Wellford Mayor Sallie Peake Defends No Chase Policy

The Mayor of Wellford is defending her policy which bans police officers in that city from chasing suspects. Sallie Peake says the policy also includes vehicle chases along with pursuits on foot.

A memo issued on September 2nd from Peake to all Wellford officers reads:

“As of this date, there are to be no more foot chases when a suspect runs. I do not want anyone chasing after any suspects whatsoever.”

WSPA first reported the mandate on Wednesday after an anonymous citizen faxed a copy of the memo to our newsroom. Peake was out of town and unavailable for comment. On Friday, reporter Chris Cato caught up with her in her office and questioned her about the origin of the policy. Peake says she issued the mandate because several officers have been injured during chases, driving up insurance costs for the town.

She says the city is paying out $20,000 annually in workers’ compensation claims, much of it due to the police force. In July, two officers wrecked their cruisers while chasing suspects and had to go to the hospital for minor treatment. The police chief says three officers have been injured during foot chases in the last two years.

Spartanburg County Sheriff Chuck Wright says the policy prevents police from upholding the law—a direct violation of their constitutional oath.

But when we asked Peake about her order impeding an officer from stopping a crime in progress, she became defensive and irate. The conversation went as follows:

Reporter: “Are you telling your officers if they witness a crime—they witness someone commit a crime on someone else and they’re ten yards away—they can’t go stop that person?”

Peake: “Is that in there?” (referring to policy)

Reporter: “It says no chases whatsoever.”

Peake: “Well, that’s what I said, no chases, didn’t I? I didn’t say nothing about a crime. If you see a crime, this that and the other -“

Reporter: “Well, that’s what a chase is—”

Peake: “Well, I told them no chase on foot, and (the police chief) know exactly what I mean, so you’re trying to twist what I -“

Reporter: “No, I’m not. You said no chases. No chases means no chases.”

Peake: (claps hands) “You got you a story, thank God! You are so sweet! You got you a story on a woman in Wellford! Hallelujah! I’m so proud of you, Mr. Cato!”

Probably because most of her officers are obese black and hispanic women courtesy of affirmative action policies.

You should see the 42 percent hispanic police officers now lumbering around Los Angeles. I saw a pair at McDonalds the other day who could hardly squeeze out of their car.

The PD has hired nothing but hispanics for about 10 years now. You should see these guys, all about 50 pounds overweight at 25 and 75 pounds overweight at 30. Their sheer mass might help them subdue a suspect, but I can’t see them running much or jumping a fence or climbing stairs to a 3rd floor apartment, or even getting out of their cars fast enough to catch a suspect.

Their obesity will of course entitle them to retirement around 45 with full salary on the grounds of their diabetes, blood pressure, heart and vascular problems blown out knees, hips and backs, foot problems and other problems caused by their obesity.

There is an old conspiracy method on how to conquer a country without warfare. One of the stages in the conquest is to see to it that only the incompetent and unfit are appointed to government offices.

I don’t buy the excuse that it’ll save insurance money. The reason is that fleeing suspects on foot will be to blame for any damages caused in the chase; no random selection of 12 people in South Carolina’s upcountry would find for the suspect. Therefore, insurance costs would not decrease, because insurance costs are based on risk of use.

The reason is race. She doesn’t like white cops arresting black suspects.

I just finished watching the video and think it’s great.

I wish the whole world could watch a borderline imbecile attempt to organize and arrange the impulses masquerading as thoughts that originated in the cavity that a brain is supposed to occupy and then listen to the resultant muddled mess of Afro-verbiage that is the end result.

I think at the very least our weave-wearing public officials ought to be able to link subject to predicate in a simple declarative sentence. Don’t you?

This black female mayor is a classic example of incompetent mentality. Who ever heard of a superior ordering police officers not to pursue suspects on foot? This is not only dumb, it’s beyond belief!

Wellford, SC is right next door to the city of Spartanburg notorious for it’s high crime rates. “Sparkleburg” as many local whites like to call it is heavily black, but then again the state itself is thirty percent black anyway.

We were even treated to some black theatrics by the mayor. The reporter should be greatful though that it wasn’t a northern black female because he might have had to physically defend himself as they are quite confrontational.

Then towards the end of the video her southern sensibilities must have taken hold and proceeded to politely insult the reporter to his face with that “bless your heart stuff”.

Lots of examples down here at local and county levels, there’s just too many of em’ after all, it’s the south- nuff said.

If whites DID vote her in, then they deserve what they got. I hope she stays in office and makes other decisions just as idiotic, and the unfavorable repercussions that will come from her ineptitude disproportionately effects the whites who supported her.

I attemped to watch the video of the Channel 7 news reporter’s interview with Sallie Peake, but due to some computer issues it was broken up and exhausted my patience. But I USED TO BE well grounded in the demographics and political/cultural sensibilties of the people of Upstate South Carolina from a prior career that involved extensive business travel in that region from 1990 until 2002. Now, from this computer keyboard it truly boggles my mind how this third rate caricature of Maxine Waters ever advanced beyond dog catcher for the Municipality of Wellford, SC.

Couldnt be any further from the truth. This has nothing to do with race, this has to do with the city being 50% black and they voted in someone they knew would give them whatever they want.

I would love to see a major insurance company tell its policy holders in this town that if the police are not allowed to do their jobs, then we will not renew auto or homeowners insurance. Let one or two insurance companies do this and watch the story go national. Who knows, this idiot woman might be backed into a corner and have to reverse policy. Then again, demanding competence might be construed as “rayciss”.

Although I only have a basic grasp of American politics, I understand that a Mayor is elected by the people from a group of candidates offering their services for the position. May I then assume that other candidates in this case were less lucid, more patronising, less knowledgeable and forthcoming than this incumbent who appears to be mentally challenged. Could it be that Mayor Peake was pulled at random from a crowd of complainants outside some fast-food outlet demanding their money back on the grounds that their coffee was too hot or something equally trivial. The video was amazing and surely will lead to queues of reporters attempting to better this Kafkaesque response to a few simple clarification questions and just has to be prime ‘YouTube’ material. Pity there was no mention whatsoever about the nature of these injuries and how come they resulted in paying out insurance compensation although $20,000 per annum does not seem to be excessive for an entire city-wide work force, not just police. Miscreants leaving a crime scene at anything faster than a gentle trot will have a field day and defence lawyers can always claim their clients were only caught because the arresting officers disobeyed the Mayoral injunction and so move to have the case dismissed!

Reading the original article and listening to the interview, “I know you’re going to editor this.”….Tells you all you need to know.

Yesterday I got a pre-registration call from a hospital asking for information about a test my husband is scheduled for. It went like this: “I need to axe you a couple questions,” (snip)
“He doesn’t have any metal clips or a pacemaker, do he?”

I always stop them and pointedly repeat what they ask me, using their words and then say, “AXE?? Oh, you mean ASK.” And, “DO HE?? Oh, you mean DOES he?? No, he DOESN’T.”

We’ve come to just ignore their ghetto-speak showing their ignorance, which is the opposite of what we should be doing.This pseudo-mayor is a laughing stock, and will be ridiculed out office if only by the local police at next election.

I too, just finished the video. I cannot believe this idiot is the mayor. But then, considering all things, the policy is mandated protects the criminals. I would be willing to bet the majority of crime commited in her town is commited by minorities. She is protecting her own, and to Hell with public safety. Those qualifications are only important to whites. Blacks look for swagger, sassiness, and above all sticking it to the man.

Competency is the last thing on their mind. In fact I think they ENJOY seeing some bumbling, erratic, lunatic black in charge, Marrion Barry, Kwame Killpatrick, this mayor here etc so they can live the good life vicariously through their local tribal chief wallowing in corruption and flaunting their wealth and privilege.

Cops seldom chase anybody on foot. That`s what the dog is for. Weighed down with about 20 pounds of sexy and mostly useless gear, most cops give out after about 75 yards,even the few who are in shape. This will end up in more shootings, even a black teenager can`t out run a 12 guage shot gun slug.
Car chases have been out dated since the radio was invented. Helicopters, infra red seekers, chasing some scared kid 100 mph because he is out after curfew is just about as stupid as you can get. Most high speed chases involve folks fleeing because they have a suspended driver`s liscense.
Every cell phone has a camera. Nobody gets away very often. Old cops always say the same thing. We will catch him next time. Dressing up like Gestapo and SS guards and tearing down the road is far more dangerous to the public then letting some car thief go.

But if car chases aren’t allowed, then all anyone needs to do to avoid apprehension is to hit the accelerator. If their legal troubles are only curfew or suspended license, then it makes no sense for them to flee because the avoiding/eluding crime is way more serious than either ticky tack curfew or license.

As for me, I had the pleasure to going through a citizens style mini-police academy in St. Louis several years ago. Those in our group were even allowed to use the St. Louis Academy’s firearms/scenario simulator. Not that I wasn’t aware of it before, but the whole thing was a great teaching lesson. I came away with the realization that when I’m involved in something with a cop, I make life as easy as possible for the cop.

I’ll have to disagree with you Charles/#27. Cops do chase people on foot. How often can vary considerably depending on the agency and the environment. Most small town cops don’t do it very often. At the other extreme is an agency like the Border Patrol, where foot chases are a daily if not hourly occurrence. Spending most of your time sitting in a squad car is not conducive to maintaining a high degree of fitness. Neither are onerous shift work and lots of job stress, as much from management as from the street thugs. And you’re right about all the stuff on your belt. Even a young fit officer is starting the race with at least ten extra pounds of gear and trying to overcome the advantages held by a (typically) young suspect with a big shot of arenaline fueling him. Yep a bullet is faster than a runner, but you can’t shoot someone just because they’re running.
As for this joke of a mayor-I see that Wellford has a population under 3,000 and is about half black. Probably safe to say they can only afford a few officers, who get the minimum of training and equipment. Agencies that don’t offer much don’t exactly get the pick of the litter in applicants.
This pathetic idiot of a mayor is probably one of the few who ran for the office, and maybe all the town could get. And as noted in other comments, she may be what the town wants, and possibly even what they deserve. It may be that there is some justification to her concerns about officers being out on disability; if you only have two officers, losing one reduces your manpower by 50%. Or maybe she just wants to hamstring the po-leese.But in any case, a police officer takes an oath to protect the public. Pursuit, whether by vehicle or afoot, is implied in the duties. No-pursuit policies adopted by many agencies have evolved because of poor judgement on the part of some officers (nothing new) and some relatively new very counter-productive legal decisions that have discouraged pursuit, even under the most justified circumstances.

I really don’t even blame Mayor Peake. You can’t get mad at a snake for crawling on its belly. the real villians are the cretins who put this woman in office.
