Racial Divide: Minority Students Face More Discipline, Data Reveals

Black and Latino students across the United States are far more likely to be suspended than white students—and far less likely to have access to rigorous college-prep courses, according to a sweeping study released on Tuesday by the U.S. Department of Education’s Office of Civil Rights.

The trove of data, collected from 72,000 schools serving 85 percent of the nation’s students, revealed tremendous disparities in the public school experiences of minority and white students.

Some of the most striking findings involved discipline: one in five African-American boys—and one in 10 African-American girls—was suspended from school during the study period, the 2009-10 school year.

Overall, African-American students are 3-1/2 times more likely to be suspended or expelled than their white peers. And 70 percent of students arrested or referred to law enforcement for disciplinary infractions are black or Latino, the study found. {snip}

Academic opportunities also vary widely by race. Among high schools that serve predominately Latino and African-American students, just 29 percent offer a calculus class and only 40 percent offer physics. In some school districts, those numbers are even more glaring. In New York City, for instance, just 10 percent of the high schools with the highest black and Latino enrollment offer Algebra II.

U.S. Education Secretary Arne Duncan was careful to say that his department is “not alleging overt discrimination in some or all of these cases.”

But he said he hoped the data would prompt soul-searching as educators across the nation confront inequities.

“In the big picture, this is really about self-analysis,” Duncan said. He urged teachers and administrators to “look in the mirror, at the good, the bad and the ugly, and figure out what’s going on.”

That may be easier said than done, said Kevin Welner, director of the National Education Policy Center at the University of Colorado at Boulder.

The data hint uncomfortably at crude assumptions and enduring stereotypes about “who should be in school, who should be preparing to go to college, who can learn”—and “many of those beliefs stem back from before you or I were born,” Welner said. “That’s hard to change.”

Other studies over the decades have found similar racial disparities in student discipline and academic opportunity. But the new report, which Duncan is scheduled to release today in an event at Howard University, is more detailed and comprehensive than most. (The data will be published online here.)

It breaks down the national data district by district and school by school. And it looks at racial disparities in realms as varied as access to pre-kindergarten programs; success in Advanced Placement courses; and the use of physical restraints on students with disabilities.

  • When I was in grade school in the seventies, without exception the worst behaved kids in my classes would be black kids.  Most black children aren’t sent to school to learn, and they resent being there because they do not want to learn.  And they are not disciplined harshly enough.

  • So this article basicly says that whites and asians who talk in class are not disciplined as much as the blacks in the case of google (11yo gang rape CLEVELAND TX). The only one that was not black in the gang rape was the victim.

    That they are far more apt to engage in criminal conduct obviously isn’t a consideration for these far left fools.  Instead they turn widespread miscondict by these people into being the result of bias.

    What they’re too dense to realize is that by merely pointing out misbehavior and criminal conduct by these non-whites….but mostly black….they’re telling the world that blacks, and, to a lesser extent, Hispanics, are close to out-of-control.

    Yes, there is a disciplinary disparity between those two groups and whites, so why isn’t something being done to reign them in more?

    I’m wondering if these government goons want to discontinue discipline for black trouble makers.  In the end it will hurt them, because when they get out of school, they’ll go to the slammer for what they do instead of the principal’s office.

    Does it matter to the geniuses at the fed that they can’t do any kind of math but basic arithmetic, and many of them can’t even do that?

    I’ll be really glad if this economy continues to go south, causing drastic cuts in funding so these nonsense expenditures by the feds and academia won’t occur,  because the money won’t be there.  In fact,  I hope the PC training centers have to delete nonsense courses like women’s studies, white studies, and blacks studies and lay off the retards who claim to be “teaching” them.

Well, no kidding that’s because they act up more in school and cause more problems any teacher even black and hispanic ones (if they’re honest) will tell you that. They also don’t take their studies as seriously as white students which would explain the “rigorous college prep” complaint? We have been hearing this constant whine of “inequality” for years now as more and more and more tax money is spent with little to show for it. Of  course every thing has to be chocked up to “inequality’ because, Lord knows we wouldn’t want to accuse black and hispanic students of being part of the problem. Can’t have that. If course Asian students don’t ever seem to have a problem with “inequality” in their school studies.

    Either U.S. Education Secretary Arne Duncan does not know what is going on, or he pretends not to know. Teachers and administrators of black and Hispanic children know what is going on, because they see it up close every day.    
    If U.S. Education Secretary Arne Duncan wants to get a better idea of “what’s going on,” I suggest he send his children to D.C. public schools. I am reasonably certain his children go to private schools with very few if any blacks and Hispanics.

        He WELL knows what’s going on in urban schools; I strongly suspect he’s read all of Charles Murray’s works and knows the problems are intractable and due to low IQ and inherent behavioral issues.

        There’s too much information out there and has been for 40+ years for types like Duncan NOT to know the scoop. Too many expensive programs have been thrown at this same problem with no results.

    Furthermore, I bet most of the students in those advanced classes that those relatively few heavily black and Hispanic schools offer are white or Asian.  If not that, then I bet course title inflation is coming into play, where a class has an advanced title and nothing more — It’s an epidemic in black schools.  Oprah (of all people) exposed that fraud.

    It’s a more detailed and comprehensive way of telling us what we already know but is too much the taboo for polite conversation in Official America, that blacks and Hispanics are more violent, more boisterous and have lower IQs, which has consequences in the racial differences in academic achievement and suspensions and on campus arrests.

  • This clearly shows the lack of parental discipline at home and in school. Back in the day when I was growing up. If you got into trouble in school, you got into trouble at home.  As far as academic offerings are concerned, the majority of the students attending those schools are not ready for Algebra 2, which is why it is not offered.

      Good point! It all begins in the home. But the home life of far too many Blacks (Mexicans too) is chaotic and strife-filled. Black families are sadly torn apart (e.g., absent fathers, welfare mothers, drug addiction). Additionally, as a whole, Blacks have simply never seen the importance of education – and neither is the intellectual or academic realm stressed in their families in the way they are among White and Asian families. As a people, one does not look at Blacks and admire how disciplined, studious, and law-abiding they are – unless, of course, it’s DWL’s!

  • They face less discipline than they merit. Because if 90 percent of the people suspended, expelled or remanded to the police for major crime were blacks and browns that would be “rayciss.” Their crimes get covered up constantly.

    On the flip side of that backside-covering coin, any time a White breaks the rules it is Zero Tolerance. Those rules were put in place to take the heat off of degenerate, criminal non-Whites.

      A “racist” teacher would make a better teacher of blacks.  Imagine a race car driver who intentionally denies that a different model car is different, and drives it the exact same way as all others.  He would end up in the ditch.

      An “anti-racist” teacher, perpetually denying human nature, would never figure out how to teach black kids.

      A “Racist” teacher would quickly figure out the blacks need discipline and structure, and act accordingly.

      It gets truly weird if Blacks start to wake up to the Marxist “anti-racist” overlords, and realize the “anti-racists”: are “anti-Black”, and “anti-human” everything.

    I had to laugh last night when I heard this news report over the ABC-affiliate news station in LA while I was walking my dogs.
    The LA Times reports that black kids in LA are suspended and expelled more than black kids in other school districts. Ha!  Well, THAT’s a first.

    You see, the LA Slimes can no longer say that black kids are suspended/expelled more than White kids because THERE ARE NO White kids left in LA schools!! 

    The idiot superintendent of the LAUSD came right out and told us teachers: “black kids are suspended mostly for defiance, so stop sending them out of your classroom for defiance!!”

    Nice that he justified and excused defiant black behavior and gave black students carte blanche to become even more defiant.  But what does he care?  In light of all the child abuse reports out of the LAUSD lately, and calls for his resignation, he knows he is on borrowed time and it is only a matter of months if not days until the the district buys out his contract early.  “Dizzy” is one more superintendent the LAUSD has chewed up and spit out in the past 10 years (I think it’s seven).

    Now there will be fewer suspensions and expulsions meaning more black anarchy and terror on school grounds and in classrooms.  No wonder so many teachers hope and pray that black students are arrested over the weekends.

    As it is,  schools bend over backwards NOT to suspend black students — who make up nine percent of district’s students and 30 percent of suspensions/expulsions.  Considering that blacks commit 52 percent of all homicides in the US, I’d say the 30 percent figure is very low.

    It’s so simple:  blacks are disciplined more because they break the rules more.

    But that won’t stop the government from commissioning another multi-million dollar study to find out why black students are suspended so often in every single district where they’re present.  As usual, the answer will be entrenched institutional racism.

    Blacks will never ever be held accountable for their own behavior.  More proof that they don’t belong in a First World society.

      Very interesting. So, the libtarded media in all it’s confusion thought of doing it that way, huh? Obviously they don’t want to state that blacks in LA are suspended more than Hispanics. Much like all the black-Hispanic fights in school. Even if they have the balls to identify the two groups, they won’t dare label Hispanics as committing racist hate crimes.     I have taught large groups of blacks and hispanics, along with low-class whites you start acting out.

    Basically, you do have to act like a drill seargent.    Believe it or not, blacks are in fact entirely teachable.   It’s just that the current “education degree” of colleges leads to a soft discipline style, completely unsuited for blacks.

    Blacks require a strong hand, with unquestioned dominance, and firm rules.  Favoritism is also helpful, as it encourages the other blacks to get on your good side (as you quell any rebellion by the unfavored with a strong hand).

    If we could only get Education Degrees to have separate classes for how to teach groups of blacks.  Blacks will never achieve on the level of whites, but we can at least put some structure back in their life.

    Think about it:

    The irony is the “Racists” make better teacher of blacks than “non-racists”.  If you recognize the racial differences of blacks, you can learn how to teach them better.  I liken blacks to a different model of car on the racetrack, which you need to drive differently.

    Everybody says there is this RACE problem.

    The problem is that the drivers don’t understand THE CARS.

  • We NEED audio & video recording of what takes place in school class rooms, hallways, and play grounds. Parents have a RIGHT to know what is happening to their children — to see and hear who is  bullying, teasing, humiliating, or threatening them.

    If your neighborhood shop & rob has video & audio recording to protect their merchandise, we should DEMAND it to protect our kids!
