Judge Blocks New Rules for Licenses, IDs in Texas

A judge has blocked the Texas Department of Public Safety from enforcing rules that prevent immigrants from obtaining driver’s licenses and identification cards.

Judge Orlinda L. Naranjo ruled Thursday that the department acted outside its authority when it adopted rules that deny cards and licenses to people with visas valid for less than a year.

The Mexican American Legal Defense and Educational Fund had sued for a temporary injunction on behalf of five immigrants and a Lewisville landscaping business that employs seasonal foreign workers.
