L.A. Unified’s Decision to Move Students Sparks Furor

The two schools are a two-minute drive apart in similarly low-income, largely immigrant neighborhoods. But to hear students tell it, the two places might as well be different planets.

Lincoln High School in Lincoln Heights, located on the edge of Chinatown in a hilly area of Victorian dwellings and low-rent apartments, is home to 29,000 residents, mostly Latino and Asian.

The Academy of Environmental and Social Policy is a small campus affiliated with Roosevelt High School in Boyle Heights, an enclave of 91,000 mostly Mexican American residents, small businesses and a burgeoning arts scene.

The two neighborhoods, however, maintain fierce pride in independent identities—a sense that carries over to what police say is more than 25 gangs on both sides with long-standing rivalries, some of which go back decades.

And that is one reason why a recent decision by the L.A. Unified School District to relocate the Roosevelt academy to Lincoln High for the coming school year, quietly made without input from students or parents on either side, is now escalating into a bitter furor.

The academy’s supporters say the move will effectively dismantle their program, which they credit with boosting student achievement through closer ties between faculty and students. Many are also resentful that district officials have not responded to fears about the potential danger of crossing gang lines.

“Putting two rival communities on one campus will be a big mess,” said Genevieve Virgen, a Lincoln student leader.

Supt. John Deasy, however, has said that the Roosevelt academy’s enrollment, now about 280, is projected to further decline well below the 425 students needed to run a full academic program at fiscally sustainable levels. Deasy said the academy must leave its current location at the East Los Angeles Skills Center because the district wants the space to expand adult education classes.

Deasy has pledged to provide transportation to Lincoln to ensure students’ safety, keep the full faculty in place even if enrollment drops and likely approve its conversion to a magnet program, which will allow the school to recruit pupils citywide.

But academy supporters are refusing to back down from their request for one more year to increase their enrollment and look for an alternative Boyle Heights location. Last week, students from both schools met and pledged to unite to protest the move.

Nearly two dozen students, parents and teachers confronted Board of Education member Monica Garcia at a meeting last week to press for answers on why community members were not consulted.

Meanwhile, the decision has been panned by many who know the complex dynamics between the two neighborhoods. Father Gregory Boyle, who has long worked with gang-affiliated youth in the Eastside through his Homeboy Industries, said the move was a “recipe for disaster.”


And former City Councilman Ed Reyes, who represented Lincoln Heights for more than two decades, criticized district administrators who “do not know the area and would be blind to the day-to-day differences and minefields these kids have to confront every day.” {snip}

“You are putting kids in harm’s way unnecessarily,” Reyes said.


L.A. Unified Police Chief Steven Zipperman said he initially told the district that campus security would be sufficient to ensure student safety but that he would revisit issues raised at the recent school board committee meeting. There, some students told Garcia that if any students were harmed at Lincoln, “it will be in your hands.”


At Lincoln High, news of the impending move has also set off anxiety. Lincoln has accepted some students who, after it became known they were affiliated with Boyle Heights gangs, were beaten up and forced to leave, according to school staff.


{snip} Mike Garcia, a long-time gang intervention specialist in Boyle Heights, said the district should hold a forum to hear from students, families and local experts about the neighborhood dynamics before making any final decision.

“East L.A. is real territorial, and it’s known you don’t cross from one side to the other,” Garcia said. “But these bureaucrats think they’re smart with their PhDs and think they can figure it out themselves.”

        This happens in California prisons every single day. If the inmates aren’t separated along racial lines, they’ll kill each other. Literally.

        • We were separated in federal prison, and this was a low-security facility. Race-relations were actually reasonably good, but I think the separation helped with this. The last thing a fellow needs after his wife has filed for divorce, his appeal was denied or his mom died while he’s locked up is racial stress.

          Do only Mexicans know how to cook Mexican food? Do only Italians know how to fix Italian dishes? Do only cowboys know how to grill a steak or make a pot of chili? My wife cooks some awesome Mexican food and she’s about as White as they come. We don’t need Mexicans here to cook it for us. Yet the “food argument” is about the best they can come up with as a so-called strength of diversity, as if all the problems, both socially and economically, of having Mexicans in our midst are worth a bowl of menudo or a hot tamale. Think I’ll stick to my wife’s cooking and Mexico can have their citizens back.

          • I actually quite like Mexican food, and get canned pazole and canned menudo at Wal Mart, along with extra hominy. Half a can of hominy goes with a full can of the other. I cook chile rellenos from scratch at home, but cheat, using egg roll wraps. We have recently become quite fond of tostada bowls, filled with all sorts of good stuff. We get the “Rio Rancho” brand at Wally World and the first thing I do is slather the insides with a layer of canned refried beans.

            I saw on a cooking show that to some people, cilantro tastes like soap, but you have to have the gene to taste it. Sort of like some people can smell cyanide and others can’t depending on genetics.
            I like cilantro and grow it but others have told me they despise it because of it’s soap-like taste.

          • I’ve never eaten soap. Is it any good? I dry cilantro out and grind it really fine and use a little in chile. We have a second coffee grinder as a dedicated spice-grinder just so our coffee doesn’t taste funny.

            Michael, your question made me laugh. As a child, I said a naughty word. Don’t recall what it was, but it earned me a mouthful of lathered soap. To this day, I cringe when I hear anyone use expletives. I look around to spot someone with a bar of soap. It certainly cured me, so watch your mouth. You never know who might have a bar of soap in their pocket. To answer your question – No! it isn’t good. I’ll take chocolate any day.

          • I’m just happy I live in a quiet neighborhood in lilly-white northern Colorado Springs. After I graduated from UCSC and returned here to Colorado I frequently caught myself while driving thinking “Thank God I’m not in California anymore”.

            I used to go back for July 4 beach parties with friends, but my best friend out there died of cancer a few years ago, so I just don’t see the point anymore. I miss fishing off the shore, but I doubt I’ll ever be back.

          • They frequently don’t stay long in the Mountain West; I remember reading in the 1990s that the average California family lasts only two years in Colorado before moving on. I guess they don’t like the winters here. I suspect also that the Californians who are serious about leaving tend to be of the more conservative variety.

            I hear the voices every day on local talk radio that gives them a forum to state why they are leaving — high taxes, ruined schools, no English for miles, rude foreigners, illegal aliens. No one of them desires to recreated the hell that California has become.

            Would you rather have us “hated,” productive, English-speaking Californians or illegal aliens or refugees settle in your state?

Your pension and wages are belong to us to be redistributed to those more in need, like destitute foreign nationals.

            I know I always seek out diversity, high taxes, multiculturalism and schools where English is a minor language: that’s what I always look for in a place to settle with my children, who wouldn’t?

            The California bashers on this thread are targeting and singling out the wrong people. There may be a few wealthy, liberal Hollywood types who are moving into Wyoming and Utah and trying to change the local politics, hype endangered weeds and varmits and buy up local land with their money. It’s no wonder the locals hate and despise them, but that is a handful of people, not the typical Californian that I’ve encountered.
            The ordinary Californians I’ve met in my state are seeking the exact opposite of what they left behind, i.e., safe schools and neighborhoods for their children and elderly, a nice place to retire without having to rub elbows with Arabs and Mexicans, politicians that aren’t raising their taxes, stealing their wages and encouraging more illegal immigration.

            I too hate it when Whites attack other Whites. We have far bigger, more powerful and dangerous enemies who seek our genocide than ordinary whites who are trying to find a better life for themselves outside of California. Meanwhile, while we’re battling each other, our enemies are busy plotting WW III to kill more Whites than WW I and II did.

            The Californians that are fleeing are conservative, productive taxpayers, many of them business owners, young families and retirees who are sick and tired of paying for illegal aliens and other socialist programs at the expense of their children, business, etc. I seriously doubt they’re voting for the same thing in Idaho, Montana, Utah, etc.

            Do you have any sources or links that we Californians are “invading” other western states and turning them into California-style commie paradises? If you or anyone else has proof, I’d like to see it.

            I keep hearing this but no one has ever shown any proof of this to be true, and all the evidence I’ve seen and heard as a Californian shows otherwise.

            I’m very sorry to learn that they’re doing that to Utah. I lived there for a while when I was in school and I generally liked the place and the people. I didn’t fit in perfectly there because I’m not Mormon, but I admired the people because they seemed to be relatively conservative, intelligent and hard-working and many of the girls are pretty cute.

            I’d like to see the proof too. I’ve seen, Don’t Californicate Oregon bumper stickers on cars when I travel through that state, and their motto seems to be Welcome to Oregon, now go home, directed at Californians.

            You’re right that they’re hostile to white California transplants who mostly arrive seeking refuge from California’s high-tax policies and illegal aliens invasion.

            Thing is, Oregon is going through the same process. Last time I traveled through that state it was over run with brown invaders. Seems the good folks in Oregon are targeting the wrong people group. Welcome welfare eaters, taxpayers stay out.

            A bit hypocritical, don’t you think with Oregonians elect the same high tax liberal democrats but then turn around and blame California voters for all their political woes. I even checked Numbers USA and the highest grade for their elected officials is a C+. Then there’s the governor, Kitzhaber, who supports giving licenses to illegal aliens and told state police to accept
            Mexican Matricula Consular cards as a valid form of ID.

            He and those other Oregon politicians were obviously elected by displaced Californians.

            I lived in a sub division a few years ago where 1 out of 5 had come from California. All the ones I met were great hard-working people. But in Oregon, Washington, Idaho I’m told they bring in a strong liberal influence.

Though there, it was entirely a matter of school closings on the south side, the bell curve part of the city, meaning that black gangs would cross swords and other things. Incidentally, all the school closings will probably end Rahm Emanuel’s political career, the black voters of the city whose backs he rode to being mayor in 2011 are now mad at him.

    2. Why can’t this same logic be made about mixing European-American students (for you in Rio Linda, that’s White students) and African-American students in schools? The statement by Ed Reyes, “do not know the area and would be blind to the day-to-day differences and minefields these kids have to confront every day”, would apply to White students in a Black school.

          • I knew some AB types in prison. I was trying to get out of trouble instead of more of it, but one of them once said “If any of them ever picks on you, tell me.” I appreciated that, but I never needed any protection.

    To those who wonder what a “gang intervention specialist” is, our former mayor Tony Villar created a multi-million dollar slush fund for his homies providing do-nothing jobs to “former” gang members, supposedly to keep them out of trouble. Their mission statement included giving talks at schools to “at-risk” (read: black or brown) youth to keep them out of gangs. Oddly, few of these talks ever took place, and embarrassingly, many of these “former” gangsters were anything but former and spent their time recruiting these youth instead.

      I never thought of it that way, at least there is some bright side. Diamond Lil, I thought of you the other day. A young European woman I know wants to be an inner-city teacher. She is basically a nice person but naive and idealistic. I warned her how dangerous that occupation is. She smugly replied, “whites are no different, they can be just as bad”. I told her about inter racial crime statistics. I then brought up some of the inner city experiences of teachers I have known (including minorities). She exploded in anger at how racist I was, and that these statistics are lies made up by racist republicans. Anyhow, she didn’t believe me, and she hates me now. I wish you could talk with her. I know that’s impossible, and she would probably hate you as well…but I wish someone would try.

          I would imagine that a mostly black school would be more severe than a mostly hispanic school. I don’t really know, but it seems that way. She probably won’t last too long in either environment. I can’t believe there are still white students left in your area. Their lives must be hell. I have some white and Asian friends who have children in LA Unified. They seem ok, but they’re in the valley…but still. Just out of curiosity, are any of your black or hispanic students decent people? Even a handful? Anyhow, it’s great to see you again.

            Why, thank you. Great to be back. The few white boys walk together in a small group, keep their heads down and maintain a low profile. The dozen white girls are constantly harassed by Mexicans and the bussed-in blacks, until they give in. There are some decent Hispanic students with parents that actually care about education, but by far, most Hispanic and black mothers are looking to pin a racist tag on a white teacher and win that Mexican/black lotto, if you know what I mean.

    Well, here we have an example of our new multicultural utopia that comprises mostly Hispanic (About 74%%) that can’t get along and need protection from one another, because they’re divided along lines of mostly gangs instead of ethnicity, with about 25% of them Asian students, which, I’m guessing, don’t have too much to do with gangs, but will probably need protected as well, because they’re a different ethnicity/race.

    Even the various tribes are divided along tribal affiliation.

    This entire society is a tinder box that can be ignited at any moment for the smallest of perceived slights and remains on the edge 24/7.

    That anybody could ever expect this menagerie of contentious occupants to continue on as a civilization is absolutely amazing.

    It can’t and it won’t. It’s only a matter of time. And an economic plunge will hurry things along considerably.

    Russia is the hope of the white world. This country will NOT exist for much longer as a multicultural paradise.

    The Latino families all know from experience that this act of consolidation would result in an increase of deaths among their children , the liberals see it as a way to create more social programs ( high paying jobs for themselves .
    Mexicans are part Indian , evolving from tribal groups that mostly preyed upon those from a different area than them , I have been observing them up close for half a century and they consider battle with a different group to be obligatory !

Let their children experience the gloriousness of diversity firsthand. It’s unfair that they should be missing out.
