Going Without Water in Detroit

A family of five with no water for two weeks who were embarrassed to ask friends if they could bathe at their house. A woman excited about purchasing a home who learned she would be held responsible for the previous owner’s delinquent water bill: all $8,000 of it. A 90-year-old woman with bedsores and no water available to clean them.

These are the stories that keep Mia Cupp up at night.

Ms. Cupp is the director of development and communication for the Wayne Metropolitan Community Action Agency, a nonprofit contracted by the state of Michigan to work as a human-services agency for Detroit. In August 2013, with a $1 million allocation, Wayne Metro became the only program to assist residents with water bills. Ms. Cupp quickly learned that this was “by far the greatest need.”

In January alone, Wayne Metro received 10,000 calls for water assistance, many of them referred directly by the Detroit Department of Water and Sewerage. It supported 904 water customers over 10 months before exhausting its funding in June. Ms. Cupp said Wayne Metro still gets hundreds of calls a day from residents. But it has no way to help them, and nowhere to refer them.

Detroit borders the Great Lakes system, containing 21 percent of the world’s surface freshwater. The lakes are the source of the city’s water supply, but a growing number of residents can’t turn on the tap. Over the past three months, the water department has conducted an aggressive shut-off campaign to get more than 90,000 customers to pay $90.3 million in past-due bills. Between March 25 and June 14, 12,500 Detroit customers had their water shut off.

The average monthly water bill in Detroit is $75 for a family of four–nearly twice the United States average–and the department is increasing rates this month by 8.7 percent. {snip}

A local news investigation revealed that Joe Louis Arena, home of the Detroit Red Wings, owed $82,255 as of April. Ford Field, where the Detroit Lions play, owed more than $55,000. City-owned golf courses owed more than $400,000. As of July 2, none had paid. Mr. Latimer said the Department of Water and Sewerage would post notice, giving these commercial customers 10 days to pay before cutting service. But he did not say when.

And in the meantime the city is going after any customers who are more than 60 days late and owe at least $150.

The department reports that 60 percent of its customers pay in full or begin a payment plan within 24 hours of a shut-off, and water service is reinstated. Mr. Latimer said that this proved that many could afford their bills, and simply weren’t paying them.

Ms. Cupp said that the average bill for the residents Wayne Metro has helped was $1,600; she saw one as high as $10,000. The water department’s standard payment plan requires at least a 30 percent down payment. {snip}

The department went on the record with local news organizations last week, saying that it would introduce a financial-assistance program on July 1 in partnership with a nonprofit, the Heat and Warmth Fund, and would use more than $800,000 in funds collected through 50-cent donations on monthly bills.

This was good news, but the announcement was premature. On July 1, a representative for the nonprofit said the program might not be operational until August. {snip}

Mr. Latimer said that mass shut-offs were the only way to find the shirkers: Those who can pay will do so quickly. But their neighbors are left to fill jugs of water at the homes of friends or at fire hydrants to meet basic needs. Even for a city that has grown accustomed to limited city services, like streetlights and police response times, this is a new low.

“I’ve seen water problems in poor countries and the third world,” said Maude Barlow, the board chairwoman of the nonprofit Food and Water Watch. “But I’ve never seen this in the United States, never.”

        They do steal Air Jordans. I bet the biggest wasted money pits for blacks involve services or illegal goods, such as getting their hair/nails done, or buying drugs.

        These are things that cannot easily be stolen (though I’m sure some blacks manage it by running away without paying their hairdresser or stealing from their drug dealer).

      I’m with you in spirit. I live in Michigan, but sip from my private well. And, I didn’t vote for Obama. On the bright side, today, a local started a sidewalk “impeach Obama” campaign/petition. Yeah!. But I reckon I will be one of the dummies put on the hook for that Detroit mess. Michigan should modify the “Say yes to Michigan” campaign: make it a “Back to Africa” campaign. I would contribute to that!

      Yeah, the communiteh ackivist who said that the corporations were also not paying their bills was right. I was initially surprised, but it took only a moment’s recollection about the times when cash has been tight for clients and businesses. When a business, or in this case a city, is in financial trouble, it is actually more difficult to get even solvent debtors to pay their debts. Paying one’s debts has an aspect of building goodwill with the creditor, and if the creditor is at risk of going bankrupt, or in this case is bankrupt, maintaining goodwill is not as necessary, and debtors would rather pay other bills first, and then see what kind of deal they can make with a desperate creditor.

      Yes, there is free water in the lake. However it is still necessary to maintain the distribution system. The demographics of the city’s water and sewer department match the demographics of the rest of the city. When an organisation hires low productivity blacks, but still has to pay them like high productivity whites, one of two things happens. Either the price of the good or service has to go way up or the quality of the good or service has to go down. In this case, it is a combination of both.

      Anyone reporting this story should be looking around and asking Detroit residents who have had their water cut off how they can afford tattoos, cable TV, 60″ flat screens, smart phones, drugs, booze, hair extensions, acrylic nails, etc.

      Fact is, these slackers and freeloaders think they have an Absolute RIGHT to all of life’s luxuries paid for by White taxpayers.

      That’s why there is going to be violence, and a lot of it, when the EBT cards stop working.

        I’ve given this some thought and have come to the conclusion that the EBT cards will never stop working. The gubmint knows what kind of hell would be unleashed all across the country once these parasites cain hab dare fry chickin and mac’n cheez. The problem will likely occur when the cost of chicken rises to $16.99/lb and LaShondra’s card empties out on the tenth of the month. In other words, like everything else that’s happening in this economy, it’s going to be an extremely s l o w burn.

      June’s bill for utilities here was $43.78 for electricity and $22.35 for natural gas. The water is part of our homeowners’ association dues, and so $215. Added to that, we paid about $75 for local telephone and high-speed internet service. No Oogabooga-phone here.

      These critters are just parasites.

      The $75 figure is for a family of four. She probably has more than three kids, or she’s letting her whole family (siblings, aunts, uncles, mom, etc) live with her without them contributing to the water bill.

      Still, it’s an incredible debt to rack up.

        I lived a lot closer when I was in Hyde Park. There are some nice things about living close to the lake, but they’re outweighed by “cooler near the lake” in spring and autumn.

      There’s a stream that runs right behind my apartment complex, sometimes the neighbor kids play in it.

      Water is included in my rent. But the complex has a laundry room…and we have cards that we put money on to operate them…have to pay to use *their* water.

      I live in “the land of 10,000 lakes” and the same thing would happen to me. My water bill is included in my rent, though, so I can’t miss it without also missing rent, which would be a bigger problem.

        The real lesson here is that the majority of American blacks are simply incapable of taking care of themselves. Even if they have sufficient money, they don’t have the intelligence or capacity for long-term thinking that would enable them to organize themselves sufficiently to function in modern technological society. For centuries they relied on whites to run things for them. Fifty years ago we decided to let them run their own lives. The evidence is now in: most of them are just not capable of doing so. We need to get them back under control.
