bay based on the city demographics.

            What you forget to mention is that Democrats govern a city with a thriving economy and then throw out the welcome mat for blacks/minorities based on their voting skills. Once the vermin have been let in the front door they have an endless stream of grievances which Democrats address by caving in. They focus on programs for the so-called poor, they allow unions to become too powerful and grant their every wish, they campaign for blacks to take high-paying positions, they protect incompetent workers from being fired, money begins to filter out due to waste, abuse, fraud, corruption, incompetence and frivolous spending on “pie-in-the-sky” projects, and worst of all they prop up minority candidates for office who then increase the aforementioned problems and multiply them. Eventually the answer is to first raise taxes and after people start leaving, they cut services and “VIOLA” you finally get a Detroit.

            You’ll never solve a problem if you don’t know the cause. It is liberal Democrats who are the problem. ALL politicians will pander to whomever can provide them with money and votes. At least Republicans don’t go pandering to blacks and promising them everything on a platter while blaming all their woes on Whites.

            Detroit has had nothing but Democratic mayors since 1962, since 1974, they were all black. In that time they have transformed Detroit from an American Paris to an American Chernobyl.

          • The unions priced themselves out of automotive work; that’s why new auto plants were set up in southern “right to work” states, in rural areas that were predominantly white.

            US automakers are also overloaded with pension costs; they had to make manufacturing cheaper just to pay for that.

      About 300 years ago it was prime real estate, with fresh water, virgin timber, and furry critters galore. It’s still in a great location, and could probably be re-appropriated into a transportation, freight and logistics hub for international commerce between the U.S. and Canada.
      The catch of all this is of course that many business regulations and affirmative action requirements will have to be suspended, as they clearly don’t help businesses at all.

      It does. Have you ever been to the Detroit suburbs? They’re thriving; great places to live and raise family. Detroit is their natural center. If the grown-ups can take charge, the city will be able to regain at least a bit of it’s former splendor.

        Not the ones closest to Detroit. My mother lives a few blocks north of Eight Mile (the dividing line between Detroit and its northern suburbs). Her brother lives in a neighboring suburbs, also a few blocks north of Eight Mile. He has cameras and a monitor. Not too long ago someone tried to steal their car and his wife pulled a gun on them and convinced them that it wasn’t a good idea.

        I’ve seen blacks roaming around wealthier suburbs such as Birmingham.

        I actually plan on taking my son to visit relatives in the Detroit area next month. Living in Ohio now.

          But many of them are viable, going concerns. We’ve got to stop running whenever the Negroes start taking over somewhere. We’ve to start standing up for the towns and cities that our ancestors built. Detroit isn’t the place I’d choose to begin, but it’s the place that history has given us.

            This. We’re not going to be a majority in most major cities anytime soon, but if the White population holds at 30 to 40% (or increase back to that point) the city can be at least saved as a going concern, as MBlanc says, especially if you add some Asians and Jews on top of that.

            It’s not ideal, it’s not going to be like when they were over 80% White, but I cringe at the idea of all our historic cities going the way of Detroit. Honestly I wish we had the French model where the idiot minorities get the suburbs and we get the historic center cities.

        Chicago has a lot of pleasant places and a functioning economy with a more or less stable population. Detroit is really, really exceptional when it comes to urban dysfunction in America and that’s saying a lot.

        What will happen to cities like Chicago and NYC though is that they are going to become more and more authoritarian to stop a Detroit style collapse. You can’t have democracy for long in multiracial cities. They’re going to resemble Singapore in 50 Years in their style of governance.

Perhaps if he’d already made his billion, but as it is, he seems to want to do nothing but auction the city off to his investment banker buddies.

            New York City under Giuliani and especially Bloomberg is exactly what I forsee for our more successful cities, though perhaps even more extreme. Very tough policing (ex. broken windows theory, stop-and-frisk, public surveillance cameras) combined with a powerful executive that keeps the special interests in check.

            To a law abiding citizen this will be mildly annoying, and not as nice and trouble-free as living in a truly free city, but it’s vastly preferable to the only likely alternative in our multi-culti condition which is White (and middle class minority) flight followed by collapse and ruin. New York City was headed in the same direction as Detroit before the 1990s, lest we forget.

That would spell financial disaster for NY if they shipped all the jobs across the river to New Jersey. NY would look like Detroit in under 5 years if they left.

            And of course he doesn’t want to upset their very liberal fallacies and fantasies that they have about their pet “minorities”. So long as they can keep them in the zoos of Brooklyn and Queens…they’ll feel safe and can see them from their limos as they drive by on the way to Nubo’s or SoHo for some $50 Kobe burgers.           • My HOA partly solved that problem by forbidding any single individual or corporation from operating more than two units here as rentals. For a small-time landlord, Section-8 renters are just not as necessary. Anyone owning three would thus have to live in one of them, which would make Section-8s in the same neighborhood even less appealing.

    Also…by all credible standards, Detroit should have been bankrupt a long time ago. If it was a private corporation, its creditors would have dragged it into Chapter 11 a very long time ago.

            That sounds very much like where I live (Richmond VA). Whites actually increased as a percentage of the population last Census. Blacks are being displaced into the eastern suburbs. You would never know it by looking at how the city government is staffed outside of the police and fire departments, though. A +/- 40% White city now and every freaking city worker outside of public safety is Black.

          I can tell you one thing about Atlanta. I lived there for 13 years and they expect the predominately white North Fulton County to pay for Atlanta and South Fulton county, which is predominately black. Some of the white residents of North Fulton want to secede and become Milton county, which they were at one time.

          Phila has seen a huge increase from the east coast for at least the last decade. As new York is now 85% percent non European foreign born. The exodus began after 9/11 and has continues unabated,concentrating new arrivals to the eastern part of the state from Scranton on down.

        • Baltimore is a distinct possibility. The population has been declining since 1960, and while it’s got the second largest seaport in the Mid-Atlantic states, the big steel mill at Sparrows Point closed last year.

          Not sure really. I think that you have to be able to support yourself financially and speak Romanian at a decent level in order to get the right to stay here. Getting citizenship is a little more complicated.

        Violent crime rates there typically run about twice those of New York City, though the police force has actually dropped by almost 25% since 2009.

        There’s a big container shipping port there, but otherwise no genuine industry to speak of.

        Chicago’s property taxes are actually quite reasonable relative to the surrounding suburbs. They could raise them significantly though that might prompt people to leave the city.

        Its the suburbs that foot the bill for the entire state though. Both the city proper and downstate are leaches.

        • I don’t know what reasonable is, but my experience is that Chicago’s property taxes are a third of what your yearly mortgage payments would be.

          Being originally from a low tax state, this seems ridiculous to me.

            Chicago property taxes are about 1% of your assessed value, in the burbs it is 1.5-2.5%. And yes I suppose reasonable is being used in the relative sense.

          Increases in property taxes are certainly possible, especially now that the bond rating has been dropped. Fees are certainly likely to increase, although with more and more privatization, the city may see little from that. What’s going to have to happen is a serious reduction in expenditures.

    The ultimate reason for this is the ability of the big three automakers to move production to states and countries with lax labor and environmental standards. The decline in the manufacturing sector is to be mourned, not gloated about.

    When Detroit had decent jobs decent people lived there.

    The Democratic Party does not have a solution to this problem. The GOP does not think it is a problem.

      The US auto industry is not very big these days. The number of US makes that have died over the last 20 years probably has as much to do with the perceived lack of quality blacks built into those cars. The foreign companies build their US plants far away from Detroit and its black population.

          You are right and a lot of people in Spring Hill, TN, where the car was built, felt that pain and those with high seniority went wherever they could find a job in another auto plant.

          • I love those cars. My first new car was a 1995 SL-2, 5-speed manual, loaded, metal-flake forest green, tan interior. Due to the space-frame construction, they’re lightweight (2400 lbs, while a Toyota Camry is 3200), so with the 1.9L DOHC and 5-speed manual, they’ve got a bit of pep.

            With that said, Americans seem to love redemption — to the point where even murderers are forgiven.
            Meanwhile, you can spend time with your daughter — she might like a telescope at her age, I’m sure you’re capable of making one if you haven’t already.

            My dad was always hauling out his old, homemade telescope and showing us kids the stars, planets, comets and constellations, explaining eclipses using apples, pears and oranges, why black holes suck in everything around them, drawing diagrams to explain the size of the universe, why Ray Bradbury was a great author but wrong about many things (because he wasn’t a physicist) — and more.

            After that, he taught me about ancient oceans, theories as to how the dinosaurs came to be extinct, how sedimentary rock is formed and the eons of time it takes, why and how volcanoes explode, and how ancient caves are formed.

            I know you know all of these things and if your daughter is as curious as you say she is, I know she would love hearing about it from you.

            I lost my dad a while ago and miss him every minute of every day and will for the rest of my life. I have no one left to explain the wonders of the universe to me.

    When talking about the auto industry, please remember that our steel industry was hit even harder and is practically non-existant now. But look at Pittsburgh. It’s pretty much OK and has transitioned into the knowledge/service economy successfully. Why? It’s over 60% White.

      Thanks for the Steel-Town shout-out. I was born in Pittsburgh, and I’m very proud of Pittsburgh, but when I was a little girl the steel industry was dying an ugly death, and that really stayed with me. I remember trash in the streets of cities that couldn’t pay for maintenance, boarded-up windows of abandoned houses, and a general feeling of despair, as a lot of people could not afford to leave.
      There are probably a lot of White people still in Detroit who can not afford to leave–are there no churches or charities that will evacuate them?

        Detroit is 90% black. The only whites left are no doubt pumping out mulattos. Pittsburgh like every other place in America (in fact the world) is 1st world in white neighborhoods while just blocks away in black neighborhoods it is falling apart and dilapidated.

        The government of this country should have never allowed our steel industry to go under like that. There should have been protective tarriffs and real legal action against the Asian countries dumping their cheap steel, but of course nothing happened. The Democrats had already sold out blue collar Whites by that point to become the Party of Diversity, and as usual the Republicans kept true to form as the Party of Greed.

        What the government failed to do for our manufacturing base in the later half of the 20th Century was downright treasonous. Because of their inaction we ceased to be a nation of steelworkers and automakers and instead became a nation of Wal-Mart greeters and chief diversity officers.

            We did two things: we gave in to the unions on wages, and we didn’t have tariffs. The cost to manufacture in America went up, and there was no penalty for moving operations overseas. We needed a Government with real policies, which we haven’t had in a long time.

    • They had a slot on the BBC Radio 2 “Jeremy Vine” show today, about Detroit.

      I believe one of the guests was anti-white Bonnie Greer, the black American “historian” who sat next to the BNP’s Nick Griffin on that infamous “Question Time” show, and who I believe has since done a West End play about the encounter.

      The other was American (though British resident) musical commentator – Paul Gambaccini.

      Mr Gambaccini mentioned ‘white flight’ and ‘race riots’ about once, as did Greer. A quick flick over the awfulness of it was about it.

      The host Jeremy Vine also avoided the elephant in the room for why it is so bad, and did exactly what you suggested – blamed Japanese car imports.

      However, it got even more comedic…… Both Greer and Gambaccini also seemed to attribute the collapse onset of Detroit to the fact that a MoTown record producer moved from Detroit to Hollywood, causing the MoTown scene to stumble and fall.

      Yes, MoTown could have saved Detroit!

      Greer and Gambaccini (both darlings of the BBC) also seemed to suggest that it was not all bad in Detroit and that it was on the rise again. It was suggested that the young are being attracted to the low house prices and that things might develop once again.

      Gambaccini suggested that because Detroit is so big, and now so empty, where there are hardly any working public services and especially those which could cope with long distances, that they should simply abandon whole sections of Detroit entirely and collectivise into a much tighter-knit community space.

      It was like listening to a complete fairy tale, where the participants – if only they could be positive enough – would magically wish a new future for Detroit.

They were supposed to be sent to the post office via the mailroom, but the checks never made it to two members of the board because someone stole them and cashed them at an east side liquor store called Mr. Liquor on Seven Mile. They cashed them for just pennies on the dollar, according to law enforcement sources.

          Ultimately, the City of Detroit is responsible for these stolen checks.

          Unfortunately, no one is being held responsible for the massive amount of theft from hard working American White Taxpayers.

    This story has made the national news here in the UK. No mention of Detroit’s ethnic mix though. Just a picture of Stevie Wonder from about 45 years ago plus other black performers. An impoverished black resident was interviewed. It’s everyone else’s fault, of course.

    The narrative claimed that it takes an average of one hour for the Detroit police to respond to an emergency call and that one third of the city’s ambulances are off the road.

    All entirely as expected if you think about anywhere else run by blacks.

    Let’s see here. You have an indigenous black population with low or no work skills as well as some who have legitimately aged out of the work force and whose pensions are now at risk.

    Rather than face facts about how these people will -never- amount to much and creating permanent low or no rent zones, owned by the government and supported by a largely automated infrastructure support system, we pretend that ‘oversight’ will change things as Whites who will not be taxed without ownership move back in “To do the job others cannot”: manage money.

    Except it’s not going to work out that way. Because once we are ‘bought in’ (which is to say obligated to more debt than the immediate value of a contract based on uncertain future returns, something corporations do all the time with the Feds, knowing they can milk them later on O&M support) rules will be affixed which force the multicult condition right back ontop of whites.

    And the critical mass we need to build things _for ourselves alone_ will never accumulate because our negative social image of ourselves as a group (and resultant me-first seeking of private solutions) will be further degraded by the need to ‘manage’ others whom we would not share social equity (that’s breed and build into each other) under any conditions.

    But once ‘they’ (federal intervention) have white investors where they want us, we will be as trapped by Motor City’s lure as the blacks are now, for reverse reasons: whereas they cannot escape and hope to live out their lives as cheaply as possible, we will want to better ourselves and our outcomes and cannot abandon the cause once he have committed.

    The only way to make Detroit work is to make it a white refuge. And that will never happen until the endgame comes around and whites are looking for somewhere to shelter from the post-U.S. racial storm.

    The sad part is that this is just the beginning. And the Feds are on a debt clock as much as the cities.
    We have easily another half trillion dollars in failed municipalities to look forward to and Detroit is just the calcimum permanganate/water solution catalyst which will be dumped in the high test peroxide of incompatible populations to cause a veritable steam explosion of ‘everybody fleeing everything’ migratory populations.
    And nobody will be able to buy, beg or steal enough credit to pay for the bankruptcy of America.
    Our ONLY HOPE is to provide racial sanctuaries so that we can permanently distance ourselves from our nemesis populations.
    Let the Hispanics have the West and Southwest. Let the Blacks return to the South. Let Whites have the Center States, including agro and rust belt. And let everyone fend for themselves. New currency, new economy, new racial norms.
    Because we are not creating the sustainable (non profit = robotics intensive) infrastructure to pay for our low class white and non-white populations breeder existence. And nobody is going to listen to the rich whites, just because they are wealthy.

    • Beirut went south because of diversity. After the PLO was expelled from Jordan in the wake of Black September, they went to Lebanon. This had the effect of militarizing the Muslims there, especially the Shi’ites, who had been excluded from a power-sharing agreement between the Maronite Christians and the Sunnis.
