FBI Arrests NASA Contractor Employee Trying to Flee to China

Bo Jiang, the Chinese national scientist employed by a NASA contractor for work at the space agency’s Langley Research Center, was arrested Sunday by the FBI at Dulles International Airport as he tried to flee to China, according to Rep. Frank Wolf, R-VA.

Wolf said during a Capitol Hill news conference today that Jiang’s work at the NASA facility had given him access to information that “would be of the greatest interest to foreign spies, including China.”

Wolf is chairman of a House Appropriations Committee subcommittee that has budget oversight authority for NASA.

He made Jiang’s name public for the first time last week during a subcommittee hearing where he also charged that Jiang had taken “voluminous sensitive” NASA documents back to China on a trip in 2012.

Jiang was employed by the National Institute of Aerospace, a Hampton, VA-based NASA contractor. The position afforded Jiang virtually unlimited, unescorted access to the NASA Langley facility, which is the location for classified research programs related to U.S. space defense technologies.


The FBI is “investigating conspiracies and substantive violations of the Arms Export Control Act,” according to the FBI’s arrest warrant.

Jiang also is charged with making a false statement to federal law enforcement agents, including his attempt to conceal a “laptop, and old hard drive and a SIM card,” according to the FBI agent.


Wolf also said he believes Jiang’s information “may pertain to the source code for high-tech imaging technology that Jiang has been working on with NASA.  This information could have significant military applications for the Chinese Peoples Liberation Army.”


During the same hearing last week in which Wolf revealed Jiang’s name, NASA Inspector-General Paul Martin said he believes there are nearly 200 Chinese nationals working in positions that afford them significant access to the agency and its programs.

      IQ is the most important thing, but it is not the only thing. You are correct to be cautious about IQ alone analyses. However, consider Europe today, These nations were engaged in a vicious power struggle for several centuries, despite the fact they all had similar IQ. Now, they appear to be getting along quite well as neighbors. In fact, the main problem I see from Europe is their insane lack of resistance to Islam. Given enough time, it is possible that White-Asian nations will get along just as well as White-White nations do now (IQ of course being the common feature). Given the relationship the US has with S. Korea and Japan, there is no reason to think that our relationship with China will always be adversarial.

          Japan also has a vested interest in America because it sells so much of it’s media here. Video games, anime, etc.

          While I think that we need to bring back manufacturing to the US, I don’t see why the first world countries can’t all be allies vs. the third world.

            I suspect we will see this happen as oil prices continue to rise. The fuel expenses involved in transporting finished goods across the Pacific Ocean will eventually impose limitations on the sorts of products for which this is economical.

As John Engleman keeps telling us the Chinese are very smart, they also have the population numbers, resources and enterprise to get to the top, all they need is our know-how and technology.           I guess I should qualify what I said earlier, IQ is not the most important thing, economics is. The reason I say that IQ is the most important thing is because IQ (both individual and collective) is the best predictor of economic success (both individually and nationally). Are you a business owner? If you are, you can appreciate why business owners are usually more interested in hiring the best people for the job. Most White business owners (even racially aware ones) are not going to hire a white simply because of their race. If there is another candidate from a different race who is more qualified than the white person, they are going to hire that candidate instead. Why? Because they want talented people to help them make as much money as possible. It’s that simple. The only reason people do not hire Blacks and Hispanics is because it is difficult to find ones that are qualified, not because they are of a different race.

        I support peaceful and friendly co-existence between nations and cultures, and even some voluntary exchange of good ideas. But nations and cultures must survive for this purpose. If there as to be an international “supremacy” among them, however, I prefer it to be white and western. Both a “China-Africa” and a “Eurabia” seem undesirable to me.

    There are approximately 225,000 Chinese nationals studying at elite U. S. universities. My own alma mater, Duke University, is now 22 percent Chinese.

    The religion of diversity, overcapacity in U. S. university science and engineering departments (built up in the 50s and 60s), and the economic incentive for universities of collecting full-tuition from foreign national students have resulted in a massive influx of Asians into the U.     China has no problem stealing Western secrets, we all know this. It’s the collective stupidity of naive Americans in government, the military, big business, etc. which I don’t get. The Orient should always be viewed suspiciously–its view on honesty subserves its view on appearance.

      I have had recent conversations with university marxists about private property rights. It seems the dominant opinion on property rights in neoCOM theory is that not only is private property something that must be suppressed, but intellectual property (i.e. patents, technology, networking, copyright laws) must be confiscated as well.         Of course. It costs approximately $40,000 a year to keep someone incarcerated in federal prison. That’s on top of the damage he’s already done leaking classified US technology, technology that was expensive to develop.

        When I was in the microelectronics industry, my bosses were shredding armloads of unread resumes while swearing they couldn’t find qualified Americans to fill engineering slots. These positions they reserved for H-1bs.

        Jiang’s not the only one in this story who needs to go to prison; his bosses need to be in cells right down the hall.

Either way, anyone (citizen or not) in his position should be required to sign a form stating that, if they are convicted of this type of activity, they will swing. Also, there should be no automatic appeals process in this type of case. His fate should serve as a warning to others who want to play the “press your luck” game with those of us who are true, patriotic, job holding, tax paying, law abiding, well informed, moral, ethical, incredibly tolerant to the point of extinction, legal citizens.       Timely that I just finished reading the book “Claus Fuchs, Atom Spy”, the history of the German physicist who, while working at Los Alamos on the Manhattan Project, managed to transfer the secrets of the fission bomb to the Soviet Union. An ardent communist in his younger years, he fled Hitler’s Germany and found refuge in Britain where his talent for theoretical physics was first recognized and then later transferred to the U.S. He had undergone numerous back round checks and had been cleared each time with the rationale that, though a communist, any enemy of our enemy is a friend.

      We are just incredibly naive to believe that foreign nationals who work here lose their allegiance to their native soil.

      On a related note, I remember reading a book, the title of which escapes me, about the transfer of American technology through foreign companies buying American small high tech firms. In doing so, they acquire the patents–paid for by the American taxpayer through subsidies to State University Research Departments. So, we do the heavy intellectual lifting and they cash in on the production and distribution of the invention. Who’s running this asylum?

        On Claus Fuchs; he may have had the foresight to imagine nuclear stalemate and acted to create it. That’s not an impossible thing to imagine, especially when Truman considered using it in Korea, even when the USSR had acquired nukes (11-30-1950). In a perverse way, this may have prevented nukes from going off. It was a tense time and I remember it well as a child, but none every went off, even though we came close several times.

      I wouldn’t be surprised at all, since I live near several large defense companies and I see them taking strolls during lunchtime. Since immigration visas allowed companies to undercut Americans wages, the STEM fields are dominated by Asian graduates so both defense and commercial technology companies have to use Chinese engineers and scientists. I’m sure most of them have no interest in feeding technology back to the home country, but some small percentage are almost certainly PLA plants. Look at Wen Ho Lee at Sandia who walked out with a hard drive containing the entire database of American nuclear warhead designs. He was from Taiwan but I’ll bet that Taiwan is not where it went. If I had to guess there is almost nothing being developed in any high tech company that is not being fed right back to the Homeland. I used to work at a company that was the world leader in commercial GPS chips and I think I was the only American there who noticed that one of our star Chinese engineers sometimes wore his PLA GI web belt with buckle to work. I imagine he was probably getting a secret chuckle out of the fact he could flaunt it in front of the oblivious foreigners who had no idea what he was wearing.

    HONOLULU — A civilian defense contractor who works in intelligence at the US Pacific Command has been charged with giving national security secrets to a 27-year-old Chinese woman he was dating, according to a criminal complaint unsealed Monday.

    Benjamin Pierce Bishop, 59, is accused of sending the woman an email last May with information on existing war plans, nuclear weapons and US relations with international partners, according to the complaint filed in US District Court in Honolulu.

    The complaint alleged Bishop told the woman over the telephone in September about the deployment of US strategic nuclear systems and about the ability of the US to detect other nations’ low- and medium-range ballistic missiles.

          We have a single Chinese woman in our building. She’s in her mid 70’s but looks like she’s in her 60’s. Not pretty, but ‘cute’ and petite. She always has boyfriends. Now she has one whose in his 40’s. I can only imagine what she does for ‘her men’. I believe White men who ‘go’ for Asian women are sexually frustrated and like Asian sex games.

      I once made the mistake of dating a young woman from Korea who was studying at the university. Koreans have very unpleasant personalities to judge by this one. Her only interest in life was materialism. She also kept repeating, “Me sissa, she ugwe.” Due to that experience, I steer clear of asian women.

      This guy wasn’t tricked or fooled. He knew she was a foreign national and he knew it was his duty to report their initial meeting. He didn’t can he began the relationship. He openly gave her information.
      How did this man pass clearance? Don’t they test for ‘sneaky behavior’ on psychological exams?
      Did he honestly believe they were in love? Once she started asking for information, he should have known what was going on and reported it.

    Strangely, nobody seems concerned about the thousands of Chinese students who have been flooding our universities. In fact, they are the largest cohort of international students, with 127,628 Chinese attending US universities in the 2009-2010 school year.

    The numbers of non-American students has increased generally because strapped colleges have become dependent on the full tuition paid by the foreigners.

    In addition, political figures from across the spectrum think America should reward foreign students with an official welcome. For example, candidate Romney said he would “staple a green card to the diploma of someone who gets an advanced degree in America.”

    How convenient for spies to be awarded entrance to our nation’s top technology companies! Cyber intrusion could be greatly enhanced by having actual humans physically present and able to pick up ideas before they reach the internet.
    Seriously, the naiveté of many Americans about the national security threat of unfriendly immigrants is getting old.

    Red China has been spying on the United States for years in various ways. During the trial of the accused spy Chi Mak, it was revealed that China has 3000 front companies in the United States to rip off secrets. China-born Mak himself was described by prosecutors as a “perfect sleeper agent”, who burrowed into the US defense establishment for decades as he rose to a position of high security clearance, ideal for stealing classified military information.

    The Chinese that infest our universities (like the one I went to in SF) and institutions will steal state secrets and return to their motherland, which is obviously going to rule the world (and aren’t they lucky they’re 92% Han Chinese?).
    The Mexicans will rip the Southwest apart from the US (look at the gloating comments made by them on mainstream sites after Rand Paul came out for amnesty).
    The Muslims will declare Michigan to be part of the Caliphate.
    The blacks will continue to rampage with no clear goal because that’s just what they do.

      At my college (which shall remain nameless) we have a fairly new Chinese Studies dep’t. It was simply there all of a sudden–oh, and an Arabic Studies dep’t.

    In the early 90s, when I was going my graduate studies at a big 10 university in the midwest, documentation totaling some 10,000+ pages of a supercomputer installed in the EE dept was stolen. The whole set must have measured some 3-4 feet end to end and not weighed less than a 100 pounds. I am sure the culprits weren’t blacks in this case. I don’t think they were subsequently recovered. I wouldn’t be surprised if they had ended up on the other side of the planet, in China.

    How is this even possible? I thought Chinese people were just as innovative as whites, and destined to out-innovate us in the near future. At least that is what some of our own keep telling us.

    These sort of problems don’t occur in China I imagine. Oh ya, they don’t have the plague of diversity forced upon them by their government. We say China’s government is absurdly horrible… and it is, but I don’t see their government selling it’s own citizens down the river because foreigners don’t like their own failed cultures.
