Military to Allow Undocumented Immigrants to Serve

A small number of undocumented immigrants in the U.S. will have an opportunity to join the military for the first time in decades under a new Department of Defense policy unveiled Thursday.

The new rules will expand an existing program allowing recruiters to target foreign nationals with high-demand skills, mostly rare foreign language expertise or specialized health care training.

For the first time, the program–known as Military Accessions in the National Interest, or MAVNI–will be open to immigrants without a proper visa if they came to the U.S. with their parents before age 16. More specifically, they must be approved under a 2012 Obama administration policy known as Deferred Action for Child Arrivals, or DACA.

The new Pentagon policy may be the first phase of a broader government-wide effort to ease pressure on immigrants and create new paths to citizenship. President Barack Obama, frustrated with the failure of Congress to pass any substantial immigration reform, has vowed to aggressively use his presidential authority to change the way immigration policies are carried out.

The Pentagon program is capped at 1,500 recruits per year. Officials say it’s unclear how many of those might be unlawful DACA status immigrants as opposed to others who are also eligible for military service under MAVNI, including those with legal, nonpermanent visas such as students or tourists.

Estimates suggest between 1.2 million and 2.1 million children, teenagers and young adults in the U.S. have no legal immigration status but meet the criteria for the DACA program. Those targeted by recruiters under the MAVNI program likely will be immigrants with language skills critical to national security, such as Arabic, Chinese, Pashto or Persian.

On average, the military recruits about 5,000 noncitizens each year, nearly all of them permanent U.S. residents, or so-called “green card” holders. Starting in 2006, the military began accepting some foreigners with nonpermanent visas, such as students or tourists, if they had special skills that are highly valued.

After entering military service, foreigners are eligible for expedited U.S. citizenship. Since 2001, more than 92,000 foreign-born service members have become citizens while serving in uniform.

      Actually they lowered the requirements for citizens which amounted to basically the same thing. Rome had always allowed foreigners into the military but kept them separate in Auxiliary cohorts.

I can see this expression being read in a purposeful manner that will see its literal meaning stretched to breaking point. “Highly valued” will become those who will serve for next to nothing. All schemes start like this; they promise the elite in small manageable numbers but you end up with the less than ordinary in multitudes. Just a thought.

        I don’t think U.S used mercenaries at the peak of its power? Now it does use them in ever increasing numbers. Romans relied on Auxilia when it became hard to recruit their own. They had this trouble because Romans became to lazy and rich. They even settled barbarians inland and gave them land to shield the provinces from invasion. In late Empire Auxilia tended to rebel a lot, turning acquired knowledge against their benefactors.

        We canceled mandatory military service (somewhere EU) ten years ago and it has a deleterious effect on morale and patriotism.

          They both folded without a fight.
          There is the South Korean Army.

            Dumb reply. Russia had been pouring logistical aid into North Viet Nam during the war and after the NVA had been run out of the South by late 1972. For three years afterward, Russia continued to pump supplies into the North, as the North, like the South, Had little in the way of manufacturing their own supplies. When the US pulled the rug out from under the South, the North rolled over them.

    If they really do have high demand skills. I am in favor of the new rules. The problem with most illegal immigrants is that they have no skills and low IQ’s.

    The Romans started to recruit a lot of Germans to serve in the Roman Army at the end of their country’s existence. The Teutoberg Forest was the undoing of 3 Roman Legions. Led there by a German who was thought to be loyal to Rome. …It has happened to our forces already (to a small degree). My High School teammates’ son fought for his life when the Afghani soldiers he was patrolling with turned on him and the other Americans. ..When it was over all of the Afghans were dead and only two Americans were alive. My friends son and another American soldier. Both very badly wounded. My friends son has had many surgeries and is handicapped for life. He was shot 5 times in the lower torso and pelvic area with an AK-47.

    This means intelligence support roles with data analysis and COMINT interpretation which is about the last place you want to be promoting from outside the community.

    The problem is, whites form something like 16% of the world population but, especially after playing Arsenal Of Democracy for two world wars and a host of minor Cold War skirmishes, ‘our reputation exceeds our resources’ and thus we find ourselves crashing the other 84%’s parties to get access to whatever they’re sitting on, _and they don’t look like us_.

    Hitler met his doom because 18 of 26 key strategic minerals were outside Germany’s boundaries, even back when she was the Austro Hungarian Empire, and the international banking system simply wouldn’t let him trade an admittedly worthless currency to buy the kinds of (tungsten, chromium, molybdenum, nickel, oil, rubber etc.) stuff he needed to make his NASDP worker’s paradise and build an army at the same time.

    Nor was the direct barter trade system he proposed acceptable to a bunch of capitalists, go figure.

    We are in the same boat with organizations like TRADOC also increasingly looking at providing trained manpower for ‘interagency and intergovernmental support roles’ as the State Department hasn’t got the same recruit base and the U.S. is looking to be increasingly out of the Ground War business anyway.

    This Retief Unbound approach is doomed by the recruit base /quality/ as divergence of mission goals however within two communities separated by Ivy League miles and yahds.

    It will certainly force us to use more local help to do all our fighting (mind you, I am actually all for this because, unlike many, I realize that ground power need only act as an attractant and fixing agency for threat ground forces which can either react to their presence or be left behind. If they do the latter, they don’t eat and go home. If they do the former, a smart bomb a day keeps Allah hip deep in martyrs. See: Northern Alliance and Specwar with JDAMs and Satcomm radios kicking the crap out of the 90% Afghan occupied Taliban…).

    However; just like using ethnically loyal Asians is a really bad idea when it comes to designing weapons systems we don’t want to end up in the hands of China or the DPRK; using Gen-0 foreign born speakers for key intelligence analysis and on-ground contacts is a bad, bad, idea because it encourages top-rot with GIGO filtered analyst data instead of immediate and experienced operational opinion. Even as it also invites infiltration with subversion as a direct intent vice old-neighborhood allegiances.

    The one key factor here seems to be that DLIFLC is upping their course ratings to the point where you have to be a pretty serious (collegiate level) cultural as well as language student to graduate (and this includes foreign speakers ‘going the other way’ as a form of indoctrination in Army Think) which should filter the least of the worst out.

    But the best of the worst could still make it and potentially form a real problem.

    Particularly if this integration proceeds to an operational level with all that we have left which will be SOCOM and the Marines.

    Hispanic SOF looks enough like Arabs and Persians and Pashtun to pass for local. But Hispanic SOF are already assigned to SouthCom and other (Central/South American) related regional commands and their language training reflects this.

    One of the reasons why we didn’t crash the mosque ratline system in Iraq to crush the sectarian crap coming out of Iran was that a pale face with a big beard is still a pale face in terms of total complexion and bone structure etc. and as soon as they stand out, physically, they will be subjected to untenable scrutiny and interaction at a personal level.

    This ‘not like us but we’re not sure who…’ condition works both ways however and is one of the reasons why people who should know are REALLY WORRIED about our Southern Border.

    Indeed, if you start opening the ranks to let in Kit Carson converts, you could end up with something like the Awlaki-Hassan connection **At a professional level**. Where the close interaction of troops and general degree of trust within the closed community of the military would make it very much harder for the FBI to monitor two guys jus’ jawin’ in uniform.

    Whether this is deliberate as a national counterintelligence strategy from the likes of Iran or something which happens naturally as culturally similar people band up the same way NASCAR or MMA fans do, doesn’t matter (although, it should be said that, after his interaction with Awlaki, Hassan did everything he could to separate from the military based on what he heard as a psychiatric councilor coming from returning soldiers as well as on self-perceived notions of religious discrimination which included getting his car keyed for 1,000 bucks worth of Wanna-go-home.).

    However it happens, when two men who are natively-isolated from the mainstream military get together it can form the basis of a cell or ring based conspiracy with the capability to do operationally significant, damaging, things.

    And that’s without help from higher with their own agendas as wish fulfillment.

    As our military becomes more diverse (queers, minorities, transgendered, illegal immigrants, women, etc.) we keep hearing about “modern war” and the need for more “special forces.” “Special forces” is predominantly white, and, consequently, the only organization of our military that is still top notch and capable of defeating any enemy in the world. It’s no wonder why Obama is not committing troops to Syria/Iraq. Does anyone think the ever evolving “rainbow armed forces” would be able to stand toe to toe with the Moslem scum?
