The Legislature on Thursday sent Gov. Janet Napolitano a bill targeting Mexico-issued ID cards amid sharp disagreements over what the proposed law means to the more than 102,000 Mexicans carrying the identification in Arizona.

On a 31-25 vote split along party lines, the House of Representatives approved Senate Bill 1511, which had already cleared the Senate. It bans state agencies, local governments and law enforcement from accepting consular ID cards as valid identification.

Under the bill, public entities that require identification before services are provided would be banned from accepting the matricula consular for such a purpose. The only acceptable ID would be those issued by Arizona, the federal government or an Indian tribe.
