Zimbabwe Is Down to Its Last $217

There are cash-strapped governments and there are broke governments. And then there’s Zimbabwe, which, after paying last week’s government salaries, has just $217 left in the bank. No, we didn’t forget any zeroes to the end of that figure. Zimbabwe, the country that’s home to some of the world’s largest platinum and diamond reserves, literally has the same financial standing as a 14-year-old girl after a really good birthday party. The country’s finance minister admitted as much in a press conference on Tuesday. “Last week when we paid civil servants there was $217 [left] in government coffers,” Tendai Biti told reporters. “The government finances are in paralysis state at the present moment. We are failing to meet our targets.”

So it seems. However, Zimbabwe is hardly a stranger to financial hyperbole. The economy started to come apart at the seams in 2000, when President Robert Mugabe seized the land of over 4,000 white-owned farmers, effectively dismantling the country’s agriculture industry. Over the course of the next decade, the country spiraled into an extended period of hyperinflation, the likes of which the world almost never sees. It peaked in August 2008, when inflation reached 11,200,000 percent and economists around the world started to say that the country’s situation was hopeless. Prices were doubling by the day, and the government had to print Z$100 billion notes. The following year, they went ahead and printed Z$100 trillion notes, just before deciding to chop 12 zeroes off of the currency. A new coalition government formed that year and started on the long process of financial recovery, a process that is clearly going to take a little longer.

It’s unclear how the Zimbabwean government is going to get itself out this fiscal mess, but whatever it does, it needs to do it quickly. As Quartz’s Tim Fernholz points out, Zimbabwe is looking at a $104 million bill for its upcoming election. Its government is also dealing with brand new allegations that government officials have been running a corruption ring around the country’s diamond mines. {snip}

Until then, looking for quarters under the couch isn’t going to cut it, so Zimbabwe is doing the only thing it can do. “We will be approaching the international community,” Biti said. You’ll never guess who’s most likely to come to the rescue. Hint: They’re big fans of rare minerals.

      Over the last 5 years Zimbabwe secured two “loans” from South Africa. The first for R3billion and the second for R10billion. This all came from taxpayers money mostly generated by the white business community in South Africa.

      From Wikipedia we learn that Premier Robert Mugabe has the following academic qualifications:

      Mugabe was raised as a Roman Catholic, studying in Marist Brothers and Jesuit schools, including the exclusive Kutama College, headed by an Irish priest, Father Jerome O’Hea, who took him under his wing. Through his youth, Mugabe was never socially popular nor physically active and spent most of his time with the priests or his mother when he was not reading in the school’s libraries. He was described as never playing with other children but enjoying his own company. According to his brother Donato his only friends were his books.

      He qualified as a teacher, but left to study at Fort Hare in South Africa graduating in 1951, while meeting contemporaries such as Julius Nyerere, Herbert Chitepo, Robert Sobukwe and Kenneth Kaunda. He then studied at Salisbury (1953), Gwelo (1954), and Tanzania (1955–1957).

      Originally graduating with a
      [1] Bachelor of Arts degree from the University of Fort Hare in 1951,
      Mugabe subsequently earned six further degrees through distance learning including a
      [2] Bachelor of Administration and Bachelor of Education from the University of South Africa and a

      [5] Master of Science,
      and
      [6] Master of Laws,
      all from the University of London External Programme.

      The two Law degrees were earned while he was in prison, the Master of Science degree earned during his premiership of Zimbabwe.

      He has also ben awarded 13 Honorary Degrees one of which is a

      Bachelor of Commerce.

      He also has an long list of awards of which this one must surely rank the highest:

      Africa Prize for Leadership for the Sustainable End of Hunger
      by The Hunger Project in 1988.

      The full list of this nonsense must rate as the greatest testimony of liberal folly the world has ever seen.

    The real problem for Z. is not this balance, but the failure of investor confidence. If the country had investor confidence, it could even now assume a huge debt, and there still would be no crisis.

    In this situation, the danger facing civilized first-world countries is crisis-driven immigration from Africa. When the unstable African countries in the 21st century begin to collapse or suffer, guess where the excess population will attempt to migrate? One can imagine an international relief agreement involving not just finances, but some sort of promise to accept “refugees.”

    So presently, there is an absolute need for the west to stay out of these countries affairs and not to involve ourselves in the type of white-guilt-morality which our enemies exploit in opportunistic moments.

I mentioned on another thread that I wonder what the founders would think of the crazy numbers we throw around so casually. In their day a net worth of 2-500K made you a one per center…today 2-500K is an accounting error for one per centers. I don’t think any of the pre-20th century presidents could even conceive of spending a billion dollars on anything, or that much money existing.

      I wish it were easy to determine the exact percentages of Blacks in each corporation. It would make it easy to short their stocks by simply picking the firms with the highest percentages of Black workers and other Blacks pretending to be “managers” and “executives” on the good grace of quotas and affirmative action alone.

      In lieu of that, I think I will short the municipal bonds of all Black- and Mestizo-run cities in the United States.

Also would love to have the statistics on black in upper management for investment purposes. Any company stupid enough to give in beyond tokenism to blacks is doomed to fail.

Of course, an all-White board of directors in a large corporation can ensure that the firm’s braintrust remains controlled by people of high intelligence, while they plant their token Blacks across the company for show and tell purposes, but eventually, it reaches a point where Whites are unable to mask the deleterious effects associated with the presence of Blacks. It eventually catches up with the firm in tangible ways that harm the firm. How can it not?

      Now that China has become the world’s second largest economy, they have the political leverage to implement just what you described. A few muted voices from the West will pen some articles about the unfairness of Chinese exploitation of Africa, but we don’t have the means or will to stop them at this point. Hopefully they will put a one child policy into place there. Forced birth control is the solution to most of Africa’s troubles.

            Sooner or later there will be a massacre of Chinese, this will give the Chinese the excuse to put in troops. I believe this is how the Russians got heavily involved in Afghanistan after a horrific slaughter at a Russian civilian compound in Herat – women and children too of course. Shortly afterwards the Russians invaded. Of course they ultimately withdrew but that was mainly because the US supplied the Afghan freedom fighters (aka “terrorists”) with stinger missiles with which they shot down hundreds of helicopter gunships. The same won’t happen in Africa – once the chinks go in they will stay forever.

      Well, if you compare the Chinese imperialism to American imperialism, I would say the Chinese variety will be much more serious and long lasting. American rule has been professional rule and control of capital whereas the Chinese are are putting boots on the ground. Ordinary workers and merchants not just a landed gentry, historically it’s much more effective form of occupation when you change the demos of the country not just the political class. Think Northern Ireland and the Russian parts of Georgia etc. Potential for conflicts for hundreds of years. Maybe, think Western Europe & America.

    A few days ago here on AR, I left a comment on an article about black women making only 60% (or, if you prefer, three-fifths) of what whites make. I asked, if black women were doing that well, why then did they have “a reported personal financial worth of $5. This is not a typo.”

    And now the good white liberals at Atlantic Wire, reporting on the financial condition of former “Breadbasket of Africa” Zimbabwe — a sum in the low three-figures — needs to add “No, we didn’t forget any zeroes to the end” because the amount is so pathetically, unbelievably LOW that readers would naturally assume it to be some sort of major misprint!

    But that’s how it ALWAYS is with blacks and finance: their level of money-sense, and of business acumen, is not only worse than ours, it is hugely, drastically worse. So bad it can hardly be measured on the same chart. Whether in Africa or in America or in Haiti, the results are always the same: where blacks go, poverty follows. Face it: these people just aren’t good with money.

Subsistence ag does put stresses on the environment, but those stresses can be managed. Humans, including Africans, have done so for thousands of years.     I always love listening late night to the BBC Africa report that runs on the local PBS station. Always such a politically correct, polite run down of the day’s events on the enigmatic subcontinent. It’s always pointed out what a big economic boom the place is becoming, what a great place to invest, amid curious human interest stories of all sorts of bizarre happenings, landmark events, etc.

    The only reason Zimbabwe has survived this long after getting rid of the Whites is because of White foreign aid. None of which resulted in a single word of thanks. We should have organized airlifts to take in the Whites they ejected, then cut that sorry nation loose. We wouldn’t have had to do a thing, no embargo, nothing. All we would have had to do is wait.

    Under White rule, Rhodesia was the breadbasket of Africa. It fed the continent. There was health care and education for the Blacks. Black domestic workers had pension schemes set up for them by their employers who contributed the majority of funds. And now?

    In their constitution they have the following guarantees:

    They have free healthcare: Section 2.18 The State must take all practical measures to ensure the provision basic, accessible, and adequate health services to the population.

    They provide free welfare to everyone, Section 219: The state must take all practical measures, within the limits of the resources available to it, to provide social security and social care to those who are in need of it,.

    They spent forty million dollars (US dollars, not Zimbabwe dollars) of aid money to draft that constitution, and now they have $217 with which to pay for all that healthcare and welfare:

    When the white minority government of Ian Smith still existed in Rhodesia I attended a talk by a Zimbabwe rebel.

    When his talk was over I said, “The standard of living in every black African country for blacks has declined since the end of European rule. Blacks in the [apartheid] government of South Africa enjoy the highest standard of living of blacks anywhere else in Africa. I expect you to eventually win your struggle with the government of Ian Smith. Why should I or anyone expect life to get better for blacks after you win?”

    Rather than give me any kind of an answer he said that I was a white racist who should not have been invited to hear him talk.

    I read a book by an expatriate Rhodesian who visited Zimbabwe not too many years ago. Traveling with a companion, she stopped at a store along the highway. A black man materialized next to her car window. “Job, boss, (I) work good, boss,” he pleaded. “You give job.”

    “What happened to your old job?” the expatriate white asked.

    The black man replied in the straightforward manner of his race: “We drove out the whites. No more jobs. You give job.”

    At some level, my students understand the same thing. One day I asked the bored, black faces staring back at me. “What would happen if all the white people in America disappeared tomorrow?”

    “We screwed,” a young, pitch-black boy screamed back. The rest of the blacks laughed.
