Minority Populations in Suburbs Rise—And So Do Number of Segregated Schools

Racial diversity wasn’t an issue in the Osseo school district not long ago. Almost every student was white.

Twenty years ago, students of color—black, American Indian, Asian and Hispanic—numbered less than 7 percent in the northwest suburban district. Last year, that figure was 43 percent.

Osseo and other suburbs far afield from the inner-city St. Paul and Minneapolis school districts now sport a rainbow of skin colors and ethnic backgrounds, a change some accept easily and others don’t.

That may be true, but the demographic transformation hasn’t made Osseo school officials’ jobs any easier. As minority populations rise dramatically in Osseo and other suburbs, school officials are struggling to deal with the same ramifications—widening academic achievement gaps, student poverty and parental backlash—that officials in urban districts began confronting in the 1970s.

Of the metro area’s 894 suburban schools, 114 are schools where a majority of students are nonwhite. And the suburbs are home to 22 segregated elementary schools, an important indicator of the future makeup of school population. In addition, 45 schools are considered “racially identifiable,” a legal definition of segregated under a complex state rule.

Demographic changes

Numbers compiled by school districts and collected by the state Department of Education tell the story 10 years ago and now. In 1998 in Richfield, for example, whites held an 86 percent majority but now they number 38 percent. Minority enrollment in Burnsville climbed from 7 percent to 34 percent, in Hopkins from 8 percent to 28 and Bloomington from 7 percent to 36 percent over the last decade.

It’s a similar tale in St. Paul’s suburbs over those 10 years. Students of color in the North St. Paul-Maplewood-Oakdale district increased from less than 5 percent to 31 percent and in Roseville from 9.6 percent to 34 percent.

Further, that diverse student mix will continue to increase statewide, according to government demographers. In Minnesota, between 2005 and 2015, the white population is predicted to swell by a mere 7 percent while non-white populations will grow 35 percent and the Hispanic population will double.

In addition, the institute’s research shows, many metro communities and neighborhoods are segregated by race, a portent of trouble when it comes to integrating schools, said Myron Orfield, executive director of the institute and a law professor, in a 2007 study. Simply put, Orfield said, “we are a white place that is just at the beginning of this happening in the suburbs.”

A generation ago suburban school districts were so homogenous that if you had to shuffle students around to solve school crowding problems, you “just re-drew the boundary lines” with little reaction, recalled Ted Blaesing, recently retired White Bear Lake Schools’ superintendent.

But today, educators need to look at race, socio-economic status and even country of birth in drawing those lines to even out students’ educational needs.

Magnet schools are cropping up around the metro area in an attempt to mix students of various races, ethnic backgrounds and socioeconomic classes. Districts are also setting up other programs to create opportunities for kids to interact with those of different backgrounds.

Osseo: A case study

To save money in the wake of a failed levy effort last year, the [Osseo school] district took actions to cut the budget by $16 million, including relocating a magnet school from the diverse, working-class east side of the district to tony, whiter Maple Grove on the west side. Many west side parents got hot under the collar when they lost their neighborhood school, Weaver Lake, and protested loudly.

Some voted with their feet, transferring children around or outside the district, enabled by the state’s open enrollment law. Only 65 of 484 children who last year attended Weaver Lake stayed as the school transitioned from an 83-percent white neighborhood school to a magnet school with 55 percent white students.

In the process, other districts benefited. This year, Wayzata—an 81-percent-white district—accepted 125 new students from Osseo, mostly elementary-school age.

State school aid to the tune of about $6,000 follows each student, so districts implementing measures parents don’t like—including integration—are penalized.

And there are many supporters of Osseo’s magnet school, including those who like the new Maple Grove location, a larger school and plenty of wiring to accommodate lots of student laptops. The school has attracted about 150 more students to the program, including 50 from outside the district. And there’s “a waiting pool,” said Weaver Principal Gretchen Peel.

Maple Grove parent Mary Ellen DeBois, who is white, sends her three children to Weaver because she likes the math, science and technology focus and inquiry-based teaching methods that gets kids thinking and learning. “My kids come home and they talk endlessly about school,” she said.

But race doesn’t enter their conversations, she said. “My hope for them is that my kids don’t get it,” that they don’t understand “the fuss” last winter about bringing a diverse student body to Weaver Lake, she said. “My husband and I hope we’ve been successful in teaching that the color of skin is no different than the color of hair.”

Worries over behavior problems

Still, many parents calmed their concerns about Weaver Lake by sending their children to Wayzata schools this year.

Other parents worried about classroom behavior problems and vandalism accompanying east side students. DeBois, who’s volunteered regularly at Weaver Lake for years, said she hasn’t seen an increase in behavior problems.

Some parents argue, in suburban districts now and in inner-city schools so many years ago, that if nonwhites and white students have equal resources, it’s OK if their schools are not integrated.

At the grassroots level, in the classroom, Weaver Lake teacher Carol Fischer sees signs of success.

“Notice how well-behaved they are?” said Fischer, pointing to her African-American, Asian and white students. They’re gathered in diverse teams, sitting shoulder to shoulder, intent on charting the growth of monarch butterflies on laptop computers.

For these 9- and 10-year-olds, a compelling science lesson trumps race, she said.

What I don’t get are that many of these white parents who are “voting with their feet” and using the state’s open enrollment law (which will soon end because too many whites are using it to escape diversity), turned right around and voted Obama, good Scandinavian progressives and all.

Academic trends in racially-transformed areas put the lie to the so-called “achievement gap.” Consider this: A neighborhood of working class homes in an all (or mostly) White area will have great neighborhood school, even though the average household income in the area is mediocre. When that same neighborhood gets swamped with blacks, all of a sudden there is an “achievement gap” and the students are considered “socio-economically disadvantaged” and “at-risk.” Huh?

Let’s see: Same median incomes, same houses, same libraries, same parks, same school buildings, resources, and facilities. What is the variable? Oh yeah — The RACE of the students! We have isolated the variable — problem solved! It really is that simple.

The above scenario is played out in every big city in America on a daily basis — yesterday’s “School of Excellence” is today’s “at-risk school,” solely through the magic of diversity. The government’s answer? “It’s because of White racism - better throw more (tax) money at it.”

The school districts are still devising policies to make sure the schools are diverse!! This after 40 years of failed liberal bussing and other failed programs? OK, AmRenners, I will give you all exactly one guess as to what has happened to the crime rate in the Osseo area, along with the rise in “students of color”

Reason number ten million to homeschool or private school your kids! I went to a very specifically integrated magnet school for ninth grade, I had 2 coats and a necklace stolen and numerous threats to my personal safety. The white kids were de facto prevented from participating in social activities such as dances, home coming queen and cheerleading.

I checked up on the election results of the Osseo area.
Sure enough, it is mostly white, and they heavily voted for Obama. A little diversity is just what this district needs.

What better cure for diversity than a firsthand taste of it?
Eat up Minnesota! I want you to. I want the Land of 10,000 Lakes to keep soaking up all of that diversity until you can’t stand it anymore.

The beatings, robberies, burglaries, rapes, and Affirmative Action are on their way.

For “opportunity,” read “compulsion.” An “opportunity” is something you can decline, and that option will not remain to white children and their parents.

Here is the one constant, that always stands out with these “integration” tales of so much “tragedy” and so little triumph, despite all of their windy multicultural platitudes about, “hope and change.” The whites who can escape the “glories” of diversity, always do so; this is not because they are “racists,” it is only because they are naturally doing what any decent and sane parents would do, protecting their children from a clearly ominous threat.

It always amazes me that our “leaders,” from every president since Truman and Eisenhower straight down to the elected rat catchers, never grasp that you never force a social experiment that involves the children of others. If you really want, reaction “on the march,” just try it.

If the one thing that has at the very least stalled multiculturalism, it is this above point; forced integration and bussing proved this, as have all the lesser half-measures that have followed these two Draconian debacles.

Most normal people will put up with quite a bit, but threaten their children (at least directly) and then you have a real problem!

We European Americans have two glaring character defects. We are far too tolerent and much to naive. (PC).
I spent some time in the Minneapolis St Paul area last fall and had a great time. The folks were very friendly. They were also completely oblivious to the fact that minorities are dangerous.
Political correctness and liberal naivete are some of the most dangerous attributes that afflict white people.
I am glad I am getting old. I do not waqnt to be around to see my ancestors gift to their scions squandered.

I am intimately familiary with the school district profiled in this article. Osseo is kind of like a white small town that became engulfed by it’s two giant suburban neighbors: Brooklyn Park and Maple Grove. Even though it is called the Osseo school district, it encompasses neighboring Brooklyn Park. The problem for Osseo schools is Brooklyn Park. Brooklyn Park is packed to the gills with low income house. All of this low income housing started filling with nonwhites from out of state when the use of Section 8 vouchers exploded during the Clinton years.

And as someone noted above. I can guarantee you that the lion’s share of white parents who fled Brooklyn Park and Maple Grove schools did indeed turn around and vote for Obama.

It’s my experience that the whiter the area, the more oblivious or outright self-hating whites there are on racial/social issues. The average middle/working class white person from Chicago or the Detroit metro area are much more, shall we say, experienced with the joys of “diversity.” You have to actually meet different types people in order to dislike them. Most white leftists in this country lived very sheltered lives as children in lily white communities and gradually become more and more brainwashed by the MSM, the entertainment industry and “higher education.”

White parents will beg, borrow, and steal to keep their kids away from disruptive blacks and Hispanics, including removing them from their local school district. Every child who out migrates can cost a school district $6000 or more per year in funding. California learned this the hard way: keeping kids segregated by race keeps more (White and, to some degree, Asian) kids in the public school system. Even districts like Oakland Unified, run almost entirely by black bureaucrats, will tolerate the existence of nearly all white schools within their boundaries.

I remember going ‘out in the country’ when I was a child, and Osseo was NOTHING but farmland, with open air markets, clean air, and all WHITE people, as far as the eye could see. I remember when we moved 10 MILES away from the ‘inner city’ of North Minneapolis as a child, to a suburb where we thought we might have some new hope about avoiding the encroaching black menace, (It haveing been brought up to the Twin Cities via the liberal HHH, encouraging the denizens of Gary, Indiana to come up for free welfare, etc.) and, then, in coming back to this once-fair state, seeing my old house barely on the fringes of the ‘darkening hordes.’

My uncle’s life ended by his becoming a prisoner in his own home, as the neighborhood swiftly changed in the 1980’s, leavin him the only white man in his NO. Mpls area, near the old Ewald Dairy.

Richfield in the 1950’s and 60’s was a CHARMING suburb, with ‘ticky tacky’ little houses, but with good schools, safe parks, and the first installment of the ‘Suburban BIG churches’ recently mentioned in ‘Christianity Astray;’ e.g. Grace Church, now a mega-monstrosity in the outer ring suburbs, started in Edina, MN. where the first enclosed shopping mall in the USA was built..ideologically ($$)far removed from Richfield, but very close by.


It seems fitting that now, as the Richfield schools become monolingual (Spanish-majority) the first (and last) book on the town- ‘Richfield : Minnesota’s oldest suburb / Frederick L. Johnson.” (Richfield Historical Society, 2008) should come out, just as the city starts the inevitable downhill slide to being like Detroit’s suburbs, with gangs, warfare, carjackings, and killings. (already the MOA in nearby Bloomington has had numerous killings, once the light rail/trolley ‘connected’ the inner city to the suburbs…what were they thinking when they connected the light rail to the southern suburbs?

Requiescat in Pace. The Twin Cities are a spiritual/racial wasteland, in an otherwise still ethnically homogenous state….

You’re exactly right. The leftists in academia constantly refer to blacks and black schools as “at-risk students”, and “at-risk schools”. Of course, the students and school could be in an a lower-middle income area, yet they’re still classified as “at-risk”.

Exactly correct. I grew up in a white area that turned mixed, then became majority minority. I lived in the change, went to school and work in the changing demographics, and I was made aware to the reality of race. Most pro-multicultural/multiracial, diversity-loving white lunatic live in overwhelmingly homogeneous white areas. However, their numbers are falling as more and more of white America succombs to non-white in-migration.

Patterson’s First Axiom. But here’s the flaw in that: If there’s all this “white anger” in Chicagograd and Detroitistan, (and there should be), then it would follow that the body politic of both IL and MI would have produced a George Wallace, Theodore Bilbo or Ross Barnett type. But they have not. George Wallace won MI in the D-Primary in 1972, but that was about it.

Its really not very difficult to understand that there are decent black and hispanic folks. They are just out numbered severly by ignorant, unintelligent, and unlawful blacks and Hispanics. Everyone knows, the more minorities the more crime. It goes hand in hand in ALL things. I would appreciate if whites just started acting like we are the majority. What’s wrong with us looking out for ourselves? We are so interested in playing the role of savior that we are neglecting that we are becoming the real victims.
