Second Teen Arrested in Attack on Councilwoman

Baltimore police arrested a second teenager they say assaulted and robbed Baltimore City Councilwoman Rikki Spector.

A 13-year-old boy was taken into custody at a family member’s home around 1:30 a.m. Sunday. Police said the teen has seven prior arrests, including for carjacking, robbery, armed assault and drugs.

Police said Spector was attacked Friday morning as she was getting into her car in a parking garage at Harborview in south Baltimore.

“The both of them pulled the car door open, I was holding on to the steering wheel and they busted me in the face pulled me out and threw me across the garage,” Spector said.

Investigators said two teenage boys assaulted the councilwoman and threw her to the ground. Police said the boys drove away in Spector’s car but the garage security gate stopped them from leaving in the vehicle.

“It’s a secured gate, I had the fob in my hand and they were looking to come get me to get them out,” Spector said.

A 15-year-old boy was arrested at the scene, but the 13-year-old boy managed to get away until Sunday morning.
