Chad Becomes 37th African State to Seek Ban on Homosexuality

Chad looks set to become the 37th country in Africa to outlaw homosexuality after government ministers voted to make same-sex relations a crime punishable by up to 20 years in prison.

The decision, yet to be ratified by the country’s president, was condemned by human rights groups as another setback in the struggle for gay rights on the continent. Chad’s penal code is more than half a century old and does not explicitly mention homosexuality.

But section 361 of a draft new code states the punishment for anyone who has sexual intercourse with someone of the same sex is 15 to 20 years in jail and a fine of 50,000-500,000 Central African francs (£60-£600), according to a document seen by Agence France-Presse.

The cabinet claims that the measure is intended to “protect the family and to comply with Chadian society”. It will go before MPs and President Idriss Déby to be rubber-stamped. Graeme Reid, director of the lesbian, gay, bisexual and transgender rights programme at Human Rights Watch, said : “This is a setback for legal reform in Chad–the revisions to the penal code are intended to integrate national law with international law, whereas this provision would do exactly the opposite.” The US-based Robert F Kennedy Centre for Justice and Human Rights called on Déby to strike down the proposed law. “By criminalising homosexuality, Chad’s proposed penal code is an instrument of discrimination, not of justice,” said its president, Kerry Kennedy. “I urge president Déby and the Chadian parliament to reject any attempts to make prejudice the law of the land.”

The new penal code also abolishes the death penalty, more than a decade after the last execution of prisoners, a move welcomed by activists. “This is very good news, which is unfortunately marred by the criminalisation of homosexuality,” Florent Geel, Africa director of the International Federation of Human Rights, was quoted as saying by the Gay Star News website. “Criminalising homosexuality seems discriminatory, demagogic and counter-productive, as it may turn groups against each other.”

Geel added that the reform of the penal code had been in preparation for 10 years but the question of homosexuality, while considered immoral, had never been an issue in Chad.

The development is part of a wave of homophobia sweeping across Africa. Some observers believe it may have been a response to the increased visibility and assertiveness of gay lifestyles and politics in Africa, though US evangelical Christians have been widely blamed for instigating draconian anti-gay legislation in Uganda and other countries. Same-sex relations are illegal in 36 of the continent’s 54 countries, according to Amnesty International, and punishable by death in some.

Last month the Gambia passed a bill imposing life imprisonment for “aggravated homosexuality” relating to repeat offenders and people living with HIV/Aids. The Gambia’s president, Yahya Jammeh, has previously told gay men and lesbians to leave the country or risk beheading.

Uganda recently attempted to impose draconian penalties for the “promotion of homosexuality”, including life sentences for various same sex acts. The law was struck down by judges on a technicality but is expected to be reintroduced by MPs.

In January, the Nigerian president, Goodluck Jonathan, signed into law a bill criminalising same-sex “amorous relationships” and membership of lesbian, gay, bisexual, and transgender rights groups. Robert Mugabe, the Zimbabwean president, regularly attacks gay people in speeches and recently said he resented western aid because it depended on conditions such as accepting homosexuality.

    I wish the so-called progressives would just stop ‘stealing’ perfectly good words from English and giving them new meanings that are completely opposite from the meaning that is in common usage.

    For example, ‘gay’. Gay means effervescent, light, and happy. It invokes the feeling of seeing happy little children blowing bubbles in the park. There’s nothing light and gay about a room full of 200-pound men sodomizing each other.

    Yeah, yeah, yeah, I know that this word has always been a secret code word among the homos to identify themselves and as such it goes back to 1920s. I’ve seen Bringing Up Baby where Cary Grant is asked why he’s in a dress and he says that “it’s because I’m so gay!”

    But if they’re so smart then why can’t they make up their own new words for what they do? Blacks aren’t the brightest bulbs on the Christmas tree, but they were able to come up with ‘Kwanza’, which sounds like some kind of drain cleaner.

    Take another example that I heard today, “sustainable” in regards to fossil fuel usage not being such. To sustain means to keep at the present level. “Fossil fuel use” means creating wealth from the technology developed by the European-American community to develop and sustain their middle-class status 150 years ago.

    Since the EuroA’s have stabilized their population, they have plenty of fossil fuel to sustain their people. What they don’t have is enough fossil fuel supplies to raise all the non-EuroAs of the world to levels of wealth that the EuroAs have created for their own use. That isn’t sustainability of fossil fuels, it’s exponential growth of fossil fuel use. By definition, sustainability is the exact opposite of exponential growth. But all these idiot progressives (they are not ‘liberals’ or ‘libtards’) insist on using a perfectly clear English word to mean exactly the opposite of what it is supposed to mean.

    I could go on and on, but you’all know what I’m talking about.

      LMAO, their is certainly nothing gay about those 200 lb. men and what they are doing. I do have to laugh at the choice of some of the words they co-opt, especially “gay” because it seems so innocent a word and yet it covers a group that get up to a variety of acts that are hideous at best and at worst can be violent and putrid. I also really agree with your part about EurAs stabilizing their own population and having made their own lives agreeable should have left it at that. Why our parents’ generation felt the ridiculous desire to lie to themselves and entertain a fantasy that they could help lift the third world (with NO evidence they would grab the reins themselves after ANY amount of time) up alongside themselves and give them all these gifts that they have no appreciation for. They appreciate the actual technology for sure since it gives them plenty more time to sit around and stare vacantly without lifting a finger to invent anything themselves – they’ll just take ours, without any thanks. Crazy.

    Why should the law’s of Chad be a mirror image of international law. These people whining about discrimination in Chad have probably never visited the place. I don’t care if Africans jail other Africans for sex crimes and i doubt these liberal clowns do either. It’s just another opportunity for them to play the role of the great white savior.

    How many of these countries are Muslim I don’t know, but between them and all the Muslim countries of the world and all the Muslim ghettos in the Western world it seems to me the rabid homosexual activists don’t just have Christians to worry about.

    And if they embark on an evil crusade to denigrate Muslims they’re going to be missing quite a few heads.

    Whites need to adopt particularistic ethics and values and know that what is good for Whites is good and what is bad for Whites is evil. Other peoples can do as they like. They are not our kind. We are White and we are the only people we should care about.
