U.S. Will Spend $24.5M to Circumcise Men in Swaziland

Melanie Hunter, CNS News, May 14, 2014

The United States Agency for International Development is planning to spend $24.5 million to circumcise an estimated 150,000 to 200,000 male infants and males aged 10 to 49 in the kingdom of Swaziland by 2018.

The Kingdom of Swaziland has the highest rates of HIV in the world, accounting for 31 percent HIV prevalence among adults, the grant said.

“While the data suggest that the rate of new infections is stabilizing, HIV and AIDS remain the most important health burden and impediment to socio-economic development for Swaziland,” the grant said. “As a result, there is an urgent need to scale up the HIV prevention response in Swaziland.”

The Voluntary Medical Male Circumcision (VMMC) and Early Infant Circumcision (EIMC) Service Delivery and Support to Government of the Kingdom of Swaziland (GKOS) will be funded through the President’s Emergency Plan for AIDS Relief (PEPFAR).

“PEPFAR’s global targets for 2013 include preventing 12 million new HIV infections,” the grant said.

and 24.5M of snipping is going to drop the HIV rate how? this in part why our vets, our infrastructure, and our needs must wait………..

    • Tracy William

After all, the vast majority of straight white gentile men have managed to avoid AIDS, foreskins intact.

  • JSS

Rest assured all bleeding heart do gooders, along with circumcision will be included naturalization papers and the keys to a nice flat somewhere in Minnesota so you can enjoy some aids infected mulatto grand kids as well.

    • TruthBeTold

This is how ‘progressive’ liberal infiltration works.

Someone comes up with a a theory that they believe if absolute. In this case, circumcision decreases the incidence of HIV transmission. (Others included integrated schools will raise black achievement.)

They worm their way to people in power and influence (like Bill Gates) at conferences and soirees and they expound on their theory to people (like Bill Gates) who have little critical thinking in these areas but are blinded by the brilliance of the new theory that they jump on board.

Theory after dead-end theory and ‘progressive’ liberals eat them up because they lack critical thinking skills and they believe they have to do something because the status quo is unacceptable.

      • kjh64

“In this case, circumcision decreases the incidence of HIV transmission. ”

So does being monogamous with one partner or using condoms. Maybe African men should try that? I know, I know.

        • JohnEngelman

What a concept. Lets teach them to be monogamous.

          • But… but… but dey gots ta be haben dat, gnome sayin’?

          • DonReynolds

Teaching abstinance and monogamy also do not run the risk of surgical infection and does not require medical training.

        • Frank Morris

Orchiectomy would be the best solution.

  • RealisticGuy

What in the world? 24.5M dollars to cut off African foreskins. It just keeps getting crazier and crazier.

    • APaige

Maybe if it were foreheads being cut off I would consider donating. The spread of HIV is no longer a medical issue it is a behavior issue. No medical procedure or drug cocktail could be as effective as stopping Africans from fornicating like animals. An African male should use a condom even when masturbating- just to be safe. Sending condoms would also lower the African population which would be a great investment.

      • Jack Green

        They won’t use them.

      • DonReynolds

One must not interfere with natural selection.
HIV may have a positive purpose in the Malthusian sense.

    • TruthBeTold

Dealing with blacks always involved convoluted theories.

It’s good to know that our tax dollars won’t be cutting into our National Debt.

“Thank you. What a great audience. You’re too kind. I’ll be appearing here all week, opening for Milton Berle. Good night and please drive home safely.”

  • WR_the_realist

If the U.S. spent $24.5 million to castrate men in Swaziland perhaps some progress would be made. As it is it seems that the U.S. assumes that men in Swaziland have all converted to Judaism. After all, the vast majority of straight white gentile men have managed to avoid AIDS, foreskins intact.

    • DaveMed

Circumcision is beneficial in preventing a number of genital-related pathologies. But I have to agree that, purely from a cost/benefit analysis, castration would have greater advantages here.

Not that I advocate that either. If we were to leave the situation alone, nature would take its course.

      • TruthBeTold

Now that’s thinking outside the box; something ‘progressive’ liberals claim they love to do.

  • NeanderthalDNA

Save money and hire African doctors to perform the procedures and I MIGHT be OK with this…

    Oops! Population control, yay!

  • D.B. Cooper

Before this, let’s not forget the $50,000,000 Bush promised to fight AIDS in Africa.
Tell me, Republican Party, why should I vote for you instead of straight ticket democrat from now on?

  • revilo evola

They will have to cut off a lot more than foreskin to make any difference. Just another example of liberal insanity.

    • D.B. Cooper

…And another example of conservative impotence and apathy.

  • David Ashton

Only just that little bit at the end, the medieval Arabs might be wondering.

  • IstvanIN

And how is this our problem?

    • Jack Green

This is part of the continuing reperations for whitey holding down the bantu’s for so long. Just like throwing money at the bantu colleges that are in the red, it will NEVER END. Whitey, keep on givin and givin.

  • Pelagian

Did the government give even a moment’s forethought about this?

    • TruthBeTold

Some ‘progressive’ liberal had a pet theory and they told it to someone in government who thought it was worth the try.

Happens all the time. Think ‘integrated schools will close the achievement gap’.

No basis in fact but someones’ pet theory.

  • Puggg

So if you cut off that piece of foreskin, it means that if you have sex with other men, in either the pitcher or catcher position, you can’t get AIDS?

  • silviosilver

The Kingdom of Swaziland has the highest rates of HIV in the world, accounting for 31 percent HIV prevalence among adults, the grant said.

Come on, Africa, you can do better than that.

  • I was hoping at first that this was the result of the journalist’s poor command of the English language and that what she really meant was “castration”, rather than “circumcision”.

  • Whitetrashgang

I don’t know, could be a lot more cases of penis theft. Also isnt Aids one of Africas few inventions?

  • Ike Eichenberg

I wonder if they have the highest rate of HIV or the highest rate of testing?

The behavior that causes the virus that causes AIDS seems to be universal in African populations, so to have a noticeably different rate requires explanation.

    • IstvanIN

Does it matter, they out breed every pathogen known to man.

  • disqus_irCdmAu8It

What a waste of my tax dollars. Tragic. And, I feel helpless to speak out or demand an end to the wasteful spending.

  • refocus

Who authorizes the spending of this money?

  • Overheard the stealth KKK doctor saying this: “Ooops. Sorry, my African friend, but the knife slipped. Next. Ooops. I’m having such a bad day. The knife slipped again. Sorry. Next. Ooops …”

Will Michelle Obama hold up a sign on Twitter reading: #BringBackOurForeskins

Will circumcision turn these creatures into Jews? And if we’re helping out Swasiland, shouldn’t we be doing the same in Switzerland too? In the name of fairness.

What if these creatures don’t want to be circumcized? Can they “just say no?”

At least the government is “only” wasting $24 million on this stupidity designed to make liberals feel good about themselves.

  • kjh64

Are you kidding me? We have American elderly who can’t afford their medications that we could use this money on.

    • Jack Green

This is just another of our punishments for holding down the bantu.

    • evilsandmich

I’m sure some congress-critter’s son runs some sort of “Third World Men’s Health Clinic” that’s on the take.

  • none of your business

Some medical people on another website commented that circumcised men are significantly more prone to AIDS than un circumcised. Of course given african hygiene and sex practices I doubt anything would work This is like Obama’s sending naval personnel to dig latrines in Kenya because the Kenyans don’t know how to dig a hole.

    • IstvanIN

Considering African hygiene this will probably increase the AIDS rate since from, what I have read, one of the main reasons HIV spreads so quickly in Africa is because blacks have sex when then they have open wounds on their penises.

  • TruthBeTold

Circumcision has to be one of the most primitive ideas that some people still cling to.

What was the actual thought behind it?

    • I’m happy I was circumcised. I hear it takes us “cut” guys a lot longer, and this makes women happier.

      • Robert Haschberg

I am sorry for you, circumcision significantly reduces the sensitivity of the penis – its like cutting off your own fingertips.

        • I don’t want to be “sensitive”. For crying out loud, my wife and I both want it to take 45 minutes to an hour.

    • Jack Green

With the skin gone you can see if warts are on the head. 🙂

      • DonReynolds

When you can see them…..it is too damn late.

  • MBlanc46

Don’t worry, we’re borrowing it from the Chinese.

  • DonReynolds

So if you are circumcised, you cannot acquire the AIDS virus? Is that all it takes?
So condoms had nothing to do with it.
So none of the circumcised homosexuals acquire the AIDS virus.
Somehow this sounds like a full bushel of pure horse manure.

    • I was trained as a laboratory chemist, and like sex, the name of the game is enough education to know how to minimize the risks.

      • DonReynolds

You would probably enjoy reading some Thomas Malthus. It is much the same thing.

        • Einsatzgrenadier

If our “leaders” should read anything, it should be Malthus. Although largely forgotten by the environmental movement because of political correctness, his writings are now more relevant to the subject of ecological sustainability than ever before. If only they understood the central thesis of Essay on the Principle of Population, that as the food supply increases arithmetically, the population increases geometrically, they would understand why exponential population growth in a finite world is inherently ecologically unsustainable.

          • DonReynolds

            You are totally correct.
Of course, the only US state to have a white birthrate above replacement is Utah.
All the population growth has come from minorities and foreign citizens coming here….legally and illegally.
In my lifetime, the US has almost doubled in population….adding almost 150 million new mouths.

    • model1911

Follow the $$$$$$$$$$$. Federal Grant, likely friends with Moochelle.

  • DonReynolds

Aussie…..if you had ever been a digger, you would know that it does not take a doctor to perform a circumcision on an adult or an infant. In the military, that was typically done by a cold-handed fat nurse.

  • Easyrhino1

If the $24.5M was spent in the USA to have the tubes tied of African American women I think it would be money well spent but this is nonsense.

    • Rifle ammunition is even cheaper, but I am not certain I am allowed to say things like this anymore.

      • Einsatzgrenadier

Rounding them up into camps and feeding them Zyklon B would be cheaper and more efficient.

        • I suspect these things were done in that order a bit earlier as well.

        • Why? You got some nonlethal-to-humans delousing you want to do?

          • Zyklon-B – “Cyclone” – was meant to kill rats in ships, and it apparently does other mammals a real treat as well. Cyanide bonds with the iron in hemoglobin and prevents it from carrying oxygen to the places it needs to go.

  • Stogumber

“When I was born and when our children were born male circumcision was quite normal”
Yes, but was it more than one of those medical fashions? It satisfied the demand for general hygiene (then prevailing and occasionally somewhat obsessive), but had it any effect on the sexual transmission of diseases?
As a fashion, it reflects, too, the growing number of Jewish doctors who simply reasoned that circumcision was good for the Jews, so it must be good for mankind.

    • Jesse_from_Sweden

It was also about the general view of sexuality back then.

A major reason for circumcision was that it made it a lot harder for boys to masturbate, which was seen as a sin.

      And then it becomes self-perpetuating.
Men who have become circumcised don’t want to feel that they are in the “wrong” crowd and as such advocates circumcision for others so that everyone will be like them.

If you really think circumcision is all that great, look at countries and populations where it is commonly done.
Hint, it’s very uncommon in northern europe.

Go to wikipedia and type in “prevalence of circumcision” and take a look at the map.
The countries where it’s performed on a majority of the population is USA, Canada and Australia…..and then the muslim countries and most of Africa.

Does circumcision really help against STDs?
Considering how it looks in the countries where it’s prevalent, I’d say no.

  • Moe

$24 mil, eh? Could be money well-spent. The locals could stitch a bunch of these foreskins together and make a bunch of wallets. But wait, they’re not just any ol’ wallets…

…if you rub them really hard, they turn into nice sets of luggage…ba-da-bing!

  • none of your business

24 million will be stolen. .5 million will be US goverment paychecks directly deposited. 3 males will be circumcised. 2 will die of infection. Several hundred people will die in cut vs non cut riots.
    AWA africa wins again.

  • saxonsun

Hopefully they’ll cut off too much.

  • none of your business

Maybe it’s the Jewish conspiracy striking again. It’s a full employment program for what do they call them? mohels? The guys who do the brisks for Jewish babies. Africa is aswarm with Christian and secular missionaries. Why aren’t the mohels doing their bit to save africans from themselves? Or cutting someone’s else’s bit. Here we come to save the day. Mghty mohel is on the way

  • none of your business

Circumcision at birth was so the hospitals could charge an extra fee and interns could practice cutting.

  • none of your business

    2 definitions of foreign aid.

    (1) DDD direct deposit for dictators

    (2) Massive transfer of funds from the first world working class to 3rd, 4th and 5th world aristocrats.

  • FToben

This circumcision quest is self-serving and a continuation of colonialism because those in the know are aware of the fraudulent link between foreskin and AIDS.

  • 1G25

And there’s always a chance for the taxpayers to get ahead.

  • “HIV and AIDS remain the most important health burden and impediment to socio-economic development for Swaziland”

Yes, I’m sure this is what is holding Swaziland back.
