PA Attorney General Is Probing Cheating at Philly Schools

The Pennsylvania Attorney General’s Office is conducting a criminal investigation into allegations of widespread cheating among teachers and principals in Philadelphia schools, according to people with knowledge of the inquiry.

State prosecutors acted after receiving information from the state Inspector General’s Office, which launched its own investigation in 2011.

News of the criminal probe, which one source said involves a grand jury, comes as 138 educators have been implicated in a citywide scandal. The revelation comes a day after three Philadelphia school principals were fired for alleged cheating. The School Reform Commission removed the principals as of Friday, and officials said further investigation and more discipline was to come.

Allegations of cheating in Philadelphia schools first surfaced in 2011, involving 53 district schools and three city charter schools.

In recent years, testing scandals have erupted in Washington; Cincinnati; Baltimore; Detroit; Houston; Los Angeles; and Newark, N.J., among other cities.

Since 2009, cheating has been confirmed in 37 states and Washington.

The Philadelphia scandal has drawn comparisons to one in Atlanta, where last year a Fulton County grand jury indicted 35 educators, including Beverly Hall, a former school superintendent. The allegations touched at least 44 schools.

The testing scandals have fueled a debate over using high-stakes classroom tests to judge the performance of teachers, administrators, and schools. In Atlanta, some teachers who cheated blamed extreme pressure to meet district goals.

Robert McGrogan, head of the union that represents Philadelphia school administrators, said he does not condone cheating under any circumstances. But, he said, during the years of the alleged cheating, the district was a pressure cooker.

“Do you know how many of us sat in meetings with our bosses and were told, ‘You have to bring your scores up’?” said McGrogan, a principal at the time. “There was no how-to book given to us.”

Supervisors warned principals that if they did not meet state standards, “you’re not going to be a principal next year,” McGrogan said.

On Thursday, the SRC fired Deidre Bennett, Michelle Burns, and Marla Travis-Curtis.

Bennett was principal of Cassidy Elementary, but had been a teacher leader at Huey Elementary. Burns, the principal of Kensington Urban Education Academy, had been principal at Tilden Middle. Travis-Curtis was principal of Lamberton Elementary.

The 53 schools that have been investigated for possible cheating—one in five of all district schools—come from every part of the city and span every grade level. Some had been labeled “Vanguards,” a Philadelphia School District designation for its highest-achieving schools, and one that gave them flexibility in curriculum and budgeting.

    The same type of people pulling the same cheating scams for the same reason as the big Atlanta cheating scandal a few years ago. The funny thing is that these “educators” are exactly correct in that the only way they can close the gap in racial test performance is to cheat. No matter how you squint or turn your head the Emperor of Equality has no clothes and all the wishing and cheating in the world won’t make it so.

    The frightening thing though is there is still another way for them to bring the scores close together and that is to pull the white race down to their level though demonization, demoralization, violent intimidation and race mixing, which is exactly what they are doing.

      I dont think so. The reason that blacks tend to have cheating scandals is because black families put such a high emphasis on academic achievement that the young blacks face an extremely competitive environment. No matter how much they work,no matter how much they achieve, it may not be enough. The reverence for learning goes all the way back to Africa. Black scholars were respected,learning was glorified. Look at the Kenya terror attack. When the black soldiers were sent in to secure the mall,yes they took some things,like clothing and food. Things they didnt have! And some stores were sadly damaged. But you’ll recall the BOOK STORES were completely untouched! That reverence for books & knowledge!! Todays blacks carry on that tradition of the pursuit of knowledge.When the pressure is too high,they sadly cheat.

        I agree with you a hundred percent Sir, but I have to add this. During the Jim Crow period, black teachers did have a high position in the black community that existed then. Once Jim Crow was destroyed, the black community ceased to exist. What you have now is just chaos with blacks. They’re done.

            Orchestrating a school that is majority White and a median IQ of 120 should be a seamless effort for the administration. In fact, the school could almost be self-instructed by the students – similar to the Montessori program and theory where pupils are given the responsibility of organizing and completing their own work with minimal help from the facilitators. This should be the easiest situation for any principal.

    I, at the age of 68, have had my fill of all of the excuses we are expected to accept regarding the actions of the negro. I paid my dues as an American. Started working at the age of 12. Served four years of active duty and 26 years in a reserve component of the US military. Endured 30 years in a big city fire department, spending most of the years in the hood. Paid tuition sending my kids to Parochial schools, not expecting a tax break for not utilizing public schools. Oh yeah, private school students in my city were not eligible for student discounts on the mass transit system.

    In spite of the above, my government considers me and my family as racists and “privileged characters”. I have had Affirmative Action and Section 8 jammed down my throat. I was subjected to the Knock-Out game from three black teens when I was 13. I have always bent over backwards to be friendly and respectful to black folk, but none of that counts. My widowed mother was subjected to block-busting in 1963. The reason I and millions of others have faced all the aforementioned harassment is because we were born white.

    Now, to add insult to injury, well paid American educators in our formally great cities are resorting to cheating to make the numbers look good. Do they realize they are harming the children under their care? I wonder if third world countries resort to this disgusting practice.

    I sincerely believe the one and only problem affecting a particular ethnic group in the US can be summed up in two words…Intelligence Quotient.

            Not in my opinion, desegregation has created the out of control downward spiral that American education is in now. If we continue with this radical egalitarian experiment on the current path then the whole system will obviously crash. Already school districts with heavy NAM student populations are seeking to do away with High School physics, chemistry and similar courses as they are judged to be only of interests to whites and Asians. You simply can’t have an effective national school system that serves to keep our people globally competitive if you drag everything down to the level of the worst students. Segregation is the answer to improving the safety and quality of our schools.

            Nor in my opinion does it have to be the complete racial segregation of America’s past. There could be merit based segregation of the type that is already used in school systems that have magnet programs sharing the same building as the regular high school. The problem of course for a white nationalist is that this inevitably abandons a certain percentage of whites to what will be at best a useless third tier education and at worst a physical danger. Yet for many whites students living in heavily minority areas this is already their fate.

            The truth though is that school systems like other government organizations across the nation, even in areas with few minorities, are infected with way too many NAMs. These people in coalition with foolish white leftist will destroy any real reform effort. That really only leaves the same three options that whites have used my entire life to avoid the chaos: 1) Relocate to a heavily white school district and pray the government doesn’t destroy it with Section 8 and public transportation links to the urban areas; 2) Home School and face constant harassment by the local school district and 3) Private School and take the double hit of private tuition payments and local taxation to support the school systems that you have already abandoned.

      And then they will go “teach” or “principal” or “administrate” some place else.

        They’ll pull the credentials of the teachers and principals — they’re not passed around like they were in the old days b/c of the child abuse scandals and massive payouts ($30 million in my district this year for ONE case — and that’s only 1/3 of the settlements).

        The school district also needs to show the taxpayers and public that it “means business” — hell, I have to sign multiple affidavits stating I will not give kids test answers. There are teams from the testing company that go around checking classrooms during testing to make sure strict protocol is being followed. ETS ( the company that handles the tests) uses computer programs that flag test sheets that have suspicious erasures or too many coming from the same area with the exact same answers. This is how most of the cheaters have been caught.

        Now, all “pulled” credentials go into a national data base/black list. All teachers are fingerprinted to prevent child abusers and others fired for “moral turpitude” from getting new credentials under different names (as has happened in the past). Ditto for the cheaters.

        IOW, they’ll be tossed under the bus (I am not justifying what they did but I well understand the tremendous pressure teachers are under to raise test scores, and the impossibility of doing so).

        It is those above the level of principal who will be protected or, if attention is called to them, allowed to retire WITH their pensions.

        And everyone on the inside knows it.

        Black administration in its purest form consists of wearing expensive suits, driving a flash car, attempting to “mentor” the younger teachers all the while bee-bopping around and mouthing platitudes that they picked up from the last Federal education program packet that landed on their desk all the while keeping a sharp look out for things to steal. It is a perfect make believe world: administrators pretend to know how to administer and manage teachers who pretend to be trying to teach students all for the benefit of kids who would rather be anywhere else.

          • I haven’t had a steady job in almost 8 years. It feels great. I do some woodworking, machining and welding out of the house, which brings in some money. I can not imagine wanting to go somewhere to work every day. I used to do that, and it left me with a blood pressure of 175/105 when I was 30.

      Rather than accept it for what it is, which is pure hogwash, they prefer to play make-believe that the only difference is skin color, even in the face of proof that all people of color out perform blacks, and they do that in varying degrees depending on their race.

      I would suggest the politicians give monetary help in setting up trade programs, but I know blacks still couldn’t employ enough discipline and brainpower to do any better than they’re doing right now.

      I’m just wondering how long these black dregs can continue to blame “white privilege,” racism and systemic racism for failing at everything they try and for their inability to learn the fundamentals of education in grade school.
