Pentagon Report Highlights National Security Risks from Chinese Students and Researchers

The latest Pentagon report to Congress on the “Military and Security Developments Involving the People’s Republic of China” specifically highlights the national security risks to the United States (and other Western nations) from Chinese students and researchers studying and working abroad:

China continues to leverage foreign investments, commercial joint ventures, academic exchanges, the experience of repatriated Chinese students and researchers, and State-sponsored industrial and technical espionage to increase the level of technologies and expertise available to support military research, development, and acquisition. China’s long-term goal is to create a wholly indigenous defense industrial sector, augmented by a strong commercial sector, to meet the needs of PLA [People’s Liberation Army] modernization and to compete as a top-tier supplier in the global arms market.

Despite these concerns being voiced over many years inside and outside the education and R&D sectors, Chinese nationals and emigrants continue to make up a substantial–if not nearly dominant in some cases–portion of undergraduate and graduate student, postdoctoral fellow, and faculty member/technician/research scientist populations in many colleges, universities, and government departments.

There are 275,000 undergraduate and graduate students from China in the United States, constituting 31 percent of the total international student body and an increase of 75 percent over just the past three years. Chinese students–nearly 100,000 of them–also make up about one third of the international students in Canada. About 90,000 Chinese students are in the U.K., while another 93,000 are in Australia, and 24,000 in New Zealandall part of the approximately half a million Chinese nationals studying abroad, whose ranks are rising rapidly.

      There are probably .0001% of people that would consider being spies. Most Chinese students wanna study abroad then go home and get married. They’re literally exactly like you and me.

      I don’t get white people, constantly looking over your shoulder. So what, if there are 1 or 2 spies in the US? How many non-whites have American infiltrations into other countries done? You’re saying there are no American spies in China or in other countries?

        It is “encouraging” that you describe your life in China as being surrounded by individualism, years of Communism and its endless “equality”/”liberation” rhetoric tends to do that. Thereby the nation most peoples of the world consider the most threatening- the USA being its only rival- can collapse the same way as the USA will.

        Once the two world powers are gone we can finally look towards a future for our own people. Repeat everything that America has done, make the same mistakes. I will applaud their downfall- at least the Americans paved the way into the unknown whereas the Chinese followed a ruined path already paved. It makes the end result all the more amusing.

        One problem is most of China’s millionaires and top talent don’t want to live in China. Many are interested in becoming Americans or Europeans, even intermarrying etc. This brain drain out of China makes it hard for it to be competitive. But seems the nation itself wants to be a superpower like the Soviet Union. I think in the land of the blind, the one eyed man is king. Compared to 1950s America china could never catch up. But America is now composed mostly of third world imbeciles and dumbed down whites. The world is becoming more similar and moving towards globalism. If trends continue in 100 years there won’t be much difference between living in China or the United States. Quality of life and other things will be similar as the first world degrades and third world rises. Basically nearly everyone will be second world and first world living standards will be a thing of the past. It already is for the most part in America where the middle class is nearly gone, while it continues to rise in other parts of the world.

      Baloney. China has some great universities – Peking and Tsinghua are two of many.

      The top nine or so universities in China are as good as MIT and Stanford.

      There are hilarious stories of cheating at these universities- entire classes hand in tests that are identical and stuff. But this does not mean the students are not capable.

          There were great geopolitical pressures in the 1960s to change the immigration laws of the USA. These guys did not just get up one day and say to themselves lets change the immigration rules.             Forty years ago I did a lot of traveling in western Europe on behalf of my company, the number two computer manufacturer of the time. For a two year period, every quarter I would go over for at least two weeks. I speak French, German, Russian and a little Dutch. The only places I could count on a warm welcome were anywhere in Britain and anywhere in the Netherlands.

            My message is, I don’t automatically like people just because they’re white, and I don’t automatically dislike people just because they aren’t white. I take people as individuals. If I don’t know anything about them, then and only then do I trot out the racial stereotypes.

Kinda like how they turn out STEM graduates who can’t find jobs or ones that pay well because some Indian or Chinese will work for a fraction of what they will. The profs. exploit the students as cheap labor to get grants before they ever even get out to go do endless post-docs until they can find something by the time they’re in their 40s.

            I worked for the university of Delaware. We don’t have a big football team, but our chemistry is quite good. I’ve tutored Chinese and Taiwanese who have gone onto the biology and chemistry departments. Chinese is the language of the department.

            From what I’ve read, it is quite common around the country. Our very expensive public school students (Baltimore) can’t do shite.

            I’m just curious do you have a doc? I don’t. I was lucky to make it through college with the crappy bussed education I received.

    Most interesting is China’s “neocolonization” of Africa. They’re now trying to get a new military base in Djibouti (where there are already French/American bases) and one in eastern Zimbabwe near a gigantic diamond source. China also had a significant part in Mugabe’s reelection- rather ironic when around 1986, Mugabe kicked out the Chinese in favour of keeping the Soviet Union around.

    China’s presence is of such concern to some Africans that Zambia’s President, Michael Sata even included anti-Chinese rhetoric as a part of his election campaign. Unsurprisingly, Sata was often accused of being “neo-colonial” himself, despite opposing the only real colonial power remaining in Africa- China.

    China doesn’t have full control over its citizens who study or work abroad. They provide incentives (e.g., research grants, new lab facilities) to Chinese scientists to return home in order to re-tool and advance their domestic industries. America is not at war with China, however, the military is fearful of a day when they have to fight a Chinese army augmented by ranks of American-trained personnel.

Where did that get us?

    America is a bloody lie. It gleefully bombed Europe to hell and back while paling around with every dirty communist they could find. Karma is a female dog, and I, for one, will be glad to see America get what it has coming. I have precious little to lose. I wish I could read the history books 500 years from now and see what they’ll say about the USA.

    I often warn my Chinese friends, though, to watch out. America has a history of building up nations to only blow them up later. As many have found, it is more dangerous to be America’s friend than enemy. But thankfully, with our inane foreign policy, we seem to be driving Russia and China into each others arms, and right now I’m wearing my Putin t-shirt I got in Moscow last month. It’s says in Russian… YOU AREN’T GOING TO GET US.

The majority of whites today aren’t the same quality as ones born 100 years ago as well. The way of the future should be an a-racial path towards peace and the next step of our evolution, rather than just segregating ourselves for the point of segregation.

            It’s not segregation for its own sake — the motivation is to avoid culture clashes. Many whites, including me these days, feel that the benefits of forced culture mixing are not worth the inevitable racial strife caused by living on top of one another, regardless of who is in the right in the abstract.

            That said, the massive Chinese investments in human genetic research are going to benefit everyone, as are the massive investments in industrial robotics as a strategy for dealing with a population that is expected to decline in numbers.

            Forget provocations, which were many on both sides. Here are the facts …

            There was no declaration of war involving the US till the Japanese delivered one during the Pearl Harbor attack. Roosevelt addressed Congress the next day asking that Congress recognize the state of war with Japan. Germany then declared war on the US which, up to that moment, had been officially neutral. I believe that declaration came while Roosevelt was speaking.

            1) Japan never attacked the United States. Hawaii and Alaska did not become states until after WWII.

            2) The U.S. attacked the Japanese before the Japanese attacked the United States. The Flying Tigers were 100% American: 100% American made P40 airplanes; 100% flown by US military personnel; 100% financed by the US government. If Japan painted a Mexican flag on their planes, would you believe Mexico bombed Pearl Harbor?

            3) FDR provoked Japan into war.

            Japan declared war on the US. Hawaii and Alaska were US territories. (Guess what? US embassies are US territory. So are the decks of aircraft carriers.)

            I know all about the flying Tigers … and the Japanese attacked the US gunboat Panay in 1937.

            FDR said to Japan, if you don’t stop your barbaric atrocities in China we will apply serious economic sanctions. They didn’t, we did, they declared war, and we forced them to surrender unconditionally.

            I don’t know what your goal is in trying to rewrite history, but Uncle Lexonaut has been on the planet for 71 years, is a lay expert on WW2, and he’s not buying what you’re selling, nor will he let you pull the wool over the eyes of the readership.

By now the PLA has had 20 years in which to study the W88 warhead design as well as the supercomputer codes used to simulate warhead detonations.

          All industrial nations spy on one another and not just about military stuff. Commercial espionage is just as important and just as beneficial, maybe more so. Are all Chinese spies? No, of course not. But I’ll bet they’re all debriefed by the PLA once they get back home.

          See my remarks about being debriefed. All industrial nations do this, too. The knowledge of a different country’s culture is probably more valuable in the long run than the fruits of technical espionage.

    Oh man, that reminds me. I’m sure there are some Chinese agents that are stealing crap. But there are probably Indians, Iranians, Brazilians, all stealing crap too. There are probably Americans stealing crap from the Russians. The BIGGEST threat to the world right now is probably radical Islamic true-believers who have no problem sending infidels into oblivion. That’s the biggest threat. As far as Chinese stealing crap, it’s the mentality of all’s fair in war – if the other guy has nukes I’m sure you’d want them too.

    Reminds me of how two Chinese inventions, the compass and firearm, were eventually used against them by the colonists and eventually the people who burned down Beijing. By this logic the nuke should never have been invented. Otherwise people are going to keep stealing and inventing new ways to defend / annihilate the other.

    Human nature at its worst, and I don’t think it’s racial.

    Westerners are extremely naive with regards to foreigners. They think that people come to Amerixa to become loyal citizens. We were right to lock up Japanese during WWII. I only wished we’d have locked up more Germans and consequently Jews during the Red Scare.

      They have universities, but it’s competitive and demand is greater than supply, so many go abroad to study. International students are usually admitted from an applicant pool separate from those of U.S. applicants, so they aren’t necessarily crowding anyone out. The fees they pay are at least double what American students pay.
