Justice Department Sues Dayton Over Hiring Practices

The U.S. Department of Justice has filed a lawsuit against the City of Dayton, alleging the city has discriminated against blacks through its hiring practices for police officers and firefighters.

The lawsuit states that the city’s civilian labor force is about 36.8 percent black. Of the 440 police officers in all ranks, only 9.1 percent is black.

Only 2.4 percent of the city’s 332 firefighters are black, the lawsuit states.

At issue is a written test the city gives to applicants. Those who pass are placed on an eligibility list in descending rank order of test scores.

The city set the passing score for the 2006 police test at 70 percent. The pass rates for whites was 68.1 percent, while the pass rate for blacks was 28.7 percent.

“While African Americans constituted 16.2 percent of all applicants who took that examination, African Americans constituted only 7.6 percent of the applicants who passed that examination—a result that reduced the proportion of African American applicants under consideration by approximately 50 percent,” the lawsuit states.

Neither the test nor the heightened qualifications are “job related for the position in question and consistent with business necessity” and do not meet the requirements of the Civil Rights Act of 1964, the lawsuit states.

Someone should tell the Justice Dept. that this is a matter of public safety, and I’m sure those tests are administered for a purpose. Why does everything have to be an AA program for the blacks??

Anything that has standards in the positive sense of the word is going to have fewer blacks and Hispanics. They don’t have a high enough home ownership rate? Eviscerate the tried-and-true mortgage lending standards, and watch banks and investment houses collapse in earnest. Too few black cops and firefighters? Lower the test standards, so we can have more “subprime” cops.

Here is an interesting bit of data:In Oakland, Ca, a while ago a large number of candidates tried out for the position of Poliece Officer. Only 5% of them could qualify to go on to the next step.(I am not lying).

When will the federal government finally realize that we ALL suffer every time they attempt to cram their social engineering agenda down our throats? Have they not learned anything at all from this bailout they are requesting? Whether its poor credit scores or poor test scores, these people constantly require additional help just to compete, and this help always comes back to haunt society at large in the long run.

Notice how they don’t call the test itself racist, just the outcome? This is actually an outright admission by the government that blacks are less intelligent and can’t compete on a level playing field with whites. The heart of this matter is if society should subsidize the less intelligent to the detriment of all of us when it comes to occupations like police and firemen. That answer should clearly be no. Blacks should hold occupations that they are suited for just like everybody else. Forced equality will never work. Time to end the denial.

“The DOJ is asking that the city enter into a consent decree, and stop using its current written examination for police officers and heightened qualifications for firefighters. They also want city officials to adopt and implement new screening and selection procedures for incoming police officers and firefighters.

The letter also asks that the city “…provide make-whole relief (including job offers, retroactive seniority and back pay with interest) to those African Americans who have been harmed by the City’s use of its written examination for police officer (sic), as well as its use of heightened qualifications for firefighter (sic).”

Are Dayton’s basketball and football teams racially representative of the city? Well no, of course not. You see, it’s very important that only the best candidates get picked for sports teams because otherwise the games might get lost. However, when it comes to firefighters and police officers, nobody really cares if they perform that well. Compared to winning a game, catching a felon or rescuing people from fires is of minimal importance.

Police officers need to be able to write coherent, detailed arrest reports. Whenever a city police force has dumbed down it’s recruitment test in response to the bias charge, the result has been city and district attorneys who have to drop criminal charges against defendants because the arresting officer’s report was so badly written as to be incoherent. What is the USDOJ going to say when the families of black murder victims start a hue and cry because the blacks who murdered their loved ones go free? Didn’t this already happen somewhere?

Does the USDOJ want the Dayton police force to emulate the enlisted ranks of the US Army, which has set a bottom IQ limit of 85 for enlistment? A person with an IQ of 85 is functionally illiterate. He/she cannot decipher a bus schedule, calculate a tip at a restaurant, use logic to build an argument, or plan ahead for the future. Are borderline retarded police officers what the citizens of Dayton want between them and anarchy?

I live near Dayton. Thank God above I don’t live IN Dayton. The Empress of Gaudy Hats, Mayor Rhine McLin is black. Why doesn’t she just hire gang-bangers off the street and slap a badge on them. I mean, they are already well-armed and know the Dayton streets really well. And I’m sure they can sniff out meth and crack without the use of police dogs. Of course, that would mean the rest of the residents of the city would move out, who haven’t done so already and all businesses would shut down (except liquor stores and nail salons).
Maybe Dayton can’t afford the crown air fresheners and gold rims needed for all the squad cars.

This is a no-brainer. If you pass the tests and are qualified, then you get hired when job positions come open. I live about 25 miles south of Dayton. I have spent alot of time in Dayton on business and with friends. Trust me, there are plenty of black civil servants. Affirmative action is pure socialism. Dayton does not need affirmative action. Parts of west Dayton are looking alot like the east side of Detroit. More black cops aren’t going to help one bit.

We don’t have Affirmative Action in the police force here in 3rd World SE Asia. The current officers just sell positions (going rate of about US$1,000) to the applicants. I don’t see either system as working, they both produce corrupt, inept policemen.

Funny story, I am a member of a club that annually gives an award to the Top Policemen in the city. It is almost impossible to find awardees because almost all policemen are undeserving. And to make matters worse, some of the previous awardees get into trouble (public drunkeness, assault during a domestic argument, normally both at the same time) after receiving the award. We are so desperate, we generally give out posthumous awards, because there is less chance of embarassment.

If you only half qualify for a position (I know it sounds being half pregnant), maybe they could be like a half-cop.
And have their own special uniform, something inbetween a boy scout/real cop uniform but without a gun of course.
And they could travel along with the real cops and ‘help out’, you know carrying things and making hot drinks etc.

In Euclid Ohio they did the same thing.The city had to come up with a way to hire more blacks so they started this lateral hiring.They wave the test if you are black and you are working for another police department.They couldn’t get enough blacks because Euclid’s police test was too hard.So our wonderful country changed the rules again.Our country is gone,time to start a new one.

The resources of the United States are scarce. If resources weren’t scarce.There would enough decent paying jobs to accomodate both Whites and Blacks. As our cities become ALL AFRICAN ALL THE TIME, this will always happen. If you live anywhere near, or in, a city, move out. These cities will go the way of Detroit, etc. and will not be safe for any white person or white family.

We whites can still move and take civilization with us. Let the blacks stay in the cities, near the welfare offices and government jobs, while we retreat to the forests for now. Eventually we will retreat no more and then have a clear solution to this problem.

Oh, this “sub-prime” process WILL result in fewer Africans owning homes, especially in the suburbs, which is great for the white community. No matter what the Government does with this bail out to the Bankers, the cover in blown and nobody is ever going to do these Minority Loans again since they can’t sell them to investment houses or foreign banks.

I just thought of something. The Democrats may be trying so hard to get direct control of Fannie/Freddie so they can continue buying up the garbage Minority Loans. If they can put their own people in charge then they can continue this and cover up the buying. Does anybody on the “inside” know if this is going to happen?

If they get control they will perpetuate the sub-prime market but force the employees to keep quiet (most of them will be democrats and black anyway). Thus, mortgage brokers will still write these garbage loans and sell them to Freddie/Fannie and collect their commissions and do this over and over. We, the tax payers (whtie peoople) will have to subsidize the loans with our money since we know most of these Africans and Mexicans will default. Great.

I guess the Federal Government figures it like this, if you don’t need brains to be president why should you need brains to be a police officer.

I really do wonder how many politicians could pass the police officer entrance exam or event the background check.

Did anyone ever think of giving presidential candidates a simple test and post the results before election day. Buy electing a president we are in fact hiring someone to run the country. Shoudn’t we know more about them than the fact that they can read a teleprompter. From what I saw on the debates I wouldn’t hire either candidate for dog catcher.

It is very sad that cities are forced to hire stupid cops but even worse when we are forced to hire a stupid president.

THe city, like many including the one I worked for for 23 years will institute an “adverse impact adjustment” of the testing process. Most big city police depts. get sued over this issue and begin to use that method. It is now common place in several large agencies for part of the announcement on testing day to be that all the white guys have to score over 95% to make it further in the process. Sometimes they are pulled aside and told this but often it is vebalized to the group

Correction: Blacks did not have to socre only 28% to pass the police exam. Only 28% of the blacks who took the test passed. Seventy-two percent of the blacks who took the test did not pass.

It appears that Dayton was trying to hire qualified people. Don’t they know that that is illegal? Now they will dumb down the test so enough blacks will pass it (that’s what they did in Nassau county). Prediction: Within 8 years, there will be news stories about corrupt and incompetence police in Dayton. And people will wonder why.

This really upsets me because I did everything I was told to become a civilian law enforcement officer. I went in the United States Air Forces As a Security Forces Member and severed honorably for 6 years and in that time obtained my Bachelors of Science in Criminal Justice with a 3.53 GPA. I get out right before the testing cycle and the test gets canceled without an explanation and then I come to find it is because the DOJ wants more blacks on the force when the numbers of black applicants last time that actually passed the test was something like 7 percent. Ah it just makes me made that I feel like I am being held back because I was born a white male.
