Valley Man Sentenced to Prison for Defrauding Medicare

Monroe Saulter, 45, the owner and president of Quality Therapy Services (QTS), was sentenced to one year and one day in federal prison for Medicare fraud.
Saulter was convicted of defrauding Medicare of half a million dollars in May of this year after he admitted his guilt on the eve of trial.
On Friday, United States District Judge Randy Crane ordered Saulter to pay a fine in the amount of $ 5,000 and restitution to the Medicare program in the amount of $ 458,068.
Saulter, who was released on bond following his arrest, will be free until it is decided which prison he will be sent to.
Saulter was the owner and president of Quality Therapy Services (QTS), a corporation providing outpatient rehabilitation services, speech therapy, and physical therapy services.
QTS has since shut down.
Saulter defrauded the Medicare program by claiming reimbursement for employee bonuses he did not pay. Under the Medicare program, a service provider is reimbursed for reasonable and necessary expenses, which include employee bonuses.
In 1998, Saulter received $500,000 from Medicare for the bonuses.
Saulter admitted he did not use the funds to pay bonuses, rather he used the money for himself.
Saulter was president of the Rio Grande Valley chapter of the NAACP.
