The United States is doing little to comply with an international agreement to end racial discrimination and has downplayed widespread racism, charged an American Civil Liberties Union report released yesterday.

In 1994, the United States signed a United Nations treaty to end all forms of racial discrimination.

But according to the ACLU, when the United States updated the international community on its progress in April, it “swept under the rug” problems such as racial profiling, the disproportionate incarceration of minorities, and civil rights violations against immigrants.

Local and state governments are not doing enough to eradicate racism where it has been identified, said a panel of ACLU staff members and minority rights advocates at a State House press conference yesterday.

Among the examples of inaction cited by the report was a 2000 Massachusetts law, which found that 249 of 341 local police departments showed racial disparities in traffic stops, but allowed the departments to stop reporting disparities after one year.

Koutoujian [state Rep. Peter Koutoujian, D-Waltham, who serves on a legislative commission to end racial health disparities in Massachusetts] said the commission has impressed him with the effect of discrimination on health, stress, and every aspect of life.

“Racism is far more than individual racial prejudice—racism is cultural and structural … institutional discrimination against people of color by people we call white,” state Rep. Byron Rushing, D-Boston, said at the press conference.

Watt [Steven Watt, one of the ACLU report’s authors] said the information that the U.S. State Department submitted to the United Nations in April was replete with inaccuracies.

Yet the U.S. report discusses many of the same problems identified by the ACLU: bias against people of Arab and South Asian descent, subtle and overt discrimination against minorities, and disparities in education and achievement, among others.

U.S. State Department spokeswoman Nicole Thompson said she had not seen the ACLU report, but that “the Department of State has taken a firm stance on human rights over the years both at home and abroad.”

New ACLU Report Details Pervasive Racial Discrimination in America (12/10/2007)

NEW YORK—The American Civil Liberties Union today released a comprehensive analysis of the pervasive institutionalized, systemic and structural racism in America. The report, Race & Ethnicity in America: Turning a Blind Eye to Injustice, is a response to the U.S. report to the United Nations’ Committee on the Elimination of Racial Discrimination (CERD) released earlier this year. The U.S. report, which the ACLU called a “whitewash,” swept under the rug the dramatic effects of widespread racial and ethnic discrimination in this country.

“Once again, the U.S. government has failed to level with the international community about its human rights record when it comes to racial injustice in America’s own backyard. From police brutality and racial profiling, to voter disfranchisement and skyrocketing rates of incarceration, the effects of racial discrimination are corrosive,” said Jamil Dakwar, Advocacy Director of the ACLU Human Rights Program. “Although there is a long way to go, we will continue to press this government to fulfill its obligations to end racial and ethnic discrimination.”

The U.S. government submitted its report in April to the CERD committee, an independent group of internationally recognized human rights experts that oversees compliance with the International Convention on the Elimination of All Forms of Racial Discrimination, a treaty signed and ratified by the U.S. in 1994. All levels of the U.S. government are obligated to comply with the treaty’s provisions, which require countries to review national, state and local policies and to amend or repeal laws and regulations that create or perpetuate racial discrimination.The treaty also encourages countries to take positive measures, including affirmative action, to redress racial inequalities.

In its “shadow report” to the U.N., compiled jointly by the ACLU’s Human Rights and Racial Justice Programs and based on information provided by the ACLU affiliates in more than 20 states, the ACLU documents the U.S. government’s failure to fully comply with CERD in numerous substantive areas affecting racial and ethnic minorities. The report examines policies and practices at the federal, state and local levels which place a disproportionate burden on vulnerable populations—including women, children, incarcerated persons, and immigrants and non-citizens.

Since the treaty’s ratification, U.S. reporting on compliance has been inadequate, and this most recent report is no exception. The government’s report is riddled with misrepresentations and inaccuracies and fails to honestly assess the ways in which racial and ethnic discrimination and inequality persist.

“The U.S. report failed miserably in accurately characterizing the state of race relations and intolerance in this country,” said Laleh Ispahani, Senior Policy Counsel at the ACLU. “Now, in commemoration of International Human Rights Day, it is time to set the record straight.”

Race & Ethnicity in America: Turning a Blind Eye to Injustice details the setbacks in the promotion of racial and ethnic equality, including the government’s attack on affirmative action and the courts’ curtailment of civil rights.The ACLU report finds that discrimination in America permeates education, employment, the treatment of migrants and immigrants, law enforcement, access to justice for juveniles and adults, detention and incarceration, the death penalty, and the many collateral consequences of incarceration including the loss of political rights.

The ACLU report also criticizes major shortcomings in the U.S. government’s report including: its minor mention of the aftermath of Hurricane Katrina, and the omissions of the “school to prison pipeline” phenomenon (which involves the overzealous funneling of students of color out of classrooms and into the criminal justice system), the dramatic increase in hate crimes, and the escalating problem of police brutality.

“This administration seeks to portray America as a leader in the protection and promotion of human rights and democracy throughout the world, but our report concludes that this country is not protecting the basic human rights of its own people,” said Chandra Bhatnagar, staff attorney for the ACLU’s Human Rights Program. “Our message to the U.S. government is crystal clear—respect for universal human rights begins at home.”

The ACLU report examines human rights violations that took place before, during and after Hurricane Katrina, a crisis that exposed to the world the persistence of racial and economic inequalities in America, It also documents the epidemic of minorities being subjected to racial profiling, a practice most often associated with African-Americans and Latinos, but one which also affects other minority communities in the post-9/11 era, including Arabs, Muslims, and South Asians.

In addition, the report highlights the government’s failure to protect immigrants and non-citizens, and particularly low-wage workers, from racially discriminatory policies and acts like governmental crackdowns and workplace raids.

December 10th is celebrated worldwide as International Human Rights Day. Today the ACLU and many of its affiliates across the country will hold events as part of the ACLU’s National Day of Action Against Racial Discrimination.

In 1994, the United States signed a United Nations treaty to end all forms of racial discrimination.

Weasel words here — it was “signed” in that President Clinton “signed” the treaty. But if you remember anything from 5th grade Civics, the Senate has to ratify the treaty with 2/3 or greater support in order for the treaty to become ratified. And that, the Senate never has.

What a joke - from beginning to end! This report contains nothing but rehashed racial Marxist rhetoric. The position of African-Americans in the United States is an aggregate of all of the human rights violations they have individually perpetrated on their murder victims, rape victims, assault victims, robbery victims, theft victims, property crime victims, etc. The hate crimes African-Americans are subjected to are largely hoaxes perpetrated by themselves.

Look at this report. If we lived in a society governed by the principles of the ACLU the United States would be a repressive totalitarian society ten times worse than the Soviet Union. The ACLU is not a civil liberties organization, it is a totalitarian left political advocacy group.

Meaningless. Institutions, systems, and “structures” don’t have attitudes towards race or “prejudices.” I have never read a definition of “institutional racism” that can get around this objection, or that can pin-point exactly how institutions etc. can have the “effect” of “racial oppression” without the cognitive intention to achieve that alleged effect. Hence there is no such thing as “institutional racism.”

The concept of “institutional racism” is an moronic attempt to posit a mythical “racist” cause for every manifestation, or “effect,” of black maladjustment and social pathology. This report is simply “make-work” for the ACLU and cohort organizations, and a crude attempt to make it easy by attributing presumptive “racism” to our whole society.

Once again the only problem is that reality does not conform to the beliefs and theories of progressives and other self-appointed experts on race.

Their theory is that racism is the cause of all problems. If problems persist, it’s because racism is endemic. The premise is as we all know is faulty and downright absurd but when has logic and reason ever influenced these people?

If racial differences appear in outcomes it’s because races are different. A cat is not a dog and a beagle is not a rottweiler.

The UN and ACLU won’t be happy until white’s are exterminated off the face of the earth. What else can be done to make these people happy? Its proven that blacks and hispianics commit more crime and any cries of discrimination are disproven with victim survey results. White people treat “people of color” better than they do themselves. Why don’t Asians and Jews suffer from the same problems as blacks and hispanic? Why does every non-white in the world want to come to America if we’re so bad?

And its only going to get worse. The congressional black caucus overwhelmingly votes in favor of the UN over-watching our elections. As the country becomes less white, you can be sure that more of this behavior will come about.

Words like “social justice” or “racial justice” are codewords for kill, rape, mutilate, beat, and rob whitey. We seen what justice means to blacks as BET gave two thugs an award for beating a white kid at Jena high school.

So now ask yourself: If this is how life is while whites are the majority, how will life be when whites are a minority?

RK: Yes, and the worst of it all is anti-white racism by non-whites, especially blacks.

It has reached a crescendo lately with one black on white attack after another occurring quite rapidly, but still nothing is done to rein in the mostly blacks who are the worst perpetrators.

Black on white rapes are numerous; black on white assaults are at crisis levels; black on white home invasions are up, black on white carjackings are at epidemic levels as well, and black on white mob attacks are at crisis levels with several occurring throughout the country all within the span of several days or a few weeks. Black on white robberies are just as numerous as they’ve always have been.

As if all the black on white violence wasn’t enough, blacks complain that whites don’t give them enough, that they aren’t educated the same, since their schools are failing. They complain that not enough blacks are in positions of power, although blacks are the least intelligent of all the people on earth and just don’t have the ability to function at average standards in any position of power or authority. All this is because blacks are hateful and hold racist views of whites. Most blacks despise whites and would like to see them eliminated from the the earth as one of their representatives announced on C-Span. Blacks don’t care one whit for the common good nor do they care for this country. They are the most biased, hateful citizens of any in this country today, and they are racist to the core.

The ACLU knows all this and that’s why they lie about racism being the product of whites. They want to rile the black population so they will commit more violence and racist crimes against whites. They want to see this, because the ACLU is a radical hate group that wants to see a totalitarian leftist government in this country, and they know the best way to realize their dream is to create havoc, dissension, and racial animosities and wars.

What they DON’T realize is that their efforts will guarantee their destruction, because the world they want, which is already partly achieved, will not prevail. Long before they can declare victory they will realize too late that their perverted efforts, vile behavior and morality have sealed their doom. In the end they will be just another group of ideologues that have failed miserably.

Many of them risk their lives to reach our shores.

But thanks to the likes of the ACLU and Byron, I now am fully aware that I am a member of an evil race living in an evil country founded and fought for by my fellow evil whites.

Hollywood should do yet another movie about racial “injustices” of old….say, about 1940’s or so when so many Whites were fighting and dying to defend this country. I wonder if those old soldiers would still fight today after seeing what our gov’t has allowed and organizations like the ACLU & SPLC have forced down our throats. Those old movies were shot in “Black & White” (more than just a distinct coinsidence, I’d say.

I was trying to get through the whole article, I honestly was, but started laughing after reading this part and gave up on the last bit. American Civil Liberties Union, huh? They are neither American, Civil, nor interested in Liberty. The ACLU was founded by marxists, and remains a marxist organization to this day.

There understanding of the Bill of Rights is highly selective and cynical. When have they ever defended Second Amendment rights?

America was conceived as a republic, governed by laws. The ACLU has used these laws and our high regard for due process against us. In doing so, they have helped to foment a great deal of chaos and evil. It is possible that a day will come when things get so bad in this country that people will take the law into their own hands (in whose hands it supposedly resides). Nothing will protect the ACLU then, and no one will mourn its passing.

Racial profiling: how could one not racially profile criminals if nearly 50% of violent crimes are committed by one group, black males who constitute 6% of the population.
This is not racial profiling, it is merely common sense.
The disproportionate incarceration of minorities: once again when you have minorities committing crimes in proportions far beyond their representative numbers in the population, you will get disproportionate incarceration; the object of the justice system is to punish by incarceration violent criminals—if they happen to be predominantly minority, this is just good policing; what does the ACLU want? incarceration of innocent whites so that they reflect their numbers in the population—talk about absurd, nonsense
Civil rights violations: if there are any today they are violations against whites, not against minorities.

Screw these bleeding-heart liberals! They don’t even know what their own acronym stands for: AMERICAN Civil Liberties Union. Immigrants do not have constitutional rights. Moreover, minorities are incarcerated at a disproportionately high rate because, guess what! they commit more crimes. I note that the Rep Byron Rushing is from Boston, the city where I was personally robbed during my first (and only) visit in 1972 - by an older black man, who by the way, was dressed “respectfully” in a suit and tie. He sneered at me after he had ransacked by little daypack as I had turned away from it for a minute. I only realized later that the sneer was contempt and racial hatred after he had taken my passport and a camera with the only photo of my grandmother I would have ever had in it. I was an innocent kid from California, but I soon began to learn how much blacks inherently hate whites and will do nearly anything, play any trick, including the feigned friendship - to take advantage - one way or another. I have met a few blacks that I have respected as truly fair minded and acting humans, but they have been far too few.

There is indeed “widespread racism” that is “downplayed”: BLACK RACISM. A good example of the “downplayed racism” was the vicious beating of white bus passengers by racist black youths in Baltimore last week. How much NATIONAL attention did THAT get? About as much as the vicious racial beating of those three white girls in Long Beach CA on Halloween. Or the kidnap, rape, torture, and murder of that white couple in Knoxville TENN. The list is ENDLESS.
As far as “ending discrimination”: The only racial discrimination going on in the U.S. is LEGALLY MANDATED racial discrimination against whites IN EVERY SPHERE OF LIFE.
What gall the ACLU has! What utter DISCONNECT with reality! Indeed what EXACT INVERSION of reality!

One might suppose the NEW DEFINITION OF INSTITUTIONAL RACISM as the reluctance of employers to give free rides to minority members (Afro-Americans). There are a disproportionate number of minorities in prison because minorities routinely commit a disproportionate number of crimes in America and the ACLU is perfectly aware of this fact. There are a disproportionate number of Muslims involved in terrorism and this requires common-sense racial profiling and the ACLU is perfectly aware of this fact. There are a disproportionate number of so-called immigrants who are illegal aliens and as such are not entitled to the same civil rights protections as our citizens or our lawful residents and the ACLU is perfectly aware of this fact. Our Constitution grants no political or legislative authority to groups like the ACLU and the congress illegally legitimizes and uses these traitors to act as their proxies to carry the Marxist banner in their behalf. This despicable communist cabal attacks virtually everything that is contrary to the communist agenda and I cannot for the life of me understand why these traitors are still walking around above ground…

And the people we call black are responsible for most of the crime and misery in this country. He is right though about racism being swept under ther rug, especially by the media. They do believe in protecting those *people we call black*. Call em what you like, but by all means try and avoid them at all costs.

“Racism is far more than individual racial prejudice—racism is cultural and structural … institutional discrimination against people of color by people we call white,” state Rep. Byron Rushing, D-Boston, said at the press conference.”

First off, this report from the ACLU, racially scapegoating whites (in the IDENTICAL way Nazis did with Jews) for blacks own self-created and maintained problems, should qualify the ACLU as a true “hate organization”. Especially since it also advocates continued and expanded racial discrimination against whites.
The ACLU lists things like the “disproportionate” number of blacks arrested, implying the ONLY explanation is that whites are just racist. Just how STUPID do they think people are? Like it does not immediately occur to any sentient person with at least a room temperature IQ that a “disproportionate” number of blacks also commit crimes. And other problems in the black community, like poverty that the ACLU thinks that simply pointing out shows WHITE guilt. As though whites are responsible for the 80% black illegitimacy rate that results in poverty and a whole host of other SELF-INFLICTED black problems? And the ACLU keeps on dishonestly contrasting “minorities” with “whites”: But only ONE “minority” has all these MAJOR problems: BLACKS. Asians do better than whites by every measure: Lower incarceration rates, higher income, & higher education levels. As regards Hispanics, mostly recent Mexican immigrants from the grinding poverty of Mexico, who had little educational opportunities: How can whites be blamed for this poverty? As though Mexican immigrants are supposed to have instant income equity with native born whites the moment they cross the border? And the Mexican immigrants do not exhibit anything like the raging pathological problems found in the native black community here who’ve not had any of the struggles the Mexican immigrants had in their native land. Indeed blacks have all the OPPORTUNITIES in the world: But many don’t avail themselves of it. Preferring to racially scapegoat “the MAN” instead.
All this imagined “institutional/structural” racism, NEVER substantiated, is a complete artificial rhetorical construct. No different than the Nazi imagined vast Jew conspiracy to oppress non-Jews. All the FACTS RIGHT IN YOUR FACE show there is indeed “institutional/structural” racism, alright: AGAINST WHITES! White students who are automatically rejected for university admissions for SAT/ACT scores for which blacks are automatically admitted. White kids who (along with dogs) need not apply to a plethora of scholarships reserved only for blacks. White students denied access to plumb corporate internship programs reserved only for blacks. White students who must submit to relentless hate-whitey propaganda in the classrooms. White owned businesses denied contracts even though they had the lowest bid, in favor of black businesses with higher bids. White civil service job applicants, who, due to “test norming”, are denied government jobs in favor of blacks with lower test scores. The list goes on endlessly.
And notice how the leftwing media provides an unchallenged forum and MEGAPHONE to any such “bogus” racist unsubstantiated report demonizing whites. This is the SAME media that censors DOCUMENTED FACTS of racism against whites. Let’s see them publicize for instance the annual Justice Department Victimization Report. Don’t hold your breath.
The ADL in its mailings always points out that anti-Semitic propaganda results in physical violence against Jews: Likewise, this drumbeat of anti-white propaganda, epitomized by this ACLU report, that scapegoats whites in the same manner that anti-Semites do Jews, creates the environment that inevitably results in black on white racial violence, such as seen on the Baltimore Metro bus system last week.
This relentless anti-white propaganda war is waged to justify the indefensible racial discrimination targeting ALL whites. To justify this broad based discrimination against ANYONE who is white, it is necessary to demonize ALL whites as a category, and portray them as something other than individual human beings each with his or her own story and life. Just as wartime propaganda demonized “the enemy” and portrayed the “enemy” as something less than human. So you don’t feel guilty killing them. Likewise with a system that racially discriminates against anyone with white skin, you must first demonize COLLECTIVELY all “whites”, so that it is OK to destroy those individuals, since they are not to be viewed as such. And this is the most insidious result of “affirmative action” (racial discrimination against whites): More than the discrimination itself, the hate rhetoric and propaganda demonizing whites so as to justify it and to render passive the white victims who are weak minded enough to buy into the BIG LIE. You can’t hold a good person down: Even with the discrimination itself most whites would manage to succeed through their own initiative and abilities. Just as Jews and Chinese have excelled in different regions of the world DESPITE legalized discrimination against them. But the HATE PROPAGANDA (e.g. “white privilege” “white oppression” etc.) to justify this legally mandated racial discrimination against whites results in REAL racial violence and bloodshed against whites. And THAT is the MOST INSIDIOUS consequence of “affirmative action”
